Doug Hewett named new Hollywood City Manager; Hardly Breaking News: New year of 2012 already showing that the old bad habits of Miami's local TV news operations won't die -apathy!

Continuing their policy of the new economic realism, wherein stories about celebrities, diets and/or plastic surgery for women, toys for affluent people and their over-indulged kids, and crime stories involving women in danger or peril -especially mothers!- are deemed more important than what happens in local government that actually affects everyone -in part because they have lots of South Florida advertisers who want the not-so-educated female demographic for whom that is 'must-see TV'- Miami's local TV news operations threw a collective wet blanket on the big news coming out of Hollywood City Hall late last Friday afternoon.

Hollywood, Florida's 12th-largest city, selected 40-year old Fayetteville, N.C. Assistant City Manager Doug Hewett to be their new City Manager on a 5-2 vote, following hours of presentations by the six final candidates on what their strategy/ideas might be in their first few weeks in the position if they were selected to get the city moving forward.

The hiring of a young, personable, savvy and very well-regarded public administrator, who over a few shorts days seemed to pick-up on the small nuances of what makes Hollywood and its neighborhoods and its civic activist community unique and very hands-on, after touring the city and talking with many of the city's most well-known involved residents and civic activists, is a move that represents the final piece of a puzzle that many Hollywood taxpayers and observers firmly hope will stabilize what had become a very rocky ship of state of late in 2011 after the dismissal of former City Manager Cameron Benson, with bitter cleavages emerging all over the city between political/neighborhood activists and Fire/Police union members and their enthusiastic/exasperating supporters.

As I've stated in this space previously, many of the latter are still visibly outraged over the results of the September public referendum that forced much-tougher financial terms on their members -roughly a 12% pay cut to prevent actual dismissals of Fire/ Rescue and Police- and as of this writing, there are at least two city commission candidates backed by the unions who've already filed their paperwork to put that lingering animus to work for them as they challenge incumbent commissioners  Heidi O'Sheehan from District 3 and Richard Blattner of District 4.

Owing to election changes necessitated by the successful passage of a charter issue by Hollywood voters, rather than having staggered elections this year, ALL six city commissioners and Mayor Peter Bober are up for re-election this November, with only Comm. Fran Russo publicly announcing that she will be not be seeking re-election in District 5, which consists of most of Hollywood west of the Florida Turnpike.


For a few observers in the Hollywood Commission chambers who were really paying attention to the larger public policy picture last Friday -like your humble blogger, for instancethe real news of the day lay more in who was completely missing from the Commission chambers rather than the selection of the certain someone who might soon be calling it home.

That is to say, noticeable by their collective absence.
Indeed, as Sherlock Holmes is forever reminding us, the absence of evidence is, in fact, evidence of a sort.

Showing that the old bad habits of last year that we have remarked upon so many times here on the blog -and in animated conversations and emails with so many of you readers- that have left so many tens of thousands of concerned South Florida residents quite literally appalled at what passes for news coverage at Miami's English and Spanish-speaking TV stations, were, in fact, NOT left behind in the dust-bin of history after all, even while more traditional subjects are shunted aside, Miami's CBS4, NBC6, WSVN-TV 7 & Local 10 News were all no-shows at Hollywood City Hall.
As were their Spanish-speaking colleagues at local TV news outlets at Channels 23, 41 and 51, despite the fact that there are lots of Spanish-speaking residents in Hollywood.

But yours truly videotaped the entire proceedings, as well as Thursday night's public get-together of the six final candidates at Hollywood's Arts & Culture Center on Harrison Street.

I plan on posting the comments that I videotaped last Thursday night by CM-designate Doug Hewett and his presentation of Friday afternoon on my blog and YouTube Channel within the next few days.
I'll need to do some editing first and break up his presentation into 3 or 4 segments, since his presentation was the longest, albeit, also the most interesting one to listen to.

Former McKinney, TX City Manager Frank Ragan received the second-most votes last Friday afternoon and was a very compelling candidate, with lots of tangible qualities and talents that surely would've helped Hollywood, based on his impressive resume and facility for talking about his accomplishments without any un-necessary boasting.
He particularly grabbed the full attention of Hollywood Commissioners Linda Sherwood and Richard Blattnerwho voted for him on the first ballot.


Yes, I wish he were already the City Manager in Hallandale Beach, where Mark Antonio will be leaving in June.

Personally, I wish that Ragan was already in a responsible upper-management position in either Broward County or up in Tallahassee so he could positively effectuate economic development, trade and investment policies, since the record is clear that he has the ability to see opportunities that other smart people in those positions DON'T.

I can't recall the last time I heard someone who worked for Broward or in Tallahassee say something about those subjects that really impressed me in quite the ways that Ragan, a one-time Hoosier, did in his presentation Friday, a fact that seemed to be shared by Comm. O'Sheehan

No, and neither will these clowns' exercise in political masturbation.

Too many laughable and self-serving videos posted on YouTube to choose just one to make a real example out of up at the top today, so take a look here and try your luck; most recent first.

No matter how many times you watch these videos, it's really hard to believe how truly smug, condescending and disconnected these people behind Occupy Miami are, or their level of
misanthropism.

Well, you don't have to be a PR expert to know that these characters first major cataclysmic mistake was thinking that local Miami TV news stations that are now based in the suburbs -
Channel 4 in Doral, Channel 6 in Miramar and Channel 10 in Pembroke Park, less then four miles from me- are going to cover a story in downtown Miami on a Saturday.

Especially one involving so few people about an issue 99.9% of their viewers will yawn at!
That is NOT must-see TV!

If these hipper-than-thou members of the coming socialist vanguard were actually either smart or savvy, they'd have been clever enough to set-up a contrasting photo op that the TV stations couldn't possibly ignore - socialist hipsters march on South Beach and do their thing in front of the The Clevelander!
Or over on that spot on South Beeach where the really successful models hang-out when they can because they are largely left alone to relax. (Sorry, I can't publicly reveal here where that is.)

You know, so these social misfits can confront the very people they say are the enemy?
You may know them better as your friends and family and neighbors.

Instead, these socialist lemmings stood and sat on their ass on hot asphalt, brick or tile.
Real geniuses.
Congrats!

But then even while they spout their anti-corporate nonsense, they use technology that does NOT grow on trees.
You know, like an APPLE... or AT&T, Sprint, Best Buy, Microsoft...
They don't exactly communicate with each other thru smoke signals now do they?

Nope, some multi-national corporations they like!
To use their work-product that is, but their employees, no doubt they are considered "corporate stooges" by this crew.

The point that can't be refuted though is this one and it's one that the anti-corporate crowd doesn't want to acknowledge: Occupy Miami actually attracted many LESS people than dozens and dozens of Boys Optimist/PAL football games in South Florida Saturday played by Elementary School and Junior High kids, including one that I saw for myself for a few minutes on Saturday afternoon on a drive to North Miami Beach for an errand.
That lack of a stampede of people or an avalanche of support is NOT exactly a ringing endorsement for the Occupy Miami positions.

But then if their message really resonated with a majority of Americans, the folks behind Occupy Miami would likely change their mind and be against it in principle -that's the hipster's creed- since everyone knows you can't be part of the political vanguard when everyone agrees.
You have to be part of the true believers.
LOL!

Below, an inside view of the supremely smug too-much-time-on-their-hands Americans who are at war with the rest of America.
It's not just bad analysis, it's ass-backwards liberal agit-prop analysis about the state of the South Florida's professional agitator crowd, many of whom in the 1980's, wanted Europe to disarm.
If that had happened, do you really think the Berlin Wall would've fallen?
In a word, NO.

But then I actually know people who lived in Eastern Europe when they couldn't speak freely
or live free and make their own choices.
They appreciate the difference and loathe these types even more then me.

The venom-filled characters behind this effort are NOT lovable losers like the Cubs and their fans, they're know-it-all losers who never learn from history, in particular, that people don't want to constantly be lectured to about how to live their lives.
But these folks can't help themselves.

Criticizing others and telling them how immoral or unethical or XYZ their "empty lives' are is all they know how to do.
It's what animates them, sad as that is to realize.

It's like they saw Dr. Zhivago and missed one of the main points of the film completely.

So, after reading these two stories, I guess this means that they WON'T be going to any public housing sites in Miami or Ft. Lauderdale and asking -via a megaphone- when some of these long-established "families" are going to get it together and finally move out after 30-40 years of living on the public's dole?
The hundreds of millions of dollars spent on that, for what was intended to be temporary help,
with what to show as a positive, exactly?

They won't be marching around the American Airlines Arena and demanding to know when billionaire Miami Heat owner Mickey Arison , one of the richest men in America, when is he FINALLY going to honor his word with Miami-Dade County taxpayers for the construction of the arena?
No, I guess they're not.

Up until a decade ago, I'm guessing that reporters got to see one major movement in their lifetime. Maybe two or three if they were R.W. Apple, or some other red-nosed journo stalwart with longevity. But in my mere half score of covering pols and pimps, contractors and detractors, whores and wars, I've already witnessed a number of full-blown culture spats, each with a cast of characters worthy of their own trading cards. From the Tea Party to Al Qaeda to the hackers who gangbanged Scientology, I've had front row seats to see the status quo get pounded more times than I remember.

It's okay, you're among friends.
You don't have to be shy about venting your frustration about how embarrassingly banal the American network TV newscasts have become of late, of the utterly predictable never-ending dog-chasing-its-tail quality of the U.S. cable newscasts, or the brain-dead nadir that local South Florida TV newscasts reached over this past summer, where you thought they couldn't go any lower and get any more insipid -but then they do.

And you are dumb-struck once again.
And you are reminded all over again what part of America you live in.
The part of America where they can't support a News Radio format.

For instance, recently, the 11 o'clock newscast of one Miami TV station really DID spend more time talking about who might be featured on a prospective Miami-based "Housewives" reality show than they did on what had happened that day at the Broward County Commission's FY 2011 Budget meeting in Fort Lauderdale, and what some of the programs slated to be cut might be and their impact on citizens.


And to compound this, they also DIDN'T mention which Broward commissioners voted for or against the 2011 budget, nor display the names or tally on-screen.

Yes, actual votes by elected officials, that boring civics stuff, especially when compared to talking about dopey Miami wannabe celebs, whom we just know in our hearts will be loathed across the country like they already are among their small circle of friends in the 305 or 954.


And if you're thinking globally not locally, the antidote for all that shallowness, banality and low-quality journalism is closer at hand than you might otherwise think.

, though for some people, though not me personally, that may actually be a nice addition to their handy news toolbox.

The very informative post-Noon Channel 4 email news updates I receive like clockwork before 1 p.m., the so-called Snowmail, named after veteran news presenter Jon Snow, and authored by him and other Channel 4 correspondents, gives me a real insightful head's up for what to expect later in the day on that night's newscast at 1900 G.M.T., but which I watch much later.

atch Up service on their website allows me to look back at anything that I may have missed within the past 7 days, which tends to happen a lot in the middle of the week due to evening local government meetings I attend.

As I've stated here previously, I often find myself watching the missed news segments on Saturday mornings before I get around to watching the Premier League matches on Fox Soccer Channel, or something on The BigTenChannel.


Plus, the Channel 4 broadcasts are broken down into news segments that are embeddable, thus making them perfect for blogs and websites, as I've used plenty here over the past year to great effect.

Well, at the end of September I received this new video from London that's p at the top of this post, and I think it gives you a pretty good appreciation for what is now available to you if you want to know what's going on in the real world outside of the rather shallow intellectual confines of the Sunshine State.

Miami Herald's leadership foolishly ignores 1990 advice of its own respected columnist by pretending important news only happens in Miami. Nope!

My comments after the column exactly 20 years old this weekend, by Bill Braucher, the Miami Herald's Miami Dolphins beat columnist from the glory days of the early 1970's, and after some years in Cincinnati at the Post, a Broward County general columnist and editor for the Herald from the early 1980's-1991.

Now THERE was a guy who knew what he was talking about!

GROWTH'S SURPRISES ARE ONLY NATURAL

Broward County is full of surprises.


Malls spring up where cattle grazed yesterday. Neighbors vanish overnight.

Construction detours keep motorists guessing, particularly commuting prisoners of the moonscape that is Interstate 95. Crawling in makeshift lanes under cranes and bulldozers, traffic hostages seem resigned to I-95 jackhammers grinding for their lifetimes.

In 11 years under the same Davie roof, qualifying me for pioneer status compared to the surrounding transition, I have had six sets of immediate neighbors and four dogs. I wake up to find them going or coming.


Even in the bedroom communities of West Broward, where families dominate, restlessness is evident. County records reflect homeowner changes involving about 25 percent of the population.

Once blessed by nominal taxes compared to assessments in Dade County, which many fled, Broward's relative newcomers face realities of rapid growth and the attendant need for government services. But they keep coming.

New home buyers in the sprawling community of Weston, where Broward meets the Everglades, got a big surprise this year. Their district taxes soared 600 percent, from $50 to about $300 on the average.


Poverty is no factor in Weston, an Arvida project of six- figure homes amid imported palms and well- trimmed greenery. Even the 7-Elevens look expensive.


Still, targets of the assessments were not amused. The increase had nothing to do with county or school or maintenance taxes inevitably rising with the population growth.

Rather, the Weston hike illustrated the free rein developers continue to enjoy, including pocketbook domination of Broward politics.


Weston's roads, sewers and lush ambience were products of the Indian Trace Community Development District, one of 14 county drainage districts operating like medieval fiefdoms with rules of their own and accountability to no government entity.


To accommodate developers draining the Everglades for communities like Weston, Indian Trace floated bonds.


When the bonds came due this year, homeowners were handed the tabs. They could hardly be blamed for resenting the costs hidden in their closing arrangements.


But they had no say in the matter, because members of drainage districts vote for board members by acres. Thus, Arvida cast 7,017 votes at last November's election for the undeveloped land the company still owns. Irwin Richmond, schoolteacher and Weston homeowner, came in with one vote for his acre.


Defenders of the environment are more concerned, not only with wetlands drainage but also with an overall county pattern of development at any cost. Broward is losing its natural surroundings.


The core of outnumbered environmental defenders is composed mostly of longtime residents who envision their surroundings in the rural perspective they once enjoyed, rather than urban sprawl the county has become -- 28 cities, road congestion that is apparently unmanageable during the winter tourist season, and a population spreading across the county's 1,211 square miles toward a 2 million count by the start of the next century. The projection seemed impossible only a dozen years ago.

From 1960 to 1970, Broward experienced an 85.7 percent growth rate. In the decade ending in 1980, the rate was 64.2 percent. About a third of those numbers were retirees, predominantly New Yorkers settling in condominiums that rose
from the Atlantic shores to the Everglades in a building frenzy encouraged by tax-coveting politicians.

With the rates of growth came crime, the bulk of it related to the crack cocaine scourge and an overwhelmed criminal justice system.

The county recorded 115 slayings and 6,202 aggravated assaults last year.
The jails are not large enough to hold the candidates, notably after Sheriff Nick Navarro conducts the periodic drug sweeps that have gained him national recognition. Navarro enjoys political clout rare for his office, perhaps unknown for a lawman since the Sheriff of Nottingham pursued Robin Hood.

Navarro's power is so visible that the Florida Legislature this year enacted a law enabling him to erect massive tents for his prisoner surplus.


He has appeared with Geraldo, and even made Ted Koppel's Nightline during a bizarre episode in June in which his deputies arrested two members of the rap band 2 Live Crew for expounding on below-the-belt lyrics at a Hollywood nightclub.

The Crew's output was deemed obscene, in an interpretation of a vague state statute that the defendants plan to continue contesting in the courts, presumably as long as the group's notoriety keeps selling records.


Navarro's action was abetted by an unprecedented judicial ruling that the band's efforts were indeed obscene. Sales of its album, As Nasty as They Wanna Be, were banned in Broward. Record-shop violators faced arrests, to both the amusement and indignation of liberals.


While Navarro takes criticism, the sheriff knows that his well-publicized actions are popular with a large segment of a populace seeing his office as a force against a drug-related criminal element undermining traditional values and moral integrity. Navarro gets elected by landslides, which seem to be his bottom line.

No more conservative faction exists than in Fort Lauderdale, the county's largest and best-known city. Ironically, the city gained national repute by catering for years to a college spring-break crowd dedicated to reckless abandon and beer-drinking bouts on the spacious beachfront, featured in the forgettable film, Where the Boys Are.


It took city commissioners several years, but they succeeded in discouraging the collegians while making a pitch for tourist families seeking a more wholesome environment.

George Hanbury, the new city manager, plans to speed a long-delayed proposal to spend $150 million on beach redevelopment. The new face would include a cluster of hotels, townhouses, retail shops and restaurants on 33 acres where the boys once romped.

In line with upscale planning, a $7.4 million Riverwalk project nears completion in midtown, and the Downtown Development Authority keeps trying amid an anti-tax sentiment to get a $9 million bond referendum approved in the interests of further sophistication through high rises.

An opposite trend seems afoot in Hollywood, where Mayor Mara Giulianti's development ambitions were dashed in a startling upset that put the conservative Sal Oliveri in the mayor's office in March, backed by an old-Hollywood faction calling itself People Against Concrete.


The city's veterans prefer to keep the small-town ambience of Young Circle as is, interrupting U.S. 1 traffic flow and complete with a bandshell evoking visions of The Music Man among the homeless park drifters and empty storefronts aggravating the progressive element.

The same caution is evident in addressing the future of Hollywood's spectacular stretch of beaches, the largest expanse of undeveloped sand in South Florida, particularly South Beach. Its easy ambience and tacky shops have proved magnets for swimmers, strollers and Canadian winter visitors welcomed by the Maple Leaf in addition to the Stars and Stripes adorning motels and restaurants.


Farther south, Gulfstream Park in Hallandale functions in winters as a hub of tourist activity. The racetrack's success has relegated Hialeah Park, once the queen of America's tracks, to the verge of oblivion. Gulfstream's brisk business reflects both tourist destinations and the shift of a more prosperous permanent population north to Broward's greener pastures.

If the pastures are deceiving to some, with taxes rising and jobs scarcer and the state's Growth Management Act curbing development while causing home prices to rise, a stranger would not suspect it.


As steadily as the disenchanted move out, they are replaced and augmented with such consistency that the county's documented population of 1.2 million may well top 1.5 by the time 1990 census tabulations are completed.

How many times have I written here about the common knowledge in the year 2010 that as the physical, economic and political environment around you changes, you either have to adapt to them to remain relevant and compelling to consumers who have more choices than ever, or you fall by the wayside and become an embarrassing anachronism? Too many to count, right, especially in regard to South Florida?

Question: Who has done a worse job of keeping up with all the changes in Broward County than the Miami Herald, with David Landsberg as publisher, and South Florida local TV news operations that enjoy technology that makes their jobs easier than ever, but who can't be reliably counted-upon to show-up when real news is taking place?

Consider the following and add it to the equation.

Change in media is altering the political game

The dramatic changes in the news media are having an effect on the way politics is practiced.


It’s a profound change, said Jack Furnari of Boca Raton, a conservative activist who’s active in the Republican Party, serves as a political consultant for some candidates, and is a sometime-opinion journalist himself in the blogosphere.

“This [election] cycle is going to change the way a lot of campaigns are run,” Furnari said.

The Ellyn Bogdanoff-Carl Domino fight for the Florida State Senate 25 GOP nomination cited above is a very good example of a much-neglected media story, but so is local Miami TV stations almost completely ignoring the District 8 and District 9 Broward County Commission primary election campaigns.

I never once saw District 8's Barbara Sharief or District 9's Dale Holness on TV Tuesday night after they won.
In fact, I never saw Holness on TV before the election, either!

I literally would not recognize his face or his voice if he walked up to me today.


So is that my fault or the South Florida news media's?

In any case, because of the demographics of this county, both candidates stand a great chance of being elected Broward County commissioners in nine weeks despite almost zero serious analysis or discussion of their professional qualifications or personal temperament, which is not exactly the way they taught civics in textbooks when I was growing up, to the extent it was taught at all.
But it is the current state of civics in South Florida.


Having been largely ignored by the South Florida news media and the Broward political flacks and operatives who roam around this county, especially the really condescending Queen Bees of these two groups, if they win, do you really imagine that there won't be consequences for those who were so over-the-top oblivious to what was going on right in front of them?

Yes, karma is a bitch that way, and
revenge is a dish best served cold.

As was so ably articulated in one of the best episodes ever of Northern Exposure when Ed Chigliak was describing the ups-and-downs of success and the caste system in Hollywood:
"It's worse than dog eat dog. It's dog doesn't return other dog's phone calls."

There are a lot of you out there whose phone calls won't be returned in the future.

So you remember my post here of last Monday,

Well, there's news, and it's exactly what you
thought it'd be, not that any Miami-area
reporters were doing much actual reporting
or investigating during their Super Swoon
mode, when they were swallowing whole all
the PR nonsense they were being spoon-fed.

Congressional Fundraising Stays Out of the Limelight at Super Bowl

Was it the two feet of snow that blanketed Washington during the days leading up to the Super Bowl? Or was it the unintended consequence of our Super Bowl Blitz [1], a two-week telephone survey that ProPublica conducted with the help of its readers, trying to find out which members of Congress would be attending this year’s big game?

In any case, at least two Super Bowl fundraising events scheduled by members of Congress were scrubbed at the last minute or moved to undisclosed locations. Invitations to those parties, which had been circulated two or more weeks before the game, promised Super Bowl tickets to contributors who gave either of the lawmakers $5,000.

Rep. Gregory Meeks, D-N.Y., had coupled his offer with an invitation [2] to join him over Super Bowl weekend at the posh Doral Golf Resort and Spa in Miami. Among the activities planned for the weekend was a poolside luncheon. Rep. John Conyers Jr., D-Mich., had promised contributors lunch at Joe’s Stone Crab, a popular South Beach eatery.

Rep. Kendrick Meek, D-Fla., did show up at the Biltmore Hotel in Coral Gables, Fla., for his fundraiser [3] on Saturday afternoon. ABC News, which partnered with ProPublica in an effort to find out where the members of Congress got their Super Bowl tickets, also showed up at the hotel. But surprised Meek staffers quickly shut the door and asked the crew to leave.

The result was one of those delicate media moments that occur when politicians expecting privacy are confronted by a network news team hoping to film them. As the camera continued rolling in the hallway outside the event, Meek’s staffers peeled name tags off the lapels of the congressman’s departing guests. When Meek headed for his car, ABC’s news crew peppered him with questions about how he got the Super Bowl tickets he offered to partygoers who contributed $4,800. He didn’t have answers.

What we learned from this exercise is that even when the venue is America’s most public sports spectacle, politicians largely succeed in remaining invisible, especially when their activities include fundraising. It quickly became apparent that they feel they’re entitled to privacy when they’re accepting campaign money from contributors.

The Super Bowl is one of thousands of events each year where lobbyists and others with business before the federal government provide campaign contributions to lawmakers in an attempt to ingratiate themselves and gain access. Candidates for Congress raise $1 billion every two years, primarily through these types of private get-togethers.

The Super Bowl presents a special opportunity, because tickets to the game aren’t sold to the general public. A small number—1,000 this year—are sold to people who enter and win a lottery the league conducts. The rest are distributed at face value (either $800 or $1,000 this year) by the NFL and its 32 member teams as they see fit, under a shroud of secrecy.

Most fans are forced to get their tickets on Web sites like StubHub, where a ticket for the nosebleed seats sold for about $1,800. Yet lawmakers like Conyers, Meeks and Meek have no trouble getting tickets, not only for their personal use but also to exchange for contributions that are four or five times the face value of the tickets.

On Sunday, a Meek staffer said the campaign had bought about 10 tickets from the NFL at face value for the congressman and his contributors. However, it remains unclear where Conyers and Meeks got their tickets, how much they paid for them and how much they netted by using them in their fundraising activities.

“Any time politicians are getting something that’s not available to the average fan, I think the public has right to question that,” said Jordan Kobritz, an expert in sports marketing and ethics at Eastern New Mexico University. “I think it’s favoritism. I think it’s a way to raise money. I think it’s one reason why it’s so hard to displace an incumbent politician. They have access to these tickets. They can raise the funds that a challenger cannot raise.”

Reps. Mike Pence, R-Ind., and Steve Scalise, R-La., attended the Super Bowl, but it was unclear whether they held fundraisers. Their staffs did not reply to inquiries. Scalise told the New Orleans Times-Picayune he got his tickets from DirectTV, which carries NFL games. Sen. Evan Bayh, D-Ind., attended the game, reportedly with his two sons, but his staff could not say how he got his tickets.

The political festivities surrounding the Super Bowl have been more circumspect since 1995, when Congress imposed a $50 limit on the value of gifts that lawmakers could accept, lobbying experts say. The parties became even tamer in 2007, when Congress outlawed gifts of any value after the Jack Abramoff lobbying scandal.

But while the restrictions tamped down the activities, they didn’t eliminate them. Access is one of the most powerful tools available to lobbyists, and campaign contributions remain one of the most reliable ways to get that access.

Three of the lawmakers who came to Miami had home state teams in the Super Bowl—Pence and Bayh of Indiana and Scalise of Louisiana. But they also all hold positions on committees that could make them potentially helpful to a range of industries, whether on regulatory, tax or spending matters.

Scalise is on the Energy and Commerce Committee, which is vital to several major industries. Pence is the third-highest-ranking member of the House GOP leadership. Bayh sits on committees that oversee the banking, housing and energy industries.

New York Congressman Meeks sits on the Financial Services Committee, which is playing a crucial role in the nation’s rebound from the 2008 credit crisis.

Florida’s Meek, now in his fourth term, is important because he’s a member of the tax-writing House Ways and Means Committee. And he has his eye on the U.S. Senate seat being vacated by Republican George LeMieux.

Meek’s spokesman, Adam Sharon, said there is nothing wrong with a lawmaker’s buying tickets at face value from the NFL. “This is simply an opportunity for us to say thank you to our top supporters,” Sharon said. “There is no conflict of interest.”

But with the NFL’s activities increasingly monitored by agencies like the Federal Communications Commission and various congressional committees, some object to the league making tickets available to elected officials.

“This is something that I would see as being unethical” because the tickets aren’t available to average fans, said Kobritz, the sports ethics expert.

For years, the NFL has lobbied Congress for an exemption from the nation’s antitrust laws. That could boost the NFL’s revenue by giving it greater leverage in negotiations with broadcasters. It could also give the league an advantage in its dealings with vendors and players.

The NFL is already an $8 billion-a-year business thanks to revenue from selling broadcasting rights to the networks and DirectTV, ticket sales, stadium concessions and the sale of league apparel.

Frustrated in its efforts to get Congress to act on its antitrust agenda, the NFL is urging the Supreme Court to use a case now before it, American Needle Inc. vs. the NFL, to exempt the league from antitrust laws.

The NFL’s political action committee, Gridiron-PAC, raised more than $310,500 last year, much of it from team owners. It gave $244,500 to candidates, including $5,000 to Conyers, who as chairman of the Judiciary Committee is a point man for antitrust issues in the House.

Jonathan Godfrey, the Judiciary Committee’s communications director, twice told ProPublica that he would try to find out where Conyers’ leadership PAC got its Super Bowl tickets, how many it had and how much it paid for them. He said he would get back to us. He never did. When we spoke with Godfrey today, he still didn’t know if Conyers went to the Super Bowl or if he held a fundraiser.

The NFL also has been tight-lipped about ticket distribution.

“We make a very limited number of tickets available for purchase by request to a variety of people, including elected officials,” said Jeff Miller, the league’s in-house lobbyist in Washington. “Rep. Conyers did not request tickets from our office. If he obtained tickets, it would have been from another source.”

The NFL offered Rep. Anh “Joseph” Cao, R-La., tickets to the Super Bowl, but he turned them down in favor of an invitation to the watch the game with President Obama at the White House, according the Times-Picayune. The paper also reported that Louisiana Gov. Bobby Jindal, a Republican, would attend the Super Bowl with tickets provided by the New Orleans Saints.

In Indianapolis, the Colts offered tickets to a broad array of public officials, including 32 legislators, four members of Congress and 26 city-county councilors, according to The Indianapolis Star.

At some point, depending on whether they file monthly, quarterly or semi-annually, anyone in Congress who used campaign or leadership PAC money to pay for their tickets will have to file a campaign finance report listing the expenditure. But it might be impossible to find. The line giving the reason for the expense is unlikely to say “to pay for Super Bowl tickets.” More likely, it will say something vague like “fundraising expense.”

When I first moved to D.C., before he was named
HUD
Secretary, the Washington Post annually
wrote
about Jack Kemp's fabulous GOP
Super Bowl parties,
when he was still a Buffalo area
congressman.
One of my female housemates in
Arlington was from his district and was from a
family that had worked campaigns for him from
the beginning of his political career. She was
both
a Bills and ballet fanatic.

Kemp was a great guy, too, with a very friendly
and professional
staff, which came in handy since
people from all over the country visiting D.C.
were ALWAYS walking into his office!

Kemp was someone that everyone on The Hill
liked, regardless of their position, because he
treated everyone with respect and didn't put
on airs, like many far-less well-known people
on the Hill did -and still do.
Even Dems I thought I really liked -until I
actually got the chance to see them up-close!

The Life of His Party

On the very day last week that Jack Kemp, the former quarterback, congressman and 1996 vice presidential candidate, succumbed to cancer, other Republicans were honoring the example of his life by launching a search for new ideas and broader constituencies.

Eric Cantor, the young Virginian who may come closest to Kemp's level of intellectual ambition and political energy in the current Congress, played host at the first of a promised series of policy sessions, along with former governors Jeb Bush of Florida and Mitt Romney of Massachusetts.

Welcome as their enterprise is in a landscape notably barren of GOP ideas, they were a pale carbon copy of what Kemp provided an earlier generation of Republicans.

In the understandable nostalgia for Ronald Reagan, who restored Republicans to the White House and led the final, successful stages of the Cold War, it's been too easy to forget that for much of the 1970s and into the 1980s, it was the young Jack Kemp who fired up the grass roots on his weekend speaking forays and who gave a thoroughly beaten minority party the ammunition for its comeback -- even as he built cherished friendships across the aisle.

Kemp was, in my judgment and in the eyes of many other reporters, one of the most consequential and likable politicians of that era.

His signal contribution was proselytizing for supply-side economics, the belief that lowering marginal tax rates would spur economic growth, replenish revenue, overcome deficits and fuel a widely shared prosperity.

He made that the centerpiece of the Reagan economic program and -- as the ringleader of a talented group of backbenchers, including Trent Lott, Newt Gingrich, Dave Stockman and Vin Weber -- challenged the Old Guard congressional leadership and set the stage for more than a decade of Republican ascendancy.

Those are the things for which the Republican Party owes Jack Kemp. As one who was never persuaded that Kemp was right in his economic theories, I came to value him for something more basic in human terms and far rarer among Republicans. As much as any public figure I have ever known, Kemp burned with a passion to make the American dream real for everyone -- without regard to race, religion or national origin.

A product of a middle-class California upbringing, a success as an athlete and therefore well-to-do, Kemp often said that he learned in the locker rooms of the San Diego Chargers and the Buffalo Bills that teamwork was colorblind.

He carried that belief into politics and was outspoken in denouncing those "country-club" Republicans who opposed affirmative action and supported restrictive immigration laws. That's why he was campaigning for John McCain in South Carolina the last time I saw him.

Kemp was nothing if not conservative, but he believed that if those principles were valid, they must be tested and applied, not only in gated suburbia but in the inner cities. In Congress, he co-sponsored "enterprise zones" legislation with African American and Hispanic Democrats. And as secretary of housing and urban development under the first President Bush, he drove the White House crazy, lobbying for programs to revive blighted areas that were no part of Bush's constituency.

In an early profile of Kemp, I compared him to Hubert Humphrey -- "long-winded, gregarious, super-energetic, overscheduled, optimistic, in love with ideas and people, ranging unconfined from issue to issue, an outsider who became part of the political establishment almost despite himself, a partisan battler who hates to hurt anyone's feelings." He sent me a note thanking me for finding similarities to the Democrats' happy warrior.

President Obama commends empathy, and Kemp had it in abundance. He and Bob Dole had quarreled bitterly about economic policy; Dole was never a supply-sider. But when Dole invited Kemp onto his ticket and made him his traveling companion, Kemp was moved by the simple courage Dole showed every day in coping with his grievous war wounds.

When I saw him in his hotel room at the San Diego convention, Kemp asked me, "What's the first thing I do when I make a speech?"

"You take off your jacket and roll up your sleeves," I said, having seen the ritual a hundred times.

"You know," he said, "Dole's wounds -- he can't even do that for himself." And Jack Kemp wept.

Tuesday's important Broward vote on ethics; My resolutions re South Florida news media are already being kept!

This is an edited version of the email I sent out
earlier this evening.

Originally, since attending the December 9th,
2009 public meeting of the county's Ethics
Commission, and seeing certain things emerge
in the meeting and in the interim, my plan had
always been to post some things today on
Tuesday morning's Broward County Commission
meeting and the high-visibility ethics vote they'll
be casting.

I thought I'd describe some of the historical context
and the peculiar cast of characters who have brought
us to the point where, as a precursor to whatever
rules and operating structure the county's appointed
Ethics Commission comes up with to govern the
County Commission's behavior, the County
Commission will have to either vote Yes or No
on collectively drawing a firm line in the sand about
the ethical behavior of and expectations on County
employees, and say, "Here, and no further."

But since last week, as I started getting more and
more emails and phone calls from interested people
around the county about what I had heard or thought
was going to happen, I came to the realization that
I was going to change plans.

Because until something actually happens, it's all
just talk, and that's what Broward's citizen taxpayers
are completely fed-up with: pols talking about doing
the right thing instead of simply doing it and setting
the right example.

One of my resolutions for the New Year was to stop
wasting so much of my time and energy on certain
people, especially elected officials or people with
influence, talking about doing something -presumably
positive- and instead, expend that time and energy
by writing about what they actually do -if anything-
and explain as best I understand, why I thought
things had either failed or succeeded.

Here, as anywhere else, you learn a lot by actually
showing-up, though that's a lesson many erstwhile
reporters down here seem to ignore.

Another resolution of mine concerns my frequent
emails around the South Florida area, especially
prior to an event I believe is of some importance.
That's now ancient history.

If the local TV stations or newspaper reporters
or columnists want to ignore the story, that's their
choice, and in South Florida, as we all know from
experience, that's always their default position
anyway: doing nothing and then being surprised.

Frankly, in the face of self-imposed personnel
cuts -or in the
Miami Herald's case, consistently
refusing
to send reporters or photographers to
events, meetings or forums in Broward County
that would merit
coverage in most parts of the
country as
journalism has traditionally been
practiced
- I don't see my particular civic role
while living in South Florida as simultaneously
playing the roles of Paul Revere, TV station
News Director or Assignment Editor, for
TV/print reporters and columnists.

That's especially the case when so many
reporters have consistently chosen to either
ignore or downplay the significance of verifiable
information or easily-understood stories I've
given them on a silver platter, despite their
claiming to me that they want to be kept
"in the loop" on what I know or hear.

Actually, they don't.
They just like to have the illusion they do.

There's no need for me to name names here,
but that's precisely why I'm deleting so many
newspaper/TV people from my email list,
including many people who are getting this
email.

Additionally, within the next few days, I plan
on finally -FINALLY!- editing the video
I made of that Dec. 9th Broward County
Ethics Commission meeting, which featured
the public testimony of the Broward Workshop's
George Morgan,

Google Alert, creating a forum for news and pithy,
sarcastic or trenchant comments about civic issues
of mutual concern.

Whether that's longstanding, intractable
issues in
all our individual regions of Florida, or more recent
issues, like in the case of South Florida,
the highly
suspect Miami Port Tunnel; the taxpayer bailout
of the Marlins Stadium and the already ballooning
costs of that rip-off; the expansion into Broward
County of I-95 tolls -Comm. Sue Gunzburger
has written me that she agrees and doesn't
approve of the
plan to change the commuter
lanes into toll lanes
; the Broward School Board's
entrenched culture of corruption, where members
feel emboldened enough to rip their own auditors
in public for actually bringing waste to light; the
continuing lack of proper and vigorous enforcement
of Sunshine Law violations by Florida cities,
counties and their Advisory Boards, as has become
an institutional practice in my town of Hallandale
Beach
, made all the worse because the city attorney,
who draws his salary from the wallets and purses
of city taxpayers, yet just sits idly by, just winking
at everything...

You could share news, tips, first-hand observations
and photos, plus receive alerts when someone
whose past comments you deem trustworthy adds
something new about the individual issue you follow.
And it's with you wherever you go.

Plus, with individual issue applications, it puts you on
record as being AGAINST them so that like-minded
people could arrange Meet-ups once in a while to see
whether there were sufficient numbers to support more
direct citizen action, whether in the form of ballot
initiatives, PAC formation, et al, and not be dependent
on press accounts of events or rallies to determine
whether there was broad or just sporadic support
for your particular position.

No longer would you be left to ponder whether a
particular sentiment about some public policy issue
was shared by just you and a few of your friends,
something you wonder about when the civic and
public policy events you attend are often full of
articulate and very well-informed people, but the
public hearing, forum or summit doesn't receive
any press coverage at all.

For instance, to cite something I'm all too familiar
with personally, and have previousdly written about,
the Tri-county Transportation Summit I attended
on Feb. 21st in Fort Lauderdale at the Broward
Convention
Center, which drew hundreds and
hundreds of smart and savvy citizens
from all over
South Florida, but which received
zero media
coverage afterwards, on a slow news
weekend.

When everyone's an informed and empowered
watchdog, and it doesn't genuinely matter whether
a news reporter shows up or not to give your meeting
validity, it makes it infinitely harder for the the
entrenched crowd and their professional mouthpieces
and flacks to try to frame the public debate and
manipulate the media.

The press actually benefits, too, by having access to
a whole new universe of well-informed (if opinionated)
people to interview to give stories some meaningful
context, so that the Tyranny of the Usual Media
Suspects
could be ended and no longer monopolize
public discourse.

For instance, to cite one glaring example, the Florida
media's continually quoting of Steve Geller regarding
almost any aspect of gambling in the state, but
conveniently neglecting to mention how much he
and his PAC have received in political contributions
from that very same industry, especially from
The Mardi Gras.

He's not an objective observer, but the press seems
unable to actually go 'cold turkey' on his quotes.
Please give him a rest.

There's a market here in Florida just waiting for someone
to fill the vacuum, as I'd happily pay a few bucks a month
to stay better-informed on the public policy issues that
I'm most interested in.
Just saying...

Meanwhile, some media folks aren't letting the bad
economy get in the way of a good idea whose time
has come.

The Albritton's family owned WJLA-TV, the ABC
affiliate in Washington, D.C. and created one of the
great tools for any Beltway news junkie, NewsChannel 8,
http://www.news8.net/, which
provides
in-depth
coverage of local news in the greater Washingon area:
The District, Northern Virginia and suburban Maryland.
It also re-airs all ABC News programs on weekends,
and Nightline the following morning at 10 a.m.

I've made pretty clear my strong feelings about this
area desperately needing a similar 24/7 Local News
operation here, so that context and information that
reporters actually know can actually get on the air
in something more than just small bits their alloted
time during a regular newscast.

Would've been nice to watch the myriad Marlins
Stadium hearings from home on TV with an expert
analyst in public financing, a la what Steven Brill's
Court TV used to do so well in high-profile trials.
