In the next few days I'll mention some of the people and groups whom I and many others in town believe are logical choices to come under renewed scrutiny of Broward Inspector General John W. Scott and his professional investigators for what has -and hasn't- happened with respect to this city's CRA funds which are supposed to be used to end "blight," not simply be "found money" for various people and groups in town with connections to Hallandale Beach City Hall and the people who run it.

CRA funds were not supposed to be the city's version of the lottery, yet that is precisely how it has been handled in the past for years.

Correction: Rancor among Hallandale Beach Police rank-and-file on Monday afternoon lasts long after labor negotiation meeting concludes

Note: Earlier today when I first posted this online, in a blog post titled "Rancor at Hallandale Beach Police & Fire Pension Board meeting on Monday afternoon lasts long after the meeting ends," I referred incorrectly to the meeting that took place. It was, in fact, a Hallandale Beach Police labor negotiation, not a meeting of the Hallandale Beach Police & Fire Pension BoardReps of and members of the HB Fire/Rescue Dept. were NOT present. The post has been changed to more accurately represent what was what.
At a labor negotiation meeting held on Monday afternoon at HB City Hall, rank-and-file members of the city's Police corps who attended were full of rancor long after the (incoming) City Manager, Renee C. Crichtonand City Attorney V. Lynn Whitfield gave their union reps two pages from the city's consultant's report -not even a complete copy- the upshot of which is that there will be no longer be Defined Benefits programs here, and that all members will have to become enrolled in a 401(k).

The Police employees are still working off the 2007-2010 contract because the city has refused to negotiate for the past year; I believe they last talked in July of 2011.

You can believe, as I do, that the public policy change is not only warranted but long overdue for HB's long-suffering taxpayers, yet still be very troubled, even dumb-founded, that the city's approach still found a way to make that change in such a ham-handed fashion that un-necessarily antagonizes city employees.

(That this small city already has TOO MANY police officers, who do far too little as far as many are concerned, is a subject for another time, even while it is a view that most well-informed people I know here firmly believe, based on their own years of personal experience of seeing what is going on here.)

Meanwhile, according to people who know the numbers, Deputy City Manager Nydia Rafols-Sallabery, someone whose fingerprints I believe are all over many of the longstanding failures and screw-ups in this city that I've chronicled over the years -someone who once actually told me at a city Quadrant meeting "not to worry about it" when I was livid that a city program was completely failing to do what it was supposed to do WEEKS after it was started and the Dept. head was ignoring it- is slated to get about $100,000 a year in her pension.

That's per that 2001 HB City Commission vote I wrote about here recently, which was approved by, among others, Dotty Ross and Bill Julian, the latter of whom is now trying desperately to get back on the dais this Fall after being deservedly booted in 2010 for his many years of bad judgment, incompetency and questionable fidelity to rules, ethics and hard work.
Julian is, in the minds of many of this city's most well-informed citizens, pure poison.

There were about a dozen HB Police and Firemen still sitting around the room after the official part of the meeting concluded with the handing of the two pages, and many were not only still upset but openly complaining about not only how the whole thing played-out, but at the demands of the HB public.
Here's some free advice: City police should think twice about bitching aloud about actually being expected to do their job when they are in a public building where taxpayers are present. Just saying...
I really don't care how you did things when you were 'on the job' in California, this is a small city with more than its fair share of cops with bad attitudes and personalities, many of whom specialize in vocalizing their sense of entitlement and irritating people just for the hell of it. right now, it's a very average Police Dept., nothing special, and it's time that some of its members wake-up to the new financial reality that after a new Police Chief is hired -AFTER a clear attempt is made to look nationally for someone who sees the opportunities here- some cuts and prescient, and long-overdue re-organization will be required.
Eventually, though, more than an hour after the meeting broke-up earlier than many had expected, all of the people in the room had to get out because of a meeting between the city's staff and the reps/lobbyists from The Beachwalk project, inc. former HB Development Services Director Richard Cannone.

Cannone's involvement in this poorly thought-out Beachwalk deal, so soon after he left the city's employ, causes many people here to get severe heartburn, due to his less-than-exemplary way of disseminating public information to the taxpayers who paid his salary.

Many, including me, wish the City of Hallandale Beach already had an existing revolving-door ethics policy that prevented former elected officials and Dept./agency heads from lobbying the city for 18 months-to- two years after leaving, unless they are speaking as volunteers for genuine non-profits legally-registered with the IRS.

And so it goes...

What follows is a Draft of a March 2010 blog entry that while it contains certain elements regular readers may recognize from previous posts here, was never itself posted online this way. And was, of course, 100% true when I wrote it, too.

Looking at it now, I can't help but wonder if Broward Inspector General John W. Scott and his crew of investigators, who are already busy investigating the city, have spoken yet to former Hallandale Beach CRA Manager Bobby Robinson or former HB Director of Development Services Richard Cannone, now of Calvin, Giordano & Associates.


(At HB City Hall Cannone is now considered a registered lobbyist and has visited HB City Hall numerous times on behalf of The Related Group's Beachwalk proposal on the Intercoastal that was unanimously rejected in January by the HB Planning & Zoning Board, but which, this being HB, comes back anyway to the entire City Commission this coming Wednesday night. More on that in a separate blog post on Mo0nday.)
If not, Mr. Scott & Company should definitely be making a VERY STRONG effort to do so -now.

I can personally think of about a hundred or so concerned Hallandale Beach citizens who, given enough of a head's up, would be happy to bring a cup of coffee with them from Starbucks or Dunkin Donuts and then plop down $10 a piece to sit down and observe an interview held in the middle of the auditorium of the HB Cultural Center, so we could finally hear their own accounts of what was REALLY going on that had/has so many HB taxpayers rightly upset.


How public information about development proposals was kept from the public, or so we can all find out which squeaky wheels in town were asking to be greased via CRA funds, with an almost guaranteed lack of appropriate accountability or follow-up.

The Sun-Times not only DOESN'T run them, they DON'T print ANYTHING the slightest bit critical of Hallandale Beach City Hall, Mayor Cooper or City Manager Mike Good and his high-paid staff.
Just so you know, as of just a few months ago, HB's city manager and staff made more in salaries than the Hollywood City Manager's Office, despite the City of Hollywood being well over THREE TIMES larger in both size and population.

The faux newspaper that serves as the propaganda arm to Hallandale Beach City Hall and the Joy Cooper & Mike Good Regime, the South Florida Sun-Times.
This particular vending machine is located but two feet away from one of the emergency fire exits of The Flashback Diner on U.S.-1/South Federal Highway, across from Gulfstream Park.
In a normal, well-run city, they'd be removed to another place on the property.

But in Hallandale Beach, a trio of vending machines can be placed right next to an emergency exit in a building one block from HB City Hall, and nobody there EVER notices the self-evident violation!
They are deaf, dumb and blind to everything around them. .

November 5th, 2009 Update re South Florida Sun-Times, above.At yesterday morning's Hallandale Beach City Commission meeting, I heard the new official Hallandale Beach City Hall stalling tactic regarding the actual citizens and taxpayers of this city being able to see the documents regarding City Manager Mike Good's decision to give $50,000 in city CRA money as a grant to the faux newspaper called the South Florida Sun-Times, above.

Mayor Joy Cooper was practically gloating Wednesday when she foolishly said that she thinks that the particular documents are "proprietary" and can't be shared with public!
Can she really be that arrogant and anti-democratic in public, he said rhetorically.

Can she really think that she can trump the State of Florida Constitution and the protected rights that Florida citizens enjoy under our Sunshine Laws, forever, and that there won't be legal and political consequences for her personally and the city?

To answer my own question, yes, Joy Cooper is indeed that arrogant, that anti-democratic and that egotistical.
Proprietary?

Sure, because in the current economy of the year 2009, actual for-profit companies want to model their own behavior on an inferior product like the faux newspaper, the Sun-Times, that doesn't actually generate a profit, has a very poor reputation and that rather than accurately reflect the news of the community in its pages, good and bad, exists as a propaganda arm of Hallandale Beach City Hall and the mayor and city manager who give it money, just like the Hallandale Beach Chamber of Commerce.

This is the phony, one-sided story Hallandale Beach City Hall had placed in the faux newspaper the week before the November 2008 election, in order to try to ensure that Anthony A. Sanders got elected.


It was dis-honestly titled Setting the Record Straight: On the Purchase of Eagles Development Center, and carried no byline or identifying author information.
Most well-informed people in the city have long-believed that it was actually written by someone in the HB City Manager's Office, likely one of the Asst. City Managers.



Which is to say that some highly-paid city employee, whose salary and pension are paid for with taxpayer funds, was instructed to concoct a lie masquerading as a news story, in order to placate at least one elected city official, in order to ensure that facts about an interim City Commissioner were covered-up and that said interim City Commissioner was elected.

That's how absurd life in Hallandale Beach is, and where was the South Florida news media when this originally happened, even after they were repeatedly told what was going on?

Most regular readers of this blog might recall that a few weeks ago I promised that I'd soon have some pretty jaw-dropping evidence to share about what's really been going on in this ocean-side city for years, thanks to consistently having the wrong people in the wrong place at the wrong time.


Now, thanks to the diligent hard work and research of my friend and fellow Hallandale Beach & Broward County civic activist, Csaba Kulin, the taxpayers of this city and anyone else truly interested in good government -or the lack of it- can finally wrap their heads around these galling and unbelievable numbers.


Csaba details for you in very stark terms what the true cost has been the past ten years for having elected officials in Hallandale Beach who did NOT pay close attention to detail, and who did NOT demand a reasonable level of scrutiny of public policy proposals or changes in personnel policy. 


The true costs of having so many inattentive and easily-distracted City Commissioners who did NOT ask probing questions, or make the financial well-being of this city and its taxpayers their first priority.
Instead, we've had people who were just happy to sit on the dais and almost eager to act as mere Rubber Stamps, lest they be required to do any real thinking.




Csaba and I have been talking and meeting about this particular pension change matter for many, many months.


Which is to say that even as former HB City Manager R.J. Intindola, up in Georgia, and his one-man peanut gallery in HB, Andrew Markoff, have continually sought to publicly malign and attack, in both print and at HB City Commission meetings, myself, Comm. Keith London, 
Change Hallandale's Michael Butler and many other HB residents who desperately want genuine reform, transparency and accountability in this city, I've kept quiet.


Why?
Because I had the satisfaction of already knowing that the cold hard facts were going to come out eventually, and rain hard on the three of them and Dotty Ross, Joy Cooper and William "Bill" Julian.


The truth that would show that even while South Florida's incurious news media has largely snoozed the past ten years on what was happening in Hallandale Beach, with the Miami Herald not even regularly covering public meetings in-person, facts would come out that showed how self-righteous and self-serving former City Managers Intindola and Good were.



(My Sept. 28, 2011 post titled, Holding a mirror to R.J. Intindola - May be time soon to publicly open-up on know-it-all ex-HB CM, and reveal 'inconvenient' facts he avoids really raised the hackles of former City Manager Intindola, since he doesn't like public criticism of any kind, so he accused me in print of being a liar, and thought he would embarrass me. But as you read the facts stated by Csaba below, you'll see that I was right and also see why Intindola's so sensitive -he's got a lot to be defensive about. And a lot to be embarrassed about!

Facts that would also show what a complete dupe Markoff was for continually singing the praises of someone like Intindola, who aggressively pushed a pension change to the City Commission one year before he retired himself, a change that he stands to personally benefit from to the tune of an extra $2.1 Million from HB taxpayers.


To paraphrase what I wrote last month on April 11th about former HB Commissioner and 2012 candidate William "Bill" Julian, "Ten years of NOT just being being wrong on the issues and facts that were important for Hallandale Beach's beleaguered  taxpayers and residents who wanted to see their city improved, but ten years of being stubbornly foolish and myopic in their bad judgment."
30 Weeks until Election Day, and candidate William "Bill" Julian STILL shows no remorse over his years of myopia, incompetency, apathy and bad votes that hurt HB taxpayers and made the city a laughingstock. Just like Comm. Sanders!

Dear Friends:


For a number of years, I have been very critical of the management and administration of our city of Hallandale Beach.
The Mayor and the City Commission, prompted by the City Manager, have made many terrible policy decisions over the past ten years that have put this city's residents and businesses on edge -and on the hook.


Today, I'm going to share with you a little of what I've learned and expose one of worst decisions ever made at City Hall, a decision that will continue to negatively affect the City’s finances and policy choices for the next 8-10 years.


Prior to September 30, 2001, the City of Hallandale Beach employed a 401K type pension plan for its Professional/Management employees.
On August 8, 2001, encouraged by then-City Manager R. J. Intindola, the City Manager voted to freeze the 401K retirement plan and institute a new DEFINED BENEFIT (DB) plan for the Professional/Management employees.
This policy change was entirely OPPOSITE of the direction that most entities were moving towards ten years ago.


The most damaging part of this particular conversion, not easily found in the supporting documents that were provided to me, was in the “fine print” of these ten-year old records, and here's why it's so damaging to Hallandale Beach's taxpayers and why perhaps the city has NOT made these documents so easy to access.
As they entered the new DB plan, this class of city employees kept their accumulated 401K balances.
When you start a new DB pension plan, it's generally the case that every employee starts out like a “new” employee, with ZERO years of “PRIOR YEARS SERVICE.”
Plain and simple -a new plan, ZERO years of prior service.


But NOT in Hallandale Beach!


In Hallandale Beach, every one of these professional employee started out the new DB plan not with zero, but rather with the number of years of “PRIOR YEARS SERVICE” they'd worked for the City prior to the new plan.


This one item, as best I can determine, has cost the City about $3,602,389 at its start, and the costs have only escalated over the years.
Let me illustrate the unfair and devastating financial effects of this last point by using two well-known employees as examples -former City Managers R.J. Intindola, who was the mastermind behind the new DB plan, and Mike Good.
They were two of the approximately forty (40) employees who were the major beneficiaries of this conversion.


(As an interesting side-note, the incoming HB City Manager, Renee Crichton, served as R.J. Intindola’s Assistant City Manager during the conversion period. Given her position at the time, she clearly had some degree of involvement in the entire process, but nobody on the City Commission inquired into the exact details of her involvement prior to her selection as City Manager. It was yet another missed opportunity for the HB City Commission to get the facts out to the public about the true state of its finances.)


But despite the City Commission agreeing to the very unusual step of counting past service from the start, instead of starting off with ZERO, it was not quite enough of a “gift” to the Professional/Management Employees.


Soon after the new pension plan started, “to improve morale and help recruitment”, and with the full support of City Manager Intindola, the Professional/Management employees asked the HB City Commission to improve their own pension benefits so that they matched those of the Hallandale Beach Police/Firefighters, which would mean granting full retirement benefits at age 52 for all Professional and Management Employees at City Hall.


Despite the preposterous idea of comparing working indoors at HB City Hall with the myriad duties and often risky job responsibilities performed by Police Officers or Firefighters, the HB City Commission agreed to the proposal.


R.J. Intindola worked for the City of Hallandale Beach for 20.67 years, but only one (1) year and one (1) month was under the new DB plan.
When he retired on November 9, 2002, he retired with 20.67 years of service, plus 4 years of “service buy-back”, for a total of 24.67 years of service.


With his average salary of $9,990 per month, due to these changes that he supported and which the City Commission approved, R.J. Intindola now receives $8,107 per month or $97,284 per year that he would not have otherwise received.
That includes the $200 “additional benefit” and $400 “contractual increase” per month, for good measure, until the end of his life.


He retired at age 52 and his life expectancy is 30 more years, therefore Hallandale Beach taxpayers can expect to pay him $2,918,520 (30 times $97.284).


Not too shabby for 13 months of work under the new DB pension plan he managed to shepherd thru the 2001 City Commission, which then consisted of Mayor Dotty Ross and Commissioners Joy Cooper, Bill Julian and Francine Schiller.


Now you may wonder, how much would R.J. Intindola have been entitled to if he did receive that 20 years of prior service years?
He would have been entitled to one (1) year of service plus 4 years of service buy-back equal to five years of service.


The 3.2% per year multiplier would have given him $1,598 per month, plus the $600 additional per month, which comes to $26,380 per year.
That total payout is $791,424 over his lifetime, but that is still $2,127,296 less than what Intindola is now scheduled to receive because the HB City Commission approved the changes without fully considering the long-term consequences of its vote in 2001.


Mike Good worked for the City for 20 years, but when he entered the DROP program on April 1, 2005, he had only 3.5 years under the new DB plan.
He purchased 5 years of service “buyback” to get to his 25 years maximum benefit of $8,672 a month.


Let me help you with the math: that's $104,064 per year, or $3,121,920 over the next 30 years.


Three Million, One Hundred and Twenty-One Thousand, Nine Hundred and Twenty Dollars.


Mike Good should have received 3.5 plus 5, for a total of 8.5 years of prior service.
His average salary was $10,840 a month, therefore he is entitled to $2,948 a month, $35,376 per year.
That is $1,061,280 over his lifetime but is actually $2,060,640 less than what Good is actually scheduled to receive now because of the City Commission votes.


So let's do the math.


These two city employees will cost the City of Hallandale Beach and its taxpayers $4,187,936 more than than they would have cost if our 2001 City Commission of Ross, Cooper, Julian and Schiller would have been smart enough to recognize the terrible misrepresentations of City Manager R.J. Intindola and his paid co-conspirator, consultant Rocky Joiner of The Segal Company, and voted NO.


(City taxpayers paid Mr. Joiner $15,000 for this marvelous retirement option for the very people who recommended him.)


If you were to analyze the rest of the employees covered by the same Defined Benefit pension plan, including our current City Manager Mark A. Antonio, you would be amazed to see the cost of that one obscure little clause in the pension documents.


The total unearned excess cost will be well over Ten Million Dollars.


As we have all watched with increasing dismay and genuine concern what has been taking place at HB City Hall over the past few years, we've all talked many times about the law of “unintended consequences” with respect to actions and votes by the City Commission.


But in my opinion, it was NOT simply an “unintended consequence,” rather it was the intention of the direct beneficiaries of the change -former City Manager R.J.Intindola and his then-assistants- to greatly benefit themselves at the expense of all the taxpayers of Hallandale Beach.


The recent special audit performed by Marcum LLP uncovered some 260 exceptions, mostly in the CRA, but as I have often stated publicly, in my opinion, we desperately need to have an “audit” done of the City Manager’s office.
In the past ten years alone, there have been so many “exceptions” made there that one could write a book about them.


My limited look at personnel decisions made by the City Manager's Office have raised a lot of troubling questions in my own mind, and I happen to be someone who firmly believes that HB taxpayers are entitled to have honest answers to those questions, since the HB City Commission, as presently constructed, is NOT interested in providing reasonable and logical answers to taxpayer's financial questions.


Whether answers to questions about why over-sized raises were given to “special” employees, or what precisely was behind a decision to make a $400,000 settlement with a former city employee to “make someone whole” at retirement time, or many others we still do not know the full answer to.


That's NOT by accident.


Many of us in Hallandale Beach know from personal experience that getting "public" information we're legally entitled to from HB city employees -and City Hall- is like pulling teeth. And it's equally true that unless you know ahead of time precisely what it is you want, very little information is voluntarily offered.
As if that weren't frustrating enough, it frequently seems as if the city intentionally misunderstands or misdirects your questions to further frustrate you.


Though I wish that it weren't true, because it's clearly contrary to this community's best interests, I am confident that the “word” comes down from the very “top” to keep information away from the public like it's a “nuclear secret.”

26 weeks from now, it's my hope that when we wake up that Wednesday morning, we'll have some new faces in familiar places. People who intrinsically know the difference between right and wrong... and who aim to change the dynamic and mood of Hallandale Beach and its citizens

26 weeks from now, it's my fervent hope that when the people of Hallandale Beach wake up that Wednesday morning, we'll have some new faces in familiar places.
Like the place above, which has figured in so much of what has been written here the past five years.

New faces who intrinsically know the difference between right and wrong, foresight and myopia, and common sense and... well, what we've had on the Hallandale Beach City Commission for far too many years: sheer benign neglect, lack of oversight and diligence, and a self-evident lack of respect toward Hallandale Beach's beleaguered citizen taxpayers.

HALLANDALE ELECTION RESULTS REVEAL DEPTH OF DESPAIR OVER STATUS QUO

A day after Hallandale Beach voters jettisoned the two most senior City Commission members, the numbers showed just how deeply residents were disaffected with the city's status quo . 

Voters in all sections of Hallandale Beach were responsible for ousting longtime incumbents Arthur ``Sonny'' Rosenberg, 81, and Mayor Arnold Lanner, 79 - completing a commission make- over that began two years ago when two other incumbents, Hy Cohen and Gil Stein, were replaced by newcomers. 

In a city famous for choosing elderly incumbents, Dorothy Ross, who won reelection Tuesday, is now both the longest serving commissioner (six years) and the only one older than 70 - she's 74. 

In the northwest, a predominantly black area where Lanner got more votes than any other candidate in 1997, newcomers Bill Julian, 48, and Francine Schiller, 59, swamped the competition - winning 157 and 148 votes respectively. 

Lanner managed only 15 votes, and Rosenberg had 16. 

The challengers also were able to pry away an impressive number of east side votes. In areas like Three Islands, where Rosenberg and Lanner once held strong bases of support, Schiller and Julian doubled the incumbents' totals in one precinct. 

``Nothing's been happening in this city for years, and residents of all parts wanted a change,'' Julian said Wednesday. 

Schiller and Julian ran on a platform of easing the disparities that exist in this highly polarized city, and the struggling west side responded as expected. 

``That's all they spoke about - taking care of the west,'' said the Rev. Josh Brown, president of the Community Civic Association, based in the Northwest. ``That's why they got a lot of votes here.'' 

The leadership that takes over on Tuesday remains untested. A commission that had nearly 50 years of combined experience in public office before the election now has just 10. 

``They're green as grass,'' said Lanner minutes after his defeat was official. ``They don't know a thing about this city.'' 

But Vice Mayor Joy Cooper, 40, elected two years ago, said the new perspective and attitude of the commissioners far outweighs any lack of experience. 

``The people want civility from the commission,'' said Cooper, who frequently battled with Rosenberg on the dais during the last two years. ``Enough was enough.'' 

On Tuesday, Rosenberg, wearing sunglasses and a loose-fitting collared shirt, was the picture of serenity as he sat on a bench Tuesday outside the Diplomat Mall. 

But something was wrong. Rosenberg was smiling too much - going too far out of his way to talk with every potential voter who passed, said Cohen of his fellow octogenarian, who, despite a quarter-century in politics could never be described as a glad-hander. 

``I've never seen him do this before,'' said Cohen, implying that Rosenberg knew he was in trouble. A few hours later, Rosenberg admitted as much, saying his defeat at the hands of political newcomers was ``to be expected'' given the city's demographic shift toward a much younger electorate. 

Now, residents are likely to see a lot of changes in some basic ways the city does business, Cooper said. 

Schiller and Julian championed the idea of shifting the city's morning meetings to the evenings so people who work during the day can attend. 

Cooper said Wednesday she will support that shift, and also will ask that city advisory board meetings be held at night. 

Other proposals that could move forward include creating an elected mayor, having commissioners elected by districts and redeveloping blighted roadways such as Foster Road, West Hallandale Beach Boulevard and North Federal Highway. 

``We have the votes now to get some of these things moving,'' Cooper said.

Today's the second anniversary of Hallandale Beach citizens coming together and winning an important victory at the Broward County Comm. over the Diplomat LAC project. We'll need a similar effort to eject Joy Cooper & her Rubber Stamp Crew in six months

Above, the very helpful rendering created in 2010 by N.E. Hallandale Beach resident Don Boudria that I used in numerous emails and ran on my blog in the hectic days before the Broward County Commission had their final vote on the Diplomat LAC project and rejected it.

It gave everyone who really wanted to know the facts a reasonable sense of perspective on the effect in the immediate neighborhood of suddenly having numerous large condo towers alongside the Diplomat County Club of the size that the Diplomat's owners -Diplomat Properties LPoriginally wanted.


(It obviously doesn't depict the many large condo towers over on the beach in both Hollywood and HB, as well as the parent Westin Diplomat Resort & Spa.)
This was created looking east towards the Atlantic Intracoastal Waterway and Atlantic Ocean from what is roughly Atlantic Shores Blvd., the east-west street that also serves as the eastern entrance to the Mardi Gras Casino over on U.S.-1/Federal Highway/.
I should've thought of using Google Maps then, too, but I didn't.

That successful collaborative effort was proof positive that everyone working together towards one common sense goal has worked before in Hallandale Beach, and I was very happy to play my small part in it, both writing about the process and in speaking against it before the various govt. entities that had to decide its future after it passed the HB City Commission 3-2 at 2:47 a.m. days before Christmas 2009/

Some people who DIDN'T have a part in that success and who actually thought that original, completely incompatible Diplomat proposal was fine include HB Mayor Joy Cooper and Commissioners Dotty Ross and Anthony A. Sanders, the latter of whom whom I know for a fact consistently refused the neighborhood's invitation to walk around the area with homeowners who'd be directly effected so he could get a first-hand point-of-view. 

That is, if you call NOT responding to emails asking him to come listen to Hb residents a refusal, and not a complete snub, as most NE residents took it. 
Surprise!

Also supporting the Diplomat project then against the majority of informed Hallandale Beach citizens was Alexander Lewy, who was elected a City Commissioner about six months later.

The very good news for all of us in Hallandale Beach and environs is that the first three individuals -Cooper, Ross & Sanders- all have commission seats that expire in November, and Ross isn't running for re-election, while the other two are.

Obviously, thinking the way we do here at the blog -pro-reform, pro-accountability, pro-transparency- we plan on making sure that the two of them have to continuously publicly defend their actions and votes in 2009 on this particular proposal, and explain why that was yet another instance where they were on the wrong side of the majority of informed citizens in this community. 

Did I say "yet again"?
For good reason, too!

A similar sort of collaborative effort will be necessary again in November, six months from now, if we're going to have any success in reclaiming this city from the Joy Cooper Rubber Stamp Crew and transforming it into the sort of normal, reasonable place where common sense and good ideas -along with constructive criticisms- are welcome at City Hall, not strangers, as has been the case there for far too long.

What Hallandale Beach residents actually want is NOT so very complicated: a well-run and pro-active city where elected officials and city employees are held accountable for what they do or don't, where decisions and votes at Hallandale Beach City Hall are made based on commonly-accepted facts and analysis -and agendas that are known to everyone in the community long before votes are taken, NOT just available to interested lobbyists and attorneys- and made in the best long-term interests of all of this city's residents and neighborhoods.

Don't kid yourself, though.
Six months will be here sooner than you think, so it's time to get organized and get working to make that change we so desperately need in Hallandale Beach a reality.

Keith London reviews the latest ponderous HB Comm. mtg. that started after Noon and went past Midnight, and featured more anti-democratic antics by Comm. Lewy; London's Resident Forum mtg. tonight at 6 p.m.

Having attended the March 7th City Commission meeting that is the subject of this post, or more specifically, sat thru most of the evening portion of it in-person, and having spoken and recorded most but not all of what transpired on my camcorder, I'm in a position to know exactly what happened, and to be fair, there's actually quite a lot more disturbing facts and context Comm. London doesn't even bother to mention below that he could, due to lack of time, but which were, all the same, very distressing to many residents in the room, who were forced to wait far too long to speak on the subject of the Marcum report that shows how oblivious the city has been for years with regard to important public records.


I left to go home after sitting in the Commission Chambers after 4 hours and 45 minutes, around 11:40 p.m., and it still kept going...


As most of you more regular readers know from my dozens of previous posts over the past five years on how Mayor Joy Cooper runs these meetings as presiding officer -one of only two powers that she has that the other four commissioners do not- which is the exact opposite of how smoothly and fairly Mayor Peter Bober runs things in next-door Hollywood, these sorts of never ending meetings in Hallandale Beach are no accident.


They're both part strategy and part unwillingness on the part of the mayor to change her own behavior to move the meetings along, and not talking all the time after every nearly single response.


In Hollywood, Mayor Bober, after any opening remarks of his, then asks the city attorney and city manger if they have anything to share with them and the public, and then asks the city clerk to get things rolling.
AND, he usually speaks AFTER all of his colleagues have had the chance to weigh-in on a subject..


Mayor Cooper speaks first, during and after any speakers, public or from the city, as well as before and after her colleagues, that is, when she is not busy interrupting them.


The meetings should generally never last longer than about three hours, but they are, instead, often epic battles to not fall asleep in the chambers or in front of your computer.


Mayor Cooper and her Rubber Stamp Crew of Dotty Ross, Antony A. Sanders and Alexander Lewy, all of whom are largely opposed to if not entirely indifferent to proving genuine oversight and transparency of what happens in this city, esp. in regards to financial matters, allow these meetings to go on-and-on because they know that if they can keep people sitting in the audience for hours waiting to speak, or now, waiting at home watching via the city's website -which streams the meetings but displays no basic information about agenda items or subjects- it greatly discourages participation.

At the meeting on March 7th, the subject of Comm. London's comments, as he notes below, it started around 1 p.m. and ended AFTER Midnight.
That's no way to run a meeting and certainly no way to run a city.


There's a reason that the Diplomat LAC (to benefit the owners of the Westin Diplomat Resort & Spa and the Diplomat Country Club) was not finally voted upon until 2:43 a.m., just a few days before Christmas in 2009.

That very controversial item, which I strongly opposed and spoke out against at HB City Hall and before the Broward County Commission, and wrote about here at least two dozen times, was later correctly rejected by the County Commission because of its clear-cut incompatibility with the NE Hallandale Beach neighborhood it seeked to force itself onto, next to the Diplomat golf course, by placing numerous giant condo towers next to some pretty pricey single-family homes, some of which would've been placed in almost perpetual shadows after Noon.


A real victory for common sense and an embarrassing public defeat for Cooper, Ross and Sanders, who voted for it at 2:43 a.m., as well as her pals and business cronies in the city, almost all of whom ignored the very negative effect it would have in a city that has gridlock that is greatly disproportionate to its size due to both geography and its physical layout.


Because there is literally so much information I know and have been given by others regarding subjects that were mentioned at least in part at this particular meeting, I will be posting my own comments about some of the things Comm. London describes below, separately in another post over the next few days.


I've edited what Comm. London emailed me on Friday by removing some of his original indents so that more information could appear on each line, take-up less space and largely eliminate any dangling sentences or URLs.

His monthly Resident Forum meeting is tonight from 6-8 p.m. at the HB Cultural Center behind HB City Hall, so come by and check it out and get better informed about what's really going on..

* Commissioner Lewy again prevents questions being asked to staff and debate amongst the commission regarding important issues - yet another blow to representative government

* Mayor Cooper called these six individuals "under minders" because they disagree with her

o Did Marcum look to see if the taxpayer received a reasonable return on their investment? No

o What did Marcum find? The City of Hallandale's written policy/procedures were ignored or broken over 250 times

o What was the outcome of these broken policy/procedures? Answer - the written policies ignored by the city would be re-written on the spot (the exception was now the rule)

o Examples of broken policy/procedures:

* Mike Good forgave a $50,000 loan to a developer for a potential $600 per year savings off an employee rental lease

* City Commission voted yes (4:1 LONDON NO) for a CRA loan of $125,000 to a pornographer with no collateral as required - this loan is now in default

* Approved $150,000 CRA loan when the maximum allowable amount is $100,000

* Purchased three $142,000 condominium units for friends - Former Vice Mayor Julian signed off on one incomplete set of documents- limited documents available for others

* No documents and missing documents in the files for over 10 million dollars in real estate acquisitions

o Commissioner London made a motion to perform a Management Audit of the Finance and Purchasing Departments - NO SECOND
