Reminder: There's a killer still at large four years later in #HallandaleBeach. What's new in the 2013 Double Murder of Toronto couple, Rochelle Wise and David Pichosky?

Above, one of the alternating empty Hallandale Beach Police Dept. vehicles that play the role of Scarecrow on Three Islands Drive in northeast Hallandale Beach. Police vehicles that rarely if ever move, which even the dumbest of area criminals know as well as local residents do. The empty police cars are right near the Three Islands Safe Neighborhood District security guard stand that isn't manned, right near the security cameras that didn't/don't work.
They're just props! Some protection!

Reminder: There's a killer still at large four years later in Hallandale Beach. So what's new?
Precious little judging by what the Hallandale Beach Police Dept. says and shares with the public they are supposed to work for, a longstanding problem for this dept. as I've detailed here in the past many times.
http://hallandalebeachfl.gov/Search/Results?searchPhrase=Rochelle+Wise

So the reality is that the Double Murder of a Toronto couple in Hallandale Beach four years ago this week, with the usual Hallandale Beach flourishes of incompetency and counter-intuitive foul-ups, is STILL unsolved.

Four years ago today, most of us in South Forida woke up to the shocking news that a hard-working, civic-minded and apparently quite beloved Toronto couple were viciously murdered in their winter-time Hallandale Beach home, in one of the quietest areas of the city, Venetian Park.

Then as now, the evidence is clear that the initial failure of the Hallandale Beach Police, the Broward Sheriff's Office and Broward Crime Stopper's to share relevant information with the local community in a timely enough manner, has had very real consequences.
Unfortunately for the public and the family of the victims, they are bad consequences.

This baffling and counter-intuitive approach by all involved likely prevented possible leads from emerging then that may well have made a tangible difference in actually connecting some fragmentary clues, and helping to solve the entirely senseless murder of Donny Pichosky and Rochelle Wise.

A few of you may even recall receiving an email from me four years ago today with the news about a double-murder taking place in a city that, while full of corruption and incompetency, had been, mercifully, low on senseless murder.
I sent that email of mine on my first full day of a two-week trip to Stockholm, after I'd read the details about it online that morning in my hotel room, almost not believing what I was reading.
But there was no mistake, was there?

In that email, I asked what-if-anything you'd heard that thus far had not yet been mentioned in published media accounts, as well as whether you were personally aware of any attempt by HBPD or other LEOs of at a rapid public information outreach campaign taking place in the general area.

My fear, quickly confirmed by so many of you, was that it was the usual HBPD routine of chasing-its-tail after-the-fact.
Just as had been the case in 2010 with the Lynda Meier disappearance following her visit to the Bank of America on Hallandale Beach Blvd. one morning, after which, she was never seen alive again.
Just her car driving west on Hallandale Beach Blvd. and US-1, via FDOT camera footage

My fear that morning while in Sweden was the same as it would have been if I'd been bak here: that HBPD would put on a good Dog-and-Pony show for the local news media but NOT communicate effectively with the very people who might've seen something at the time, without knowing it at the time.
And despite the fact that HBPD had to get to those people right away and had no time to waste.
But waste time is exactly what they did.

That same mentality by HBPD is what had caused me to get so angry in 2010 with the Meier case because HBPD and HB Crime Watch -the latter then led by Alexander Lewy before he was elected a HB City Commissioner months later- did NOT do the bare minimum you'd expect from such a group, esp. in such a time-sensitive case.
The sort of thing that we have all routinely seen done in a TV newscasts, a fictional drama or in motion pictures. Why?

Because it's common sense.
Because we know that people have a short memory and attention span for what seems like inconsequential things/facts that don't fit their daily lives.
So you have to get that information from those people before it completely evaporates.
But those efforts, the sort of thing we all have a reasonable right to expect in case of such an emergency, sadly and rather predictably, didn't take place.

Specifically, some of you will recall that I was calling out HBPD's handling of this double-murder case almost from the very beginning, most egregiously, their choosing NOT to pass out fliers
themselves in the immediate area of the crime in Venetian Park, or to use trained volunteers from the Crime Watch group.

They compounded this by also refusing to post fliers in nearby popular stores or restaurants until long past the point that any possible witness had long since forgotten what they might've seen or heard many weeks and months before for a fleeting second.
There was not a single police flier about this double murder posted on the bulletin board at Panera Bread until July! Five months later!

I know this because I have a photo of the flier there shortly after it went up -too late.
Many of you received a copy of it from me in an email that July bemoaning HBPD's inability to get out of their own way.

And in case you might've forgotten, Michele Lazarow, the HB City Commissioner who lives closest to where this crime too place, someone who actually lives not so far away, and who'd just been elected weeks before, was NOT allowed to attend HBPD's meeting with the neighborhood.
A meeting that Mayor Joy Cooper was allowed to attend.
What does that tell you?
What sort of image does that convey?

There's so many aspects of this particular case that stink to high heaven and still cause me to grieve for this family and their inability to get the closure they need and deserve.
to say nothing of the enormous amount of time it took for HBPD to finally release a photo of a person of interest, and then, made that photo hard to near-impossible to find on the city's own website!

But rather than repeat them all here, in case you want to have your memory jarred in a profound way, here are my last two blog post about this double-homicide, though there have been MANY more emails detailing the numerous policy and procedural failings of all the relevant parties and the failure of the South Florida news media to publicly question and criticize what in any other part of the country would be coming under justified criticism.

(If you want to know more, contact me and we can always meet at Panera Bread and detail and dissect the HBPD blunders all over again.)

FEBRUARY 11, 2013
Still no new news or facts in Hallandale Beach re January's double-murder of Toronto couple in Venetian Park neighborhood; Important Three Islands neighborhood public meeting tonight at 7 p.m.

SEPTEMBER 6, 2013
Crime and (No) Punishment in Hallandale Beach: Observations on Rachel Mendleson's spot-on Toronto Star article on January's double-homicide of a Toronto-area couple in the Three Islands neighborhood of Hallandale Beach, which remains unsolved 8 months later. I still believe the Hallandale Beach Police Dept. has done a very poor job of engaging in outreach and making it as easy as possible for the community to access relevant info about the case that could prove helpful, just as HBPD and HB Crime Watch completely botched public outreach in 2010 following the disappearance of HB resident Lynda Robin Meier, who has never been found. Just like others at HB City Hall, HBPD continues to never learn from experience

Hallandale Beach's latest scandal grows by the day. Fact update, with new info re #HallandaleBeach's corrupt and unethical govt./political sensibility.
Long past time for Alex Lewy to answer some hard questions from public & press about what he knows or has any involvement in the electronic surveillance scandal

This is an important update to my last post, of October 21, 2016, Unethical and corrupt political & govt. culture of Hallandale Beach City Hall being exposed for what it is tonight on Local10 News, via Bob Norman; So what have Alex Lewy and Joy Cooper been commiserating about recently? Their mutual Keith London & Michele Lazarow obsession!
http://hallandalebeachblog.blogspot.com/2016/10/unethical-and-corrupt-political-govt.html

Necessarily, I'll be incorporating much of what I wrote then into this piece so I'm going to try to join them together so that you have a much better understanding of what's been going on in Hallandale Beach for many, many years with the current incompetent Joy Cooper Rubber Stamp Crew holding the reins of power, while the vast majority of South Florida's press corps looked on, drolly, saying and reporting precious-little-to-nothing.

So, I have received quite a lot of responses from my email and blog post of late Friday afternoon, most of it, though not all, positive.

Plot thickens in hallandale beach political spying case

First, what I heard from you, and then what I realized I neglected to mention yesterday
in the email that might've better helped your understanding of the facts.
To wit, some useful context and nuance.
I was pressed for time as it neared six o'clock but in retrospect, I wish I'd have waited
that extra minute or two to get it in...

I've edited some of this to make it clearer, since some of you might not be as familiar
with the pertinent facts as others.

"David, How come you did not mention that as a HB Commissioner, Alex Lewy
voted for the 2000 S. Ocean Drive project that allowed a 36-story building be built,
practically in the ocean, and much closer to the actual shoreline than other HB
buildings, thus ignoring not only global warming concerns, but also approving
the variance without the developer meeting the City of Hallandale Beach's OWN
criteria for going past the Florida Coastal Construction Line, CCL?
The direct result of this move was tBLOCK the views of roughly 250 condominium
owners to the ocean, even though 95% of the HB residents who actually took the
time to attend and speak at the HB City Commission meetings on the project clearly
and publicly OPPOSED it?"

Some of you will recall that this was the very same development project that involved
former HB City Commissioner and state Rep. Joe Gibbons, that I wrote about several
times via emails, tweets and blog posts, raising questions whether he had, in fact,
followed the city's rules requiring him to register as a lobbyist on the matter, and the
potential he had to make up to $200,000 if he succeeded.

See:

As to the link of Alexander Lewy that I included yesterday that was the original tweet
that Mayor Joy Cooper was responding to on September 20th when she wrote
can't think without him !! Pitiful

https://twitter.com/AlexLewy/status/779777131199037440
Lewy's twitter feed has been changed to private very recently. I wonder why.
He was always so keen to tell everyone just what he thought.

Endlessly...

Now when some of you went to Lewy's initial tweet, it showed nothing but the news that his Twitter handle was now PRIVATE, after being public for many years.
Nothing was ever too personal for him to not share and reveal it.
So what happened?

When Alex Lewy first posted this specific tweet and I first saw it -and Mayor Cooper
as well- what he had uploaded to his Twitter feed were strange-looking photos of Hallandale Beach City Commissioners Keith London and Michele Lazarow outside of the South Florida Sun-Sentinel building, where they were being interviewed that day as part of the newspaper's candidate vetting process, such as it is.

(Notwithstanding their recent endorsements in Hallandale Beach,
@SunSentinel To change decorum and direction, choose Anabelle Taub
and Michele Lazarow in Hallandale Beach http://sunsent.nl/2ePhNdh
for many years I have been very critical of the Sun-Sentinel's coverage of Hallandale
Beach and the Editorial Board consistently ignoring controversial issues in HB for many, many years that if they happened almost anywhere else in Broward County, would have likely been the subject of a series of blistering editorials, most especially re the HB CRA scandal and the millions of CRA dollars that went...
somewhere

One of the many reasons for that opinion of mine was that it's clear from people who were physically present in the room during past interviews that that the people on the Editorial Board asking questions, themselves, frequently did NOT know basic
facts that most HB voters and residents already knew and were considering, or even quite angry about.
Not that the paper wrote about that particular anger or why it existed.

Like, for instance, how many people were running for the seats or why HB voters were recently NOT allowed to vote for a candidate for each open seat, and instead, could only vote for two people, with the candidate coming in third being elected as well.
Who voted to make it that way for voters?
Cooper, Lewy & Sanders.

Another reason for that opinion is the case of one person involved in the endorsement process showing overt favoritism for Comm. Sanders in ways that seemed particularly egregious, and the Editorial Board not directly challenging Sanders on any of the MANY controversial and unethical things he has done since being appointed to the Commission in an anti-democratic fashion in August of 2008, rather than the Mayor simply following the city's written rules for filling a Commission vacancy.
Instead, Cooper demanded a vote many weeks BEFORE it was necessary -or there even, legally, WAS a vacancy- and never allowed the public to speak that night.

The Editorial Board has never asked Comm. Sanders how he could justify voting for every single development project that has come before him at City Hall.
Not 85% or 90% as might be common in most cities over such a period of time, but 100%.
Really, 100%? Yes. :-( )

To be honest, my initial thought upon seeing the photos of London and Lazarow were that they looked exactly like photos that a private investigator might take if he was tailing someone for a client.
Which, quite naturally, makes me -and perhaps you as well- wonder who took the photos that Lewy posted publicly in an obvious attempt to infer something sinister, when it also could be seen by most people, much less, people who live in HB and who know them, to be seen as two friends who happen to be candidates, talking outside of a place where they were there to talk about their candidacies with other people who could actually play a role in THEIR futures.
Frankly, it would be weird for them to not be talking, given that they are friends.

That Lewy was foolish enough to post it should not be surprising to anyone who kept their eyes focused on him and noticed the sorts of curious things that always seemed to be going on around him, including his often-messy personal melodrama that some of you have been privvy to.

There's a sound and compelling reason why I first started calling Alexander Lewy "Lewy the Liarmany years ago on my blog after I saw and experienced first-hand his phony, self-serving nature. In fact, I coined that nickname six years ago this past weekend:

Lewy has clearly thought for quite some time that he could (and perhaps even had) fooled nearly everyone hereabouts, including the press corps, and made his over-weaning personal ambition and personal nastiness fairly well disguised as public service to fool most people, but it hasn't worked for most of the city's well-informed citizenry, including many of you.
Most of you know exactly who and what kind of person Alex Lewy is.

Whether this city's well-informed citizenry actually constitutes a majority of HB voters is the question that will be decided on Election Day.

Tonight's meeting is the time to let Hallandale Beach officials and your neighbors -plus the South Florida news media- know exactly what you think about unethical Comm. Bill Julian, Simpleton Extraordinaire; Here's who WON'T be there: Eleanor Sobel, Joe Gibbons, Oscar Braynon II and Shevrin Jones, who turned their back on public corruption at HB City Hall years ago, letting CRA scandal get worse, not resolved

Important update to my last post: #SoFL #ethics - Proving that the past is prologue, yet again, here comes ethically-challenged Commissioner Bill Julian to once again personally make Hallandale Beach a laughingstock. But this time, a NATIONAL laughingstock.

Surprise! It involves votes on real estate development and favors in return. Here's the latest

on the matter, along with a stark reminder of Bill Julian's previous unethical actions

So, like many people in Broward County, we were recently surprised to wake up one morning and discover the strangest thing in in the pages of the South Florida Sun-Sentinel, the very newspaper that had specifically instructed its Hallandale Beach reporter to NOT report on the bribery allegations against Vice Mayor William "Bill" Julian in the context of their recent meetings.
It was an editorial about the longstanding public corruption and ethics problem at Hallandale Beach City Hall and the current one involving Commissioner Bill Julian

Here's a reminder about that lack of media clarity and accoiuntability from the newspaper first:

POLITICO Florida
Florida newspaper kills story of local official allegedly seeking favors from developer
By Marc Caputo
08/26/16 05:33 AM EDT
The South Florida Sun Sentinel killed a news story on its website about Hallandale Beach Vice Mayor Bill Julian admitting on tape that he sought developer favors in return for his vote — a move by the newspaper’s leadership that appears to be part of a pattern of censoring controversial stories, according to multiple sources inside and outside the Fort Lauderdale newsroom.

The story concerning Julian’s alleged bribe-taking was first reported by WPLG-10, where investigative reporter Bob Norman obtained a voice message that the commissioner mistakenly left after he failed to properly hang up a phone. Julian discussed voting favorably for the $450 million Diplomat Golf & Tennis Club and linked it to alleged pledges from the developer’s attorneys who allegedly promised campaign contributions and campaign volunteers as well as a new van for his favorite city charity.

Read the rest of the article at:

That Editorial is here:
South Florida Sun-Sentinel Editorial: Hallandale Beach running off rails

Of course, it's important to keep in mind that the Sun-Sentinel's Editorial Board are the very same folks who were perfectly happy to keep quiet for YEARS about the Hallandale Beach CRA and the crimes against HB residents and Small Businesses that took place there over a period of years, which resulted in perhaps $80 Million going out the door with precious little of a tangible nature to show for it, as I so often wrote, blogged and tweeted about, with links here:

That is to say, the Sun-Sentinel ignored it for years AFTER a damning report had already been issued by the Broward County Inspector General showed that there was practically no oversight or vetting at HB City hall by anyone in a position of authority of the kind that would be expected, including from longtime Mayor Joy Cooper or the previous two City Managers.

So, where were Hallandale Beach's various state legislators when all of this was actually going on and what did they do?
State Senators Eleanor Sobel and Oscar Braynon II were actively trying to prevent a Joint Legislative Auditing Comm. audit in Tallahassee into the HB CRA -and succeeded!- while State Rep. Shevrin Jones was so clueless and uninformed about what was going on in his own district that he NEVER knew what was going on -admitting as much in a tweet to me.

Jones never publicly offered to help the public get the facts they were entitled to, even though the public in question that was most-angry and most-taken advantage of was, of course, his own constituents.
And Joe Gibbons did what he does best: saying nothing and doing nothing to help Hallandale Beach's beleaguered citizens and Small Business owners who had a right to expect more from all of them than endless amounts of apathy, indifference and outright obfuscation of the truth.
With help like this, who needs enemies?

And don't forget! A scheduled meeting to discuss the alleged bribery scandal surrounding
Comm. Bill Julian will take place tonight at 6:30 p.m. at Hallandale Beach residents and interested parties who want to speak need to sign up in advance.
This is prior to the controversial vote on the Chateau Group project on US-1 and Hallandale Beach Blvd.

Many if not most of you who are familiar with how things actually work at Hallandale Beach City Hall are also quite familiar with how frequently Mayor Cooper has brought up items that
were NOT on the scheduled agenda and tried to force the Commission to vote on that matter,
even when the staff said that they did not have any information to provide the Commission
at the time so that they could make an even vaguely-informed vote.

Like, above, the way in 2013 Mayor Cooper tried to have the City Commission forgive the hefty
fines that Gulfstream Park Race Track & Casino accrued from the city and state for violating
the city's own Code Compliance rules, by starting work on huge temporary buildings before they
had any permits. They owed the city $52,000.

Gulfstream Park first tried to pressure city employees and when that didn't work, they simply called Mayor Cooper across the street instead of following established procedures and contacting the City Manager and the rest of the Commission to inform them and the public about their self-created "problems."

I remind you that this email below is esp. important given that unlike it has always done in
the past, even when they were held at locations other than the HB City Hall Chambers, the
city did NOT televise -via their cable channel- or video record last month's Planning & Zoning
meeting held at Ingalls Park re the very controversial Chateau Square project proposed for
the SE corner of US-1 and Hallandale Beach Blvd., which comes before the HB City Commission
next Wednesday night for the first of two required readings.

Quick thoughts regarding real estate attorney Alan Koslow's current legal problems -facing federal money-laundering conspiracy charges; paid $8,500 to launder $220,000 in FBI sting?

Though Becker & Poliakoff attorney Alan Koslow is clearly very good at his job, as we in Hallandale Beach and environs have often learned the hard way, as I've often chronicled to my chagrin the past nine years on this blog, I believe Koslow is, perhaps single-handedly, MORE
responsible than any other single party I can think of -over the past dozen years- for defending and advancing the often parochial and short-term interests of the myriad developers who've proposed the largest number of buildings in Hallandale Beach that were either incompatible to the existing neighborhood, inappropriate under current HB zoning rules or just plain UGLY to look at.
It's actually easier to think of which projects he hasn't been involved with in some capacity or another.

And unfortunately for Hallandale Beach's long-term health and future Quality of Life, Mayor Joy Cooper and Commissioners Bill Julian and Anthony A. Sanders have voted for EVERY one of them, too, even when the majority of HB's citizens were clearly opposed or wanted some reasonable modifications.

Over the years, people I meet and talk to at various public meetings around Broward county have often been confused about which real estate/development attorney was responsible for which specific project or proposal in Hallandale Beach or Hollywood, since there have been so many.
So, to those of you who've already emailed me about this, I don't believe Koslow was involved with the latest round of Diplomat development melodrama, rather it was Debbie Orshefsky.
Orshefsky left Greenberg & Traurig for Holland & Knight subsequent to the first go-round of Diplomat Golf Course melodrama -i.e. Diplomat LACa few years ago that the citizens of HB won, thanks in large part to my good friend and fellow Broward civic activist Csaba Kulin's very dedicated work ethic and tireless efforts to engage and educate the community, using reason, facts and common sense, not half-truths.

ICYMI on Thursday: My two cents!

Have a great Memorial Day weekend!
