Controversial and completely-incompatible Chateau Square project in Hallandale Beach deferred until Wed. Sept. 7th; some recent dealings with the Hollywood Police only add to the negative reputation they have in much of the nearby community

I'm re-printing my email of yesterday to Real Estate reporter Brian Bandell of the South Florida Business Journal because it offers me a chance to share with you all some very useful news that I've wanted to share all week, but had put off because I had necessarily planned on doing a number of posts this week on the controversial Chateau Square project, and how I and many other careful observers of this part of Broward County believe it would NEGATIVELY affect the residential and business community of our area if allowed to be constructed exactly as developer Chateau Group wants done.

That is to say, the developer wants this city of under 45,000 people to allow him to construct two forty-story towers on top of a number of floors of retail in a part of Hallandale Beach where the nearest large building within a quarter-mile in any direction is no more than 6-7 stories.
In short, to me, this particular project looks more like something that would be more acceptable or appropriate in the business area of Chevy Chase, Maryland, in suburban Washington, D.C., where similar sized buildings are allowed in their high-density transit-oriented area near various Metro train stations, than it would in small Hallandale Beach, Florida, where the current zoning cap for this particular location is twenty stories. 

Yes, the developer, Chateau Group wants to erect not one but TWO buildings that are TWICE the current height limit under the city's current zoning rules.
And that on top of a few floors of retail
At what is already the busiest intersection in the entire city!

Where the traffic gridlock in this traffic-centric city already has a longstanding home.
Really.

Developer Chateau Group has offered this artist rendering to the city, which has a point-of-view looking SE at the SE corner of US-1/Federal Highway to the right and Hallandale Beach Blvd. to the left. 
Did you notice that the rendering actually shows very few cars on the two roads that actually carry the vast majority of the area's traffic? Accident or intentional? 

It's hard to say, but you'd be surprised at the large number of Hallandale Beach residents and business owners who mention this fact after they are first presented with a copy of this rendering and asked what their initial thoughts are.
They mention it because they actually live and work here and know the reality of what the city's existing terrible traffic gridlock -even in August, sans snowbirds!- can do to your mood and spirit when you want or need to go somewhere.
It's omnipresent.

Holland & Knight's Debbie Orshefsky is clearly a very smart and capable attorney, as I know from personal experience over the years, but no matter how hard she tries to spin the facts about the traffic to her client's benefit, or tries to mis-characterize the everyday reality of life here, there's no way the centrality of daily traffic upon everyone's life in this city can be minimized or ignored by the five members of the Hallandale Beach City Commission when they vote on this important matter in the coming weeks.
And two of the five Commissioners are running for re-election in November: Bill Julian and Michelle Lazarow.



Above, the southern border of this project would be US-1/Federal highway and Hibiscus Drive, the latter of which is a one block road that ends prematurely because within the past ten years the Hallandale Beach City Commission foolishly allowed Gulfstream Park Race Track and Casino to build their employee dorms right where the road could have been extended to 14th Avenue, behind the exiting Publix super market, and serve as a local traffic only road -with No Trucks- for people on Us-1/Federal Highway heading east towards Golden Islands. 

Instead of showing some foresight and long-range vision, since the road extension has been discussed for decades by City Hall because of the growing traffic gridlock problem, the HB City Commission, including two members of the current City Commission -Mayor Joy Cooper and Comm. Bill Julian- voted to approve the three dorms in their current site, instead of requiring Gulfstream to locate them elsewhere on its massive property, which for those of you who don't know the area, is located across the street from... Hallandale Beach City Hall.

What's directly south of the proposed Chateau Square project? Gulfstream Park Race Track and Casino and the Village at Gulfstream Park retail complex.

Did you know that yet another large retail and office complex is planned for directly across the street (US-1) from this proposed development in the site of what was formerly the Acquo 124 restaurant?

Not many people do judging by the startled looks I've received the past few weeks from usually observant people hereabouts when I've told them that something called Peninsula 124 is trying to get built there.

Here's the artist rendering of the proposed Peninsula 124 building, which is on a large sign posted outside the now vacant restaurant. 

But with the news I heard Wednesday night at Hallandale Beach City Hall that voting on Chateau Square had been postponed until September 7th, it gives me some time to get something else off my chest.

So below is my email to Brian Bandell, though I did not have the photo of the Hollywood Police squad car in the email.

Just saw your tweet to me.

Tried to call you last night from outside of HB City Hall after the decision was made to defer the agenda item, apparently, per the developer, but the cell phone that had your phone number was the same Samsung phone that was stolen recently in Hollywood, along with my dependable SONY Bloggie camera, not the cell phone I'm using now. :-(

By the way... Police presence on Hollywood beach is getting very problematic and disconcerting.

An award-winning chef and restaurant owner from New Jersey whom I met a few weeks ago and have since become friends with -who's considering opening a location in the SE Broward area- actually had his wallet and cell phone stolen on Hollywood Beach this past Sunday afternoon, even though he was only a few feet out into the water when it happened.

When a Hollywood Policeman FINALLY showed up, he was very matter-of-fact about the theft, and despite the fact that my friend could give a very thorough description of the person who stole it, the Hollywood cop on the scene was very disinterested in getting any details, seemingly more interested in heading on to whatever was the next call that came his way.

The wallet had his NJ drivers license, credit cards and ATM cards, CASH, and most heartbreaking, some photos of his young daughter that were one-of-a-kind, and could not be replaced. 
My friend was positively distraught about that, and understandably so.

The cop even said something along the lines of, "What do you want? There are only two police cars on all of Hollywood Beach, so what do you want me to do?"

In the end, my friend was more upset by the cop's attitude than he was by the robbery, esp. when the cop told him that yes, he was going to have to walk a few miles to where he has been staying, since he couldn't do anything to be of help.
My friend, obviously, being in no position to pay for a cab or use Uber because of the robbery/theft.
By the time I saw him when he got back, he was boiling mad and distraught.

Once he was a bit more calm, I shared some fact-filled stories and anecdotes with him about the recent history of the Hollywood Police and how their current not-so-favorable reputation got the way it is today.

This blog post today was an email an hour ago that soon got sent all over the city, county and state. In fact, I made a point of sending it up to Tallahassee to someone who has been outside the blog's view and sphere-of-influence up until now, the Chair of the Florida Senate's Gaming Committee, Garrett Richter, whose name makes me think of an NFL player from the 1960's.


It represents the follow-up to my last two posts on Gulfstream Park Race Track & Casino and the building code fines they have tried to get out of paying, with the moral atta-boy support of Hallandale Beach Mayor Joy Cooper.
Who, of course, is supposed to be representing the interests of HB citizens, not the parties that break its laws and rules.

On Wednesday night, Hallandale Beach Mayor Joy Cooper has to defend her freelancing, breaking of city's rules in order to help her friends at Gulfstream Park Race Track & Casino with bldg. code fines they EARNED. Again! Her campaign contributors, Gulfstream Park, must really love her "Special Rules for Special People" form of advocacy, but why does she save her energy & love for a multi-million dollar company instead of insisting they follow the law and finally fix up their appearance problems?

This will take place tonight at the same Hallandale Beach City Commission meeting where GP will pat themselves on the back for their little-understood Pegasus Park project, for which they seem to have all of two renderings of, and none of which shows what this 11-story statue will look like from the nearest main road, U.S.-1./South Federal Highway.
That's a fact I discovered when I asked about that at the HB Planning & Zoning
meeting. 
So,. something the size of the Statue of Liberty will be erected less than a block from U.S.-1 and they can't provide the public any image or idea of what it will look like from the perspective of 99% of the public who ever see it?)

There is no recorded history of any Hallandale Beach citizen or HB-based property owner
ever getting such a large fine waived. EVER.
I didn't make that fact up, the city staff says as much in their own background docs, below.
This is especially troubling given the unrepentant repeat offender track record of Gulfstream Park, whose past behavior and avoidance of paying legitimate fines is contained in the city staff's documents.

So given all this, WHY are Mayor Cooper and the HB City Commission poised to waive the entire building code fine when Gulfstream Park has ZERO extenuating
circumstances to explain or justify their actions in starting a project of this size and scope without permits?
Why do you suppose the State of Florida also fined them?

Personally, I'd like to know where the records are that detail the communication trail between
between Gulfstream Park execs and Mayor Cooper, who seems to have conveniently
forgotten -again- that under this city manager-run form of govt. this city operates under,
and the city's own rules of administration, Mayor Cooper is NOT to interfere with the everyday running of the city.
But she did.

She did so by acting like an unpaid lobbyist for Gulfstream Park, trying to make the case for why city employees should, in effect, ignore what they saw and heard, and then later in the day, wearing her mayor's hat, trying to cram a huge fee waiver down the Commission's throat, a month ago,
That came at the end of an already far-too-long night meeting -where Comm. Sanders 
was, apparently, no longer even present at?
Talk about adding insult to injury!

Yes, at the end of a long night meeting where mere minutes after the mayor revealed her own embarrassing (but not to her) role in this unethical matter, she immediately wanted a vote on a waiver without providing any documents for the commissioners to read or make sense of, and that in any case, was never properly noticed and placed on the public agenda.

Yes, that would be the same meeting where she tried to waive the STATE'S fine, too. (Thank you for remembering!)

Also tonight, agenda item #13A is the replat of the very controversial property at 2000 
S. Ocean Drive, which drew HUNDREDS of residents to an early September community 
meeting at The Hemispheres99% of whom publicly opposed it when they spoke because
of what it does to the area, the beach and to them.
When it came before the HB P&Z Board, it was overwhelmingly rejected.

If you haven't heard, the city also seems to have some three card monte shenanigans in store for tonight for the so-called Parks Bond issue that won't even go before HB voters
until next year -in August, not November, for purely parochial political reasons.

It appears the city wants to borrow money from it despite it not having even been approved
yet, in order to build a new Fire Station HQ in NW, which, as it happens, will NOT be 
centrally-located but will be off of a one-way road where the smallest percentage of the
city actually lives -13%.
You tell me, if this was such an important priority, why hasn't the city properly planned for that
construction for years by having budgets that actually reflect that need?

Not mentioned in the city's own documents -what happens if HB voters go thumbs-down on the Parks Bond issue, as seems likely right now based on my many conversation around town, given citizens' well-earned reservoir of anger at the city for refusing to construct a Parks Bond issue that is for Parks Only, as public testimony made clear over the years, which I and they would support.

But what we will NOT do is vote for a new slush fund for Mayor Cooper and the HB City 
Commission and the city's high-paid staff to use under the pretext of fixing the parks and instead see those funds funneled into their pet projects involving cronies, while neglecting
the long-neglected parks which are the source of so much embarrassment in this city, owing to Mayor Cooper and the City Commission's own longstanding myopia and benign neglect.

Taxpayers paid millions of dollars for the Old Dixie Highway property a block from City Hall 
to make that a public park, and yet over four years later, there's still nothing there.

Mayor Cooper needs to stop wearing so many hats when she is only supposed to be
wearing one in this city, and stop running interference for her friends who owe the city and
its citizens $52,000 in fines.
For starters...

Last pre-Election Day Hallandale Beach Resident Forum meeting is tonight at 6 p.m. at The Village at Gulfstream Park -and it should be VERY lively!

Don't forget about tonight's Resident Forum meeting at 6 p.m. being hosted by Comm. Keith London, the last one before Election Day - THREE WEEKS FROM TODAY.
And over in plenty of time to get back home and watch the second presidential debate.

Like the last two meetings, it'll be held at The Village of Gulfstream Park in the retail space next to Krön Chocolatier, 1240 Silks Run, as all the pro-reform, pro-accountability candidates in Hallandale Beach -Csaba Kulin, Michele Lazarow and Gerald Dean- will likely be attending as well.


Why wouldn't they, after all, it's the one time every month where the best-informed and most- concerned residents and small business owners of Hallandale Beach can actually get together and speak freely about what's really going on in this city -or NOT and ought to be.

I'm just talking out loud here but maybe, just maybe, some of you folks at local South Florida TV stations who fairly regularly call me or send me emails, and who almost reflexively proclaim that you're definitely going to come by HB...
a.) "soon,"
b.) "sometime in the near-future,"
c.) "one of these days,"

might actually make it your business to do so, and stop making excuses for why you can't actually take advantage of an opportunity to observe and engage with the best-informed people of one South Florida community.
A community where many of the citizen taxpayers who regularly attend really ARE much better-informed than the city's elected leaders and highly-paid bureaucrats...

It was my experience in living and working in Washington, D.C. for 15 years and being involved in all sorts of corporate and philanthropic endeavors, and more specifically, being involved on both sides of the glass for dozens and dozens of focus groups, that you usually have to pay to get this many smart people together as a focus group to talk about matters and ideas that you want to know more about.
All this time, South Florida reporters, columnists, editors and anchors could've been getting it all for free.

New Hallandale Beach City Manager Renee C. Crichton will be guest speaker at 6 p.m. on Wednesday night at Comm. Keith London's Resident Forum meeting at The Village of Gulfstream Park, next to Krön Chocolatier

Oops! There's been a sudden change of location for Wednesday's night's previously-scheduled Keith London monthly two-hour Resident Forum meeting, featuring new Hallandale Beach City Manager Renee C. Crichton as guest speaker at 6 p.m.

Gridlocked traffic? Bad drivers? Bad roads? Hallandale Beach has got that covered -and preserved on Google Maps! And next-door Aventura remains gridlock city, too!

For those of you who live far from me, there's no traffic light there, rather it's just traffic going in four different directions all at the same time! SNAFU!

(Correct, the Post Office whose parking lot was pitch-black at night for over an entire year,)
How perfect is this image for describing what things are really like here in chaotic S.E. Broward County, where someplace four miles away can take 20 minutes to get to?

From my perspective, the only thing that's really missing above are the cars making the illegal left-hand turns south onto U.S.-1 from The Village at Gulfstream Park retail complex -near Crate & Barrel, Container Store, Pottery Barn and West Elm- which I observe a few times a day, but which the HB Police, located across the street next to City Hall, never EVER notice.

Even though the vast majority of the thousands of seasonal French-Canadian residents this area gets every Fall and Winter have long since started making their trek back to Québec and Ontario, in the late afternoon here, there is still often gridlocked traffic on U.S.-1/Federal Highway/Biscayne Blvd. from Hallandale Beach Blvd. all the way south to the Ives Dairy/N.E. 203rd Street exits in Aventura, a few blocks south of Aventura Hospital, a place that as many of you know, I have become all-too-familiar with over the past two years.

That's a distance of just barely below three miles, one I frequently walk when the weather is nice and I'm going to catch a movie or do something at the nearby Aventura Mall, but it's often at least a 15 minute drive, since there is no other way available to get to that part of HB because of the Atlantic Intercoastal Waterway and Gulfstream Park.

(Most smart people in Aventura needing to get to I-95 North know that to beat the impossible traffic on Ives Dairy, it's much quicker and less-stressful to simply make a left on N.E. 208th Str. and catch E. Dixie Highway north -parallel to the FEC Railroad tracks- which becomes S.E.1st Ave. in HB, then hang a left across the RR tracks at County Line Road (N.E. 215th Street/S.W. 11th Street) and then take it to S.W. 8th Ave., turn right and go north, coming come out on Hallandale Beach Blvd., with 1-95 a half-mile to your left.)

These physical and geographical hindrances to easier and more common sense driving in this crowded area are made worse by the inadequate and myopic planning by the City of Hallandale Beach the past 45 years, as I'll be discussing in much more detail soon, since there has not been a single new road going north-south or east-west in that area to relieve the stress on U.S.-1 in the past forty-five years.

This is made all the worse by the deal struck years ago by the officials of Gulfstream Park with the City of Aventura -and the silence of FDOT- to NOT create a road extending N.E. 213th Street west from U.S.-1 to E. Dixie Highway, despite plenty of space to do so, to get traffic onto secondary roads with no residents.
Gulfstream's deal with the City of Aventura forces all north-bound cars to pass Gulfstream Park.

In 98 more days/14 weeks from today, oblivious Hallandale Beach City Manager Mark Antonio goes buh-bye! And take your myopia with you, too!

Can you make out what those shiny adhesive letters at the bottom of the street light pole above spell out?
That is to say, the store-bought adhesive reflecting letters that were clearly placed there on purpose with attention to detail by people who wanted to make sure that everyone driving into or past the HB City Hall and HB Police Dept. HQ noticed their handiwork, esp. at night.
After all, they're perfectly positioned to catch headlights, just like others throughout the city.

Or their opposition hereabouts, "est," "Doloe Greys," "AQ"...


Sure you do, if you're a regular reader of the blog or a HB resident or business owner, since they're the same folks that for years who have left their unmistakable tags on the vast majority of available traffic signs, traffic poles, mail boxes, parking lot signs and writable surface in Hallandale Beach, whether walls or sidewalks.
No, they don't discriminate on surfaces since they just want everyone to know who did it.

The tags, reflective letters and regular spray paint, are most noticeable, though, to both residents and visitors alike, when driving, biking or walking along U.S.-1/Federal Highway, as you leave or enter Aventura in Miami-Dade County, where it's Biscayne Blvd., and leave or come into Broward County and Hallandale Beach, with the Gulfstream Park Race Track & Casino and the upscale Village at Gulfstream Park retail complex right there, the largest employers in the city.

The persistence of the graffiti problem along the main streets of this city for YEARS paints not only a very bad impression of this city, it creates an even worse one for the people who are paid to manage this city and supposed to be able to TRY to resolve self-evident problems.


Those crews responsible for the graffiti are also over-represented all along Hallandale Beach Blvd., whether in the nooks and crannies of individual stores, like the doors of Little Caeser's Pizza, or parking lot signs, where they have long since taken over the Nick's parking lot off N. First Avenue, just north of HBB, a popular place for cops.
I've written about them and their unattractive handiwork here a few times, posting photos.

But as it concerns "HGS" today, I mean to reference the graffiti tags that are in front of Hallandale Beach City Hall and Police Dept. HQ right now.
Like right this second.
And just like yesterday.
And last week.
And last month.
And last year.
And... so on. 

Yes, last year, 2011.
I've never previously mentioned it here on the blog but in the Fall of 2011, during the Public Comments part of one particularly frustrating HB City Commission meeting, I walked to the microphone and quite enthusiastically scolded Hallandale Beach City Manager Mark Antonio for how truly oblivious he'd been -and ineffective- in resolving numerous self-evident Quality-of-Life problems that have plagued and frustrated HB residents, families and business owners for YEARS.
And I specifically mentioned the very ones that they and their neighbors have been forced to look at every day for YEARS -graffiti.

Problems with rampant graffiti that Antonio (and his highly-paid assistants) either consciously ignored or pretended not to notice from their bunker on U.S.-1, since noticing would actually require some tangible action on his/their part and the city's, not to mention, the HB Police Dept., so famous for otherwise generally shrugging their shoulders when presented with a problem to solve, as has been noted here on the blog previously.


Well, as you might imagine, Antonio didn't take the public criticism of his unsatisfactory performance very well, esp. since I was somewhat detailed in describing the hard-to-miss tags at well-known locales all over town, a point that was reinforced by all the nodding heads in the audience as I spoke.


But I saved my big guns and sarcasm for the end, which is why I and so many other HB residents I know who were there, or who watched the proceedings online, were literally incredulous at hearing City Manager Antonio admit that he had never noticed all the graffiti along U.S.-1, from the Aventura-HB city line/County Line up to Hallandale Beach Blvd.and beyond, which has been omnipresent for YEARS.
Including the graffiti that was near, adjacent to and in front of Hallandale Beach City Hall and the HB Police Dept. HQ.

You would've thought that I had super-vision or something, rather than 20/15 vision -until a few months ago- because the one thing I never expected was for Antonio to admit that he hadn't noticed it.
I expected the usual litany of excuses that we residents in HB have become accustomed to hearing to explain why we all just had to live with negative results, while other cities at least try to actually solve their problems, not just accept defeat.


Getting angrier than I have been at any South Florida public/civic meeting, before or since, I said something along the lines of that admission of his speaking volumes for how little attention he'd really been paying all these years as Assistant City Manager, given his responsibilities to actually do something positive, and reminded him and the audience of the fact that he had worked in that building ever since it opened.

Readers with a good memory will also recall that I also told his assistant, Jennifer Frastai, all about these sorts of problems four years ago, when I spent almost an entire hour with her and former Asst, CM Franklin Heilman in a conference room in the CM's office, explaining the source of longstanding citizen frustration in this city,.
I gave very detailed explanations and a reminded them that they could always look at this blog for contemporaneous photos to prove it, since the problems weren't exactly secrets.
The two of them did NOTHING with the information.


I concluded my remarks by saying that to me, Antonio, who wears glasses, was incredibly myopic, perhaps conveniently so, and needed to open his eyes for a change to see what was right in front of him.

Not just the graffiti, but all the other many messed-up things in this city, starting with how his own dysfunctional and uncivil bureaucracy and red tape dispenser continually angers citizens, playing favorites as I've mentioned previously, with special rules for special people.

And then I told everyone in the room that all the City Manager needed to do to see how accurate I was was to walk out the Chambers door and walk over to the nearby sidewalk and see what was right in front of City Hall, even as I spoke.


That, of course, was the proof positive of his longstanding myopia.

It's clear months later after saying that that Antonio had no genuine interest in ever opening his eyes and now, he's on 'cruise control,' more oblivious than ever, with him recently acting more like he's a sixth city commissioner trying to persuade a colleague of something, rather than an un-elected administrator who is supposed to work for the city commission and carry out their policies, not his own.
Why 'cruise control'?
Because he knows that after June 29th, this city is not his problem anymore.

Minutes before taking the photographs above on Wednesday outside the current HB City Hall, I swung by the old HB City Hall on Dixie Highway, between S.W. 3rd & 4th Streets, and it too looked like it has for well over ten years: a filthy eyesore of a black hole to the nearby  middle-class neighborhood, and a completely wasted economic opportunity for the whole city, even though it's just feet from where an FEC commuter train station will be located in a few years that connects downtown Miami and Palm Beach County, which could really re-energize this city in multiple ways.
