That's how and why former City Managers Intindola and Good have made out like bank robbers 


Most regular readers of this blog might recall that a few weeks ago I promised that I'd soon have some pretty jaw-dropping evidence to share about what's really been going on in this ocean-side city for years, thanks to consistently having the wrong people in the wrong place at the wrong time.


Now, thanks to the diligent hard work and research of my friend and fellow Hallandale Beach & Broward County civic activist, Csaba Kulin, the taxpayers of this city and anyone else truly interested in good government -or the lack of it- can finally wrap their heads around these galling and unbelievable numbers.


Csaba details for you in very stark terms what the true cost has been the past ten years for having elected officials in Hallandale Beach who did NOT pay close attention to detail, and who did NOT demand a reasonable level of scrutiny of public policy proposals or changes in personnel policy. 


The true costs of having so many inattentive and easily-distracted City Commissioners who did NOT ask probing questions, or make the financial well-being of this city and its taxpayers their first priority.
Instead, we've had people who were just happy to sit on the dais and almost eager to act as mere Rubber Stamps, lest they be required to do any real thinking.




Csaba and I have been talking and meeting about this particular pension change matter for many, many months.


Which is to say that even as former HB City Manager R.J. Intindola, up in Georgia, and his one-man peanut gallery in HB, Andrew Markoff, have continually sought to publicly malign and attack, in both print and at HB City Commission meetings, myself, Comm. Keith London, 
Change Hallandale's Michael Butler and many other HB residents who desperately want genuine reform, transparency and accountability in this city, I've kept quiet.


Why?
Because I had the satisfaction of already knowing that the cold hard facts were going to come out eventually, and rain hard on the three of them and Dotty Ross, Joy Cooper and William "Bill" Julian.


The truth that would show that even while South Florida's incurious news media has largely snoozed the past ten years on what was happening in Hallandale Beach, with the Miami Herald not even regularly covering public meetings in-person, facts would come out that showed how self-righteous and self-serving former City Managers Intindola and Good were.

Intindola - May be time soon to publicly open-up on know-it-all ex-HB CM, and reveal 'inconvenient' facts he avoids really raised the hackles of former City Manager Intindola, since he doesn't like public criticism of any kind, so he accused me in print of being a liar, and thought he would embarrass me. But as you read the facts stated by Csaba below, you'll see that I was right and also see why Intindola's so sensitive -he's got a lot to be defensive about. And a lot to be embarrassed about!

Facts that would also show what a complete dupe Markoff was for continually singing the praises of someone like Intindola, who aggressively pushed a pension change to the City Commission one year before he retired himself, a change that he stands to personally benefit from to the tune of an extra $2.1 Million from HB taxpayers.


To paraphrase what I wrote last month on April 11th about former HB Commissioner and 2012 candidate William "Bill" Julian, "Ten years of NOT just being being wrong on the issues and facts that were important for Hallandale Beach's beleaguered  taxpayers and residents who wanted to see their city improved, but ten years of being stubbornly foolish and myopic in their bad judgment."
30 Weeks until Election Day, and candidate William "Bill" Julian STILL shows no remorse over his years of myopia, incompetency, apathy and bad votes that hurt HB taxpayers and made the city a laughingstock. Just like Comm. Sanders!

Dear Friends:


For a number of years, I have been very critical of the management and administration of our city of Hallandale Beach.
The Mayor and the City Commission, prompted by the City Manager, have made many terrible policy decisions over the past ten years that have put this city's residents and businesses on edge -and on the hook.


Today, I'm going to share with you a little of what I've learned and expose one of worst decisions ever made at City Hall, a decision that will continue to negatively affect the City’s finances and policy choices for the next 8-10 years.


Prior to September 30, 2001, the City of Hallandale Beach employed a 401K type pension plan for its Professional/Management employees.
On August 8, 2001, encouraged by then-City Manager R. J. Intindola, the City Manager voted to freeze the 401K retirement plan and institute a new DEFINED BENEFIT (DB) plan for the Professional/Management employees.
This policy change was entirely OPPOSITE of the direction that most entities were moving towards ten years ago.


The most damaging part of this particular conversion, not easily found in the supporting documents that were provided to me, was in the “fine print” of these ten-year old records, and here's why it's so damaging to Hallandale Beach's taxpayers and why perhaps the city has NOT made these documents so easy to access.
As they entered the new DB plan, this class of city employees kept their accumulated 401K balances.
When you start a new DB pension plan, it's generally the case that every employee starts out like a “new” employee, with ZERO years of “PRIOR YEARS SERVICE.”
Plain and simple -a new plan, ZERO years of prior service.


But NOT in Hallandale Beach!


In Hallandale Beach, every one of these professional employee started out the new DB plan not with zero, but rather with the number of years of “PRIOR YEARS SERVICE” they'd worked for the City prior to the new plan.


This one item, as best I can determine, has cost the City about $3,602,389 at its start, and the costs have only escalated over the years.
Let me illustrate the unfair and devastating financial effects of this last point by using two well-known employees as examples -former City Managers R.J. Intindola, who was the mastermind behind the new DB plan, and Mike Good.
They were two of the approximately forty (40) employees who were the major beneficiaries of this conversion.


(As an interesting side-note, the incoming HB City Manager, Renee Crichton, served as R.J. Intindola’s Assistant City Manager during the conversion period. Given her position at the time, she clearly had some degree of involvement in the entire process, but nobody on the City Commission inquired into the exact details of her involvement prior to her selection as City Manager. It was yet another missed opportunity for the HB City Commission to get the facts out to the public about the true state of its finances.)


But despite the City Commission agreeing to the very unusual step of counting past service from the start, instead of starting off with ZERO, it was not quite enough of a “gift” to the Professional/Management Employees.


Soon after the new pension plan started, “to improve morale and help recruitment”, and with the full support of City Manager Intindola, the Professional/Management employees asked the HB City Commission to improve their own pension benefits so that they matched those of the Hallandale Beach Police/Firefighters, which would mean granting full retirement benefits at age 52 for all Professional and Management Employees at City Hall.


Despite the preposterous idea of comparing working indoors at HB City Hall with the myriad duties and often risky job responsibilities performed by Police Officers or Firefighters, the HB City Commission agreed to the proposal.


R.J. Intindola worked for the City of Hallandale Beach for 20.67 years, but only one (1) year and one (1) month was under the new DB plan.
When he retired on November 9, 2002, he retired with 20.67 years of service, plus 4 years of “service buy-back”, for a total of 24.67 years of service.


With his average salary of $9,990 per month, due to these changes that he supported and which the City Commission approved, R.J. Intindola now receives $8,107 per month or $97,284 per year that he would not have otherwise received.
That includes the $200 “additional benefit” and $400 “contractual increase” per month, for good measure, until the end of his life.


He retired at age 52 and his life expectancy is 30 more years, therefore Hallandale Beach taxpayers can expect to pay him $2,918,520 (30 times $97.284).


Not too shabby for 13 months of work under the new DB pension plan he managed to shepherd thru the 2001 City Commission, which then consisted of Mayor Dotty Ross and Commissioners Joy Cooper, Bill Julian and Francine Schiller.


Now you may wonder, how much would R.J. Intindola have been entitled to if he did receive that 20 years of prior service years?
He would have been entitled to one (1) year of service plus 4 years of service buy-back equal to five years of service.


The 3.2% per year multiplier would have given him $1,598 per month, plus the $600 additional per month, which comes to $26,380 per year.
That total payout is $791,424 over his lifetime, but that is still $2,127,296 less than what Intindola is now scheduled to receive because the HB City Commission approved the changes without fully considering the long-term consequences of its vote in 2001.


Mike Good worked for the City for 20 years, but when he entered the DROP program on April 1, 2005, he had only 3.5 years under the new DB plan.
He purchased 5 years of service “buyback” to get to his 25 years maximum benefit of $8,672 a month.


Let me help you with the math: that's $104,064 per year, or $3,121,920 over the next 30 years.


Three Million, One Hundred and Twenty-One Thousand, Nine Hundred and Twenty Dollars.


Mike Good should have received 3.5 plus 5, for a total of 8.5 years of prior service.
His average salary was $10,840 a month, therefore he is entitled to $2,948 a month, $35,376 per year.
That is $1,061,280 over his lifetime but is actually $2,060,640 less than what Good is actually scheduled to receive now because of the City Commission votes.


So let's do the math.


These two city employees will cost the City of Hallandale Beach and its taxpayers $4,187,936 more than than they would have cost if our 2001 City Commission of Ross, Cooper, Julian and Schiller would have been smart enough to recognize the terrible misrepresentations of City Manager R.J. Intindola and his paid co-conspirator, consultant Rocky Joiner of The Segal Company, and voted NO.


(City taxpayers paid Mr. Joiner $15,000 for this marvelous retirement option for the very people who recommended him.)


If you were to analyze the rest of the employees covered by the same Defined Benefit pension plan, including our current City Manager Mark A. Antonio, you would be amazed to see the cost of that one obscure little clause in the pension documents.


The total unearned excess cost will be well over Ten Million Dollars.


As we have all watched with increasing dismay and genuine concern what has been taking place at HB City Hall over the past few years, we've all talked many times about the law of “unintended consequences” with respect to actions and votes by the City Commission.


But in my opinion, it was NOT simply an “unintended consequence,” rather it was the intention of the direct beneficiaries of the change -former City Manager R.J.Intindola and his then-assistants- to greatly benefit themselves at the expense of all the taxpayers of Hallandale Beach.


The recent special audit performed by Marcum LLP uncovered some 260 exceptions, mostly in the CRA, but as I have often stated publicly, in my opinion, we desperately need to have an “audit” done of the City Manager’s office.
In the past ten years alone, there have been so many “exceptions” made there that one could write a book about them.


My limited look at personnel decisions made by the City Manager's Office have raised a lot of troubling questions in my own mind, and I happen to be someone who firmly believes that HB taxpayers are entitled to have honest answers to those questions, since the HB City Commission, as presently constructed, is NOT interested in providing reasonable and logical answers to taxpayer's financial questions.


Whether answers to questions about why over-sized raises were given to “special” employees, or what precisely was behind a decision to make a $400,000 settlement with a former city employee to “make someone whole” at retirement time, or many others we still do not know the full answer to.


That's NOT by accident.


Many of us in Hallandale Beach know from personal experience that getting "public" information we're legally entitled to from HB city employees -and City Hall- is like pulling teeth. And it's equally true that unless you know ahead of time precisely what it is you want, very little information is voluntarily offered.
As if that weren't frustrating enough, it frequently seems as if the city intentionally misunderstands or misdirects your questions to further frustrate you.


Though I wish that it weren't true, because it's clearly contrary to this community's best interests, I am confident that the “word” comes down from the very “top” to keep information away from the public like it's a “nuclear secret.”

Coming Monday: first of several pieces on the Hallandale Beach City Commission's galling 'business-as-usual' attitude about issuing Hallandale Beach CRA loans -it's NOT their money, it's yours!

Tomorrow I'll have the first of several pieces on the Hallandale Beach City Commission and their galling 'business-as-usual' attitude about Hallandale Beach CRA loans, in this case, despite the absence of much-needed information and assurances to make a reasonably-informed vote on behalf of Hallandale Beach's beleaguered taxpayers.
It's NOT their money, it's yours!


It's as if they learned nothing from what the Marcum LLP semi-audit revealed -lackluster to non-existent internal controls and appropriate follow-up.


And from the perspective of a pro-reform person like myself who is and has been paying close attention, that's made worse when the elected officials refuse to step-up and do their job correctly.


Seriously, given what has gone on in this city for so many years, some of the matters that the Broward Inspector General's Office is currently investigating, what sort of elected officials consciously votes on giving a loan of $50,000 to someone without all the reasonable questions being answered in full, the very same ones that weren't asked for or demanded in many of those previous deals under scrutiny now, which have cost HB taxpayers not only money but aggravation and with precious little tangible results to show for it?


I would submit that it is elected officials who are likely to be kicked out of City Hall in November.


Trust me, what you will be reading here and contemplating the full meaning of, will only highlight for you all over again the full extent of the anti-taxpayer culture present at HB City Hall now, and the curious but consistent myopia of some city Commissioners here who claim to be doing their job effectively, but who seem never to have heard of the word "oversight."


That would explain a lot, wouldn't it?

When providing a Sun-Sentinel reporter with much-needed context re HB, we're reminded again of Comm. Lewy's penchant for craveness, verbosity & duplicity and City Manager Antonio's knack for under-performance

Above, one of the small army of City of Hallandale Beach vehicles -in this case, Code Compliance- that never ever move from their spot in front of or behind the HB City Hall/Police Dept. HQ complex off of U.S.-1/Federal Highway, even while residents and visitors often have to drive around and around the complex looking for a place to park. It's been like this all around the complex for well over eight years and the powers-that-be, Mayor Cooper and City Manager Antonio, continue to ignore resident's calls to keep city vehicles in the back. A few summers ago, a dry one in comparison to normal, I actually took photographs of a couple of COHB cars that had the same exact thing: spider webs that went from the ground to the back tire and then to the bottom of the back seat door on the Driver's side. That's the anti-taxpayer attitude that passes for normal here! March 21, 2012 photo by South Beach Hoosier. 


Below is a copy of an email that I wrote last Friday night to South Florida Sun-Sentinel reporter Tonya Alanez, who along with Sun-Sentinel columnist and blogger Michael Mayo, were in attendance at the March 7th Hallandale Beach City Commission meeting, sitting just a few feet away from me, as I recorded certain parts of the meeting and watched the usual antics of the Joy Cooper Rubber Stamp Crew, this time, as they tried to prove a negative -why the Marcum LLP report was actually, well, apparently  good news.

Yes, just ignore those 250 or so "exceptions" Marcum made note of in doing a very shallow review of just some records the city was willing to cough-up, not the array of ones the citizens of this community wanted reviewed for other factors, including fraud, given the millions of tax dollars involved.

No, this is NOT that promised review of the March 7th meeting I mentioned a few posts back, where there were a number of public policy issues that really stood out and demand your attention and notice.

For instance, Comm. Alexander Lewy foolishly making a motion to preclude the elected city commission from actually speaking on the matter of the RK Associates development project on N.E. 14th Avenue so the public in the Chambers could hear their rationale for voting however they were going to vote, on an agenda item I had forgotten was even going to be discussed that night.

Perhaps Lewy did so because developer RK has a solid and consistent history of late of NOT living up to their word or the signed agreements with the city on behalf of the city's taxpayers, something you'd think that City Manger Antonio felt was worth mentioning.
He didn't.
Surprise!

Those of us paying close attention to these matters the past few years already know, though I doubt that would include either Comm. Lewy or Sanders, given that they voted for the motion along with Comm. Ross and Mayor Cooper.

When I showed-up for the evening meeting I hadn't planned on speaking during the Public Comments on that agenda item, but after witnessing Lewy's galling gambit, and listening to an incredulous and quite reasonably-exasperated HB citizen, Michele Lazarow, ask Lewy to explain why he felt the need to make such an unusual motion -which I may've have witnessed maybe once in the past six years that I can recall off the top of my head- and her NOT hearing a good response from Lewy the Liar, I decided that someone need to be reminded of the pink elephant in the room.

After admitting I hadn't planned on speaking, I reminded everyone there in the room and at home watching via their computers, with great specificity, that RK was a serial violator, picking on but the lowest-hanging fruit -their complete failure three years later to comply with the city's signage requirements in the Publix grocery store parking lot off of NE 14th Avenue and HBB, per the surveillance cameras and the next-door Publix Liquor store.
The signs were supposed to be present when the liquor store opened but three years later -NADA!

I know about this because I'm the person who three years ago walked the city's wet-and- shriveled-up paper Code Compliance complaint into Publix and handed it to their on-duty manager, after seeing it lying on grass near the parking lot one rainy day while walking back to my home from a walk up to the beach and back.
Like me, it was soaking wet, and it looked to have long since been separated from the wooden stick it had been attached to, far from where anyone at Publix or RK would ever have sees it.
Yes, a case of Classic HB Theater of the Absurd!

Again, those required signs were STILL missing three years later!

And as if I could have scripted it better myself, that night, RK said it wanted to provide LESS than the required number of parking spaces the city's own staff was asking for.
Surprise!

Last I heard, they STILL owe the public parking spaces for other parts of their retail complex north of Hallandale Beach Blvd. over where the Kirova Ballet studio is located, towards Diplomat Parkway, but...
But again, this isn't THAT blog post!

Hmm-m...if you knew the true facts, you'd know why that Lewy quote from your article is a perfect combination of faux sanctimony and utter hypocrisy, and even more than is usually the case with any self-serving thing Comm. Lewy says, it's a case of consider the source...

Let me explain why.


As is customary in most American cities, the hefty candidate packets given to all city candidates in Hallandale Beach by the City Clerk's office upon filing have a section that details the city's own rules regarding where campaign signs can and can't be legally placed within the city.
(Did you know the City of Hallandale Beach also forbids candidates for any political office from using (independently-owned) bus benches within the city limits?)


So, given this information, you'd naturally think then that the same city Code Compliance Dept. that actually cited Comm. Keith London in 2010 for having his one campaign sign on his own front yard -since only one is allowed- a few inches too close to the sidewalk, WOULD see all if not some of the many illegally-placed Alexander Lewy campaign signs in front of and around HB City Hall itself for days and days during both Early Voting and prior to the 2010 General Election in November, right?


I mean especially since the Code Compliance office is right there at HB City Hall, and most of the cars in the City Hall parking lot off of U.S.-1 are assigned to Code Compliance, despite the fact that MANY MANY MONTHS often go by when those vehicles DON'T MOVE, while city residents continually strain to find a place to park for important evening meetings there, right?


And then when you add in all those myriad political campaign signs that have been plucked by Code Compliance for whatever reason, whether illegally or not, and which remain in the back seats of those very cars for days if not weeks at a time, as anyone who has been to City Hall at those particular times knows, including former candidates, well, it's so noticeable that observant people like me even snap photos of the signs in the cars, and see the same signs inside, day-after-day.


But to answer my own question, no, the city's Code Compliance office DIDN'T see those Lewy signs just feet away from their own cars, they just look the other way. 
That's how things are done here.


There's your enforcement of sign ordinances in this city -special rules for special people.


That is, unless you walk into City Hall and wait 10 minutes like I did for someone from that office to actually come to the public window so you can tell them and make a formal complaint when they say they'll get to it.
Unless you won't leave until you actually send a city employee outside their own building to pick the illegal signs up, and then wait and follow the city employee to see that they actually do it, since the signs have either been there illegally for days or the better part of a day, depending upon what day it is.

Later...

City spokesman Peter Dobens said the city is confident that its ordinance is constitutional but as a precaution has suspended enforcement while awaiting additional legal review and an opinion from City Attorney Lynn Whitfield.

"The city doesn't believe that it is a free speech issue, because it's clearly an advertisement. However, when it came up, that's when the city said, 'Let's take a look at it,'" Dobens said.

Now that's funny!

It's really too bad that as has been the case for YEARS now, the Sun-Sentinel, the Herald and all of South Florida's TV stations missed the two public meetings, where the City Commission showed no interest in the First Amendment rights of HB business owners, as well as the city's P&Z meeting weeks before that.

I'm sure that if this had been attempted in another city closer to, well, the oblivious Herald's own HQ, given the likely economic results, it would've gotten some coverage, but if it happens in HB, no, everyone in the news room just shakes their head and says, "No, we'll pass."

Not that this lack of living bodies in the back of the room stopped me:

As it was, when I specifically asked the city's staff at the P&Z meeting during public comments whether or not any of those affected businesses, especially the ones that the city was clearly targeting, had been informed about the proposal, that meeting as well as the upcoming Commission meetings by the city, i.e. them, to ensure some degree of fairness, given that nobody was there, they basically shrugged their shoulders.

There's your evidence of the City of Hallandale Beach going the extra-mile for local businesses!

And yet how entirely predictable was the result of the city's actions?

I already knew from experience that there would be a drop-off for the affected businesses, and as you dutifully reported...

Seven out of 10 customers said they came to his gold-buying business because they remembered his Uncle Sam sign holders, Ezekiel said. Business is now down about 40 to 50 percent, he said."We're crippled enough in this economy, there's no reason to cripple us more," Ezekiel said. "It's like a billboard, they constantly see it, he makes them laugh, he makes them smile and they remember and they come in."
When the business closes up, and it becomes yet another one of the many, many empty storefronts in this city, esp. on HBB in particular, be sure to make plans to come back around HB City Hall and ask the same city commissioners who voted for it whether they have any second thoughts, and even better, just whom do they think is really going to rent those storefronts anyway, some upscale businesses looking to relocate?
Really?

And yet even while they purport to be working towards solving a problem few people think is a real problem, the city looks the other way as the folks from PAL -who already get plenty from HB taxpayers, with little oversight- can put up their advertising signs, sandwich board signs and even city-owned electronic message boards all over town, regardless of whether it's fair or even placed in a safe location, something they don't do for even the city's own important meetings.

Yes, like the Golden Isles Tennis Center where the mayor plays, whose sandwich board sign has been on a median near the Publix on HBB almost un-interrupted for years.
Huh, I wonder why?

Over-and-over in Hallandale Beach under Mayor Cooper, it's a case of special rules for special people.

Next time you're driving south to Hallandale Beach from Hollywood on U.S.-1, one of the city's three main streets, pay attention to how many city blocks on your right -the west side- between Atlantic Shores Blvd. and NE 3rd Street actually have an open business.

There's one (small) block.
That's it.

Though you and I have never officially met or spoken, you're probably smart enough to realize in advance that you are never going to get anything even remotely resembling the unvarnished truth from the city's not-so-talented and not-so-observant new taxpayer-financed spin-meister, Mr. Dobens, given that this city under this administration, for all its lip service, prefers to keep its residents in the dark for as long as possible, rather than trust them to make up their own minds with freely-shared information.
Like adults.

I strongly suggest you take a look at these contemporaneous comments and photos of mine so that when the city loses its case, as I'm sure they likely will, you'll at least have some knowledge for better understanding that they never really took anyone' else's opinion into consideration.

That's how they do it here under the present Joy Cooper Rubber Stamp Crew.

The first dozen or so photos that appear in the search results are all ones that I snapped at the time -there's your proof of both his obliviousness and his hypocrisy, both of which have been on almost continuous display since he was elected, and which shows no sign of abating.

you DON'T mention that the predicate for this was City Manager Mark A. Antonio and his staff failing to make copies of Marcum LLP's supposed last-minute four-page addition to the public record, actually available to the public, who'd been waiting for the agenda item to come up for quite some time.

Marcum's reps publicly stated that they had turned over the documents to the city at 4 p.m., but though Antonio and his highly-paid staff of assistants had well over five hours to make copies by the time it finally came up -since it was NOT on the city's own website, and yet would be voted upon- Antonio & Co. failed to do the logical and responsible thing, which in case you forgot, even Mayor Cooper was not very happy about either.

So, Antonio having failed to do something simple and obvious, while they yakked and yakked and actually debated whether or not to direct the staff to make copies, someone showed some initiative and got positive results.
Which is why they took the 15-minute break after Comm. London returned with copies for everyone in the room to actually read for the first time, including the taxpayers in the room, whom they all supposedly work for, though you wouldn't know it from their attitudes and work ethic.

While I like most concerned residents of Hallandale Beach am glad to see someone from the South Florida news media actually showing-up here for a change -and actually staying for the whole meeting- while I'm mindful of the fact that you have limited space, if you can't actually make more of an effort to incorporate any of the actual context or nuance that's actually going on here, frankly, in my opinion, it's actually almost worse than nothing, because it perpetuates the popular idea among the extant news media that the residents of this particular community are entitled to LESS actual democracy, transparency and competency in government than other communities, or news coverage, simply because of where we live in South Florida.
We aren't.

Rip-off! Jaw-dropping new details emerge on how former Hallandale Beach City Managers R.J. Intindola and Mike Good reaped millions on their pensions for time NOT "earned": What did Mayor Joy Cooper know?

And soon, finally, here on this blog, you'll read exactly what the actual cost of their consistent bad choices, collective inattention to detail and complete unwillingness to perform basic oversight functions of their office will end up costing this city's beleaguered taxpayers for decades to come: millions more than necessary. Intindolaand Mike Good will finally be spilled and made public here on my blog that tell you more than you could've ever imagined about how these two individuals took FULL ADVANTAGE of the longtime lack of prudent oversight by the Hallandale Beach City Commission, to, essentially, rip-off Hallandale Beach taxpayers to the tune of MILLIONS of dollars, thru a defined benefit pension system the two pushed, created and maintained. which will personally net them more in payments than they actually "earned" thru their years working for the city.

And to the surprise of no one, the very same names and faces responsible for that financial disaster that HB taxpayers will be paying for for years to come -Dotty Ross, Joy Cooper, William "Bill" Julian- also had their fingerprints all over the lack of oversight revealed in the recently-released Marcum LLP report I have written about here, a report, not an audit, and which I remind you, only examined certain matters, not all the ones that pro-reform, pro-audit forces in this city have long been clamoring for for years, but prevented from getting by the longtime powers-that-be at HB City Hall - Joy Cooper's anti-reform Rubber Stamp Crew.

Even longtime followers of the three-ring circus in Hallandale Beach across the street from Gulfstream Park Race Track will hit their forehead in exasperation as details and inconvenient facts finally make themselves known, and may even find themselves saying, "Even for Hallandale Beach, this is shocking."

Teaser Alert: Why didn't former City Attorney David Jove ever publicly disclose whether or not he already knew weeks BEFORE the late April 2010 continuing-circus over Mike Good's dismissal/firing/resignation, about the legally-binding deal that Mike Good had previously signed years before that specifically prohibited Good from working for the City of Hallandale Beach past the first week of April 2010?

Why didn't current Hallandale Beach Mayor Joy Cooper or well-compensated then-Assistant City Manager Mark A. Antonio, the current City Manager -whose last day is June 29th- or, then-and-current Deputy City Manager Nydia Rafols-Sallabery publicly disclose this important information, making the whole absurd and exasperating situation that actually occurred, completely un-necessary?

And honestly, if they didn't know the facts about such an important matter, what does that say about them and the fact that the three highest-ranking people in the city DIDN'T know in advance when Mike Good's last day as City Manager would be, when a letter with that very information was likely already sitting in his file in the city's Personnel Office?

What this means, of course, is that as I and several concerned citizens had argued then and in the two years since, that Mike Good was NOT legally entitled to any severance package of extra benefits from the Hallandale Beach City Commission and Hallandale Beach taxpayers, since his last day, legally, was in the first week of that month, weeks earlier.

To paraphrase what I said two years ago in one of my posts about that expensive and completely un-necessary  Mike Good debacle which cast such a negative light on this city,

Once again, Hallandale Beach's citizen taxpayers are forced to try to make sense of the inexplicable that has become our norm the past ten years.

I'll have more news to share about the Marcum LLP report on Hallandale Beach City Hall over the next few days, not only my own individual take and that of other outraged HB residents, but also the lame and preposterous excuses that were predictably trotted-out by Mayor Joy Cooper and her Rubber Stamp Crew -and City Manager Mark A. Antonio- on why they weren't aware of SO MANY TROUBLING EPISODES that were like exploding emergency flares being fired off into the night sky.

Episodes that were largely ignored by Mayor Cooper, Dotty Ross, William "Bill" Julian and Anthony A. Sanders, all of whom had a moral duty to look out for the long-term financial interests of HB taxpayers -but didn't.


Frankly, you could add up all their efforts, individually and collectively, and it might barely fill a sewing thimble, which is a real indictment of their lack of their seriousness, their general unfitness for office, and their laissez-faire attitude, with some barely awake at some meetings.


Yes, the Marcum findings, somewhat superficial as they necessarily were, due to what the powers-that-be at HB City Hall didn't want them to do or discover -fraud, for instance- were the logical consequence of the Commission's chronic lack of oversight, a hole in the security fence that city employees have come to take advantage of for years, like a sleeping watchdog.


But before I get around to posting my impression on that very long night in a few days, I wanted to first post this copy of an email I wrote and sent to Comm. Keith London Wednesday afternoon, about two hours before that night's City Commission meeting, where the Marcum report was, of course, the main subject du jour.


I meant to post it online before heading over to the 7 p.m. meeting, but was having more trouble than usual with the Google Chrome OS crashing over-and-over, and after reaching the point of frustration, just gave up on the idea, grabbed something to eat and headed over to HB City Hall.

Dear Comm. London:

Tonight, the long-suffering taxpayers of Hallandale Beach will finally hear the FINAL gory details of
Marcum LLP's audit of the City of Hallandale Beach and its entrenched anti-Sunshine, anti-taxpayer
culture.
I will be in attendance, eager to hear the city try to explain away all the inconvenient facts raised by
this audit, which is only of just some of the financial records -NOT all the ones- that Hallandale Beach
taxpayers have long had serious questions and reservations about.

Because I am someone who for years has publicly advocated more transparency and accountability
at Hallandale Beach City Hall, both among elected officials and city employees, NOT more spin and
stealthiness, and was very much against the idea of this small city hiring someone to act as an official 
spin-meister, rather than simply being MORE forthright and forthcoming with the community with
PUBLIC INFORMATION, at some point or another in the proceedings, I'd appreciate it if you mentioned
to everyone in the room that even while trying to effectuate a whitewash of this embarrassing situation,
the city has once again been both clumsy and incompetent.

As of 4:45 p.m. today, on the city's own website, http://www.hallandalebeach.org/ under News &
Announcements the top story is to a link that the City Manager Antonio and his staff are labeling,
Independent Audit Firm Finds City, CRA Adhere to Best Business Practices

But what you actually encounter when you open that link is the preliminary report of last September,
titled, City of Hallandale Beach Agreed Upon Procedures September 2010NOT the updated and
more devastating report that was recently delivered to the city and not placed on the city's website
until Saturday.

To be honest, I thought it was unusual that the city's official response to the audit, what I call a
whitewash, was actually a COHB press release that was actually sent to me from Mayor Cooper's
personal email account, not from City Hall itself, but that's how things are routinely done here,
isn't it?

I know that I am not the only HB resident that really appreciates the fact that despite great odds,
your longstanding commitment to bringing more accountability and transparency to the public policies
and financial doings of this city, and especially getting that audit in the first place -since your colleagues
on the commission were not so sanguine- have proven somewhat successful.

Having gained at least a peek into the mess the city has been in for more than a few years, I fervently
hope that you follow this up and make a motion to have all or more of the city's financial records FINALLY
come under some objective and professional scrutiny, and perform a full-blown audit, not one where
the city gets to pick and choose what can be seen and under what circumstances.
Like what we have now.

The new Marcum LLP report shows why anything less would be merely whistling past the graveyard,
especially given the city's looming huge pension payments and the city's longstanding proclivity to
balance the annual budget thru borrowing from its reserve.
