Part 1 of 2 - re Hallandale Beach's groundbreaking tonight at B.F. James Park and the lingering controversy re the swimming pool situation in this small city. Why did the cost for this Hallandale Beach city park DOUBLE to $5 Million, which means that there's now NOT enough money to fix South Beach Park, the busiest part of the city beach?

So, why did the cost for this Hallandale Beach city park -B.F. James ParkDOUBLE, which means that there's now NOT enough money to fix South Beach Park, which is actually the busiest park in the city and the busiest part of the city beach?

Remind me again why B.F. James Park will place a brand new pool with bells-and-whistles 1.7 miles from the existing city pool at Peter Bluesten Park, the city's largest park, that's also scheduled to be changed and improved in the next few years? 

The city pool that in the nine-plus years that I've lived here has NEVER had even one directional sign on U.S.-1, two blocks away from it?
Which is why some people don't even know the city has a pool.
Even people who've been elected President of the HB Chamber of Commerce.

HB taxpayers can't seem to get answer for any of these simple questions.

There was nothing on the city's website last night about what this park will actually look like when it's finished, though we know what the city said they wanted most on the 2.35 acres in Northwest HB:

The City of Hollywood, over four-times larger in both physical size and population than HB, has exactly one municipal swimming pool. 
It looks like Hallandale Beach and its 4.2 square miles may well soon have two, with the new one located exactly 1.7 miles from the other.

The reality of the matter is that if you want to go swimming in this city it is both cheap and convenient already. 
In fact, you can catch the city's mini-bus at O.B. Johnson Park and  be taken to Peter Bluesten Park and the existing swimming pool for free in less than ten minutes.

While I have been a very strong and vocal supporter of the HB Parks Master Plan in general,

and have attended 95% of all the meetings on it all over this city from the very beginning -even attending the Parks Advisory mtg. to hear the spiel from the consultants at Bermello Ajamil Partners Inc. before the public officially heard it at a City Commission did- you can't convince me thru the use of facts that a city this small having two separate swimming pools within two miles of one another makes financial sense for this city's taxpayers.

The money used for the second pool would be better spent being used to create something in the spaces that the city has already bought and purchased for park land for MILLIONS, esp. on Old Dixie Highway, since at present, all those acres of dirt have had nothing done to them other than, foolishly, a fence being erected around it in June of 2012, even though nobody was ever
there because, oh right, there's nothing there.
So why the fence?

In any case, the city left the gate open -there was no lock on it!!!

Which is why in no time, people were consistently dumping materials there that became hills.
That only got cleaned-up LAST MONTH!

It only took a year for the city to get that mess a block from HB City Hall cleaned-up!

Even worse, there is no sign of any kind along Old Dixie Highway indicating WHEN it will be an actual city park after MILLIONS of dollars have already gone out the door.
Where's the specific timetable and benchmarks?

Is it because they simply don't have a plan that makes sense, and are afraid to share THAT with the public, its true owners?

But then the lack of an actual logical plan is not something that has troubled mayor Cooper and the City Commission in the past, now is it?

Yet again we are confronted with first-hand experience of seeing that everything in this city, esp. the simple things, seems to have a preference for being done in an obviously indifferent half-assed fashion.
When will it end?

To get some answers, I suggest some of you start calling the city's PR flack, Peter Dobens at 954-457-1493 or pdobens@cohb.org and ask him for some answers on why such basic information about the park is STILL NOT on the city's (second-rate) website for taxpayers and residents to see.

City seeks green certification for park building

Hallandale Beach is planning an environmentally friendly building at B.F. James Park.

The city is planning to seek a Leadership in Energy and Environmental Design certification for the 3,800-square-foot building, which will house restrooms and administrative offices. Construction will start later this year, and the city recently approved two contracts (totaling about $70,000 and funded by Hallandale's Community Redevelopment Agency) to help with the LEED process.

The LEED standards are established by the U.S. Green Building Council and recognize eco-friendly designs, construction and other environmentally friendly projects.

"It's a whole new building, and when we put it up, we will be using renewable materials," said Rafael Perdomo, a city engineer and green initiatives coordinator. "The playground materials will also have recyclable content, and the lighting in the park will be high efficiency."

Renovations at the park, at 101 NW Ninth St., are part of a citywide master plan that involves the overhaul of several recreational facilities. Phase I of the project includes Scavo, South Beach and B.F. James parks.

"It's 60 percent complete and in the design phase," Perdomo said.

Plans for B.F. James also include a swimming pool, a playground, basketball courts and parking spaces.

Perdomo said the LEED project is part of a larger focus on being more environmentally friendly, including exploring eco-friendly alternatives to using chlorine in its municipal pools.

"At the Foster Park building, we have limited parking on purpose because we want to encourage walking or riding a bicycle to the park," he said. "We have bicycle racks, and we also have priority parking for hybrid vehicles and for those who carpool."

Lifeguard Tomas Lopez helps save the day at the city's public beach but get's fired for his trouble. Meanwhile, Hallandale Beach City Hall continues to act neglectful and NOT do what it's legally supposed to do around the beach areas, and nothing happens. Nobody is fired. Just more mindless bureaucratic apathy and incompetency from the same old crew!

I  just needed to clarify something.

Something the city already knows about, which is the city's legal responsibility and a HB taxpayer's lawsuit nightmare if someone is injured?
Yeah, sort of like the city still not having fixed or replaced 28 broken lights at Bluesten Park, three blocks from City Hall, for well over nine months and counting... 

Specifically, the lifeguard stand on South Beach that still has graffiti on it and had metal city signs underneath it for 4-5 months because the city's DPW is so poorly managed and bereft of anything resembling a strong work ethic or attention to detail, to remove them and place them in the correct place? 
And which was still under the South Beach lifeguard stand many weeks after I first called DPW on my cell phone in late May while standing next to it, to complain, when these photos were taken?
Those lifeguard stands?

The beach where not so far away from those old and unsafe lifeguard stands there are faded, 30-year old Broward County signs from when southern Broward County was still using the 305 area code, the Miami Dolphins were still playing in the Orange Bowl, and BEFORE Dan Marino was playing quarterback for the Dolphins?
That neglected public beach?

Do you mean the beach where the weekend before the city's Parks Master Plan meeting of Monday May 31st re possible changes and improvements to South Beach, the sign with the meeting info came down, and rather than simply re-hammering it into the wooden pole, someone from the city dragged it next to the dumpster and left it there?
Which, of course, meant that anyone who went to the beach that entire weekend or Monday morning who didn't already know about the meeting would have had no idea about it, or what the rendering on the left actually meant?
That neglected public beach?

The beach with the nearby dumpster without the fence enclosure the city requires of all businesses owners in the city with dumpsters, to hide the dumpster from public view, just like the city has been violating its own ordinances for YEARS at North Beach?

After I saw this for myself the afternoon of the meeting, I actually left the beach and drove over to City Hall and spoke in-person with the new Parks Director at her office to both tell her what I'd seen, but to also offer it up as yet another self-evident example of how things were/are routinely done in this city since I have lived here -with a lack of professionalism and with an almost completely contemptuous disregard for the taxpayers and residents of this city.
Which is to say half-assed! And with no consequences for continued sub-par performance.

But the reality is that in this city, it's DPW who is in charge of the beach, not Parks & Rec.
That's where the blame lies, along with just-departed City Manager Antonio, and the current Mayor and City Commission.

Could there possibly be any garbage dumpsters in South Florida that are closer to the Atlantic Ocean than these two from the City of Hallandale Beach at North Beach? (The ones you can see because the city doesn't have the required fencing hiding them.) I don't think there are! 
Area to the left is The Apogee condos in Hollywood under construction. 
The public beach where for years, as they do elsewhere, the city just laughs at following its own rules and ordinances, to say nothing of city commissioners ignoring state laws about NOT illegally parking in disabled parking spaces?

One of the many photos I snapped over the years of Julian's ID on dashboard while he was parked illegally in disabled or disabled- access parking spaces next to the Beachside Cafe at North Beach.  

(The latter is a common sense state law that for YEARS was routinely abused by former HB Comm. Bill Julian -running again this year- when he drove to the Beachside Cafe, continually parking in what was then THE only disabled parking space nearby, being sure to let everyone know whose car it was, as ID shows.)

Like the public beach -as depicted in photo above- that has dumpsters that have only needed lids that actually fit and cover the garbage since... 
Those public beaches?

The beaches that rightly ought to be taken away from the control of the city's DPW Dept., who have clearly demonstrated over many years that they are clearly NOT interested in giving HB taxpayers the appealing and clean beach they desperately want, and NOT giving them a dollar's worth of service for a dollar's worth of taxes?
The ones whose care should be outsourced to a licensed and experienced contractor to beautify and properly maintain?
Those public beaches?

Oh, okay, now I got it.
I just wanted to make sure that we were talking about the same beaches in HB I know about, and have been closely observing for years as they have fallen into rapid decline due to the city's very own longstanding neglect, apathy and incompetency.
After all, I certainly wouldn't want to jump to any erroneous conclusions.

Kudos to Tomas for keeping his integrity intact and not hesitating from doing the right thing.
I only wish that most of the people at Hallandale Beach City Hall who've been making the big bucks for years were as deserving of the community's trust, respect and admiration as Tomas was by his display of integrity.
But they're not.

No, sadly, my experience is that when they actually do the right thing, it's usually by accident, NOT by design.
And the proof of that is all around us in this city.

The role of PAL in the City of Hallandale Beach, and specifically, in the larger debate about the HB Parks Master Plan and the city's priorities

Below, an email sent to Hallandale Beach City Manager Mark A. Antonio about Thursday morning's 10 a.m. presentation of the Hallandale Beach Parks Master Plan by consultants from Bermello Ajamil & Partners (B&A).

Dear City Manager Antonio:


I don't know whether I'll be able to attend Thursday morning's meeting on the Hallandale Beach Parks & Rec. Master Plan, so I'm sending this email now so that my longstanding concerns -shared by MANY other HB citizens- can be received and addressed whether I make it to the meeting or not.


Before I get into the bills of particulars, I would like for you to spend a few minutes before the presentation begins and publicly explain what the role of HB PAL is in this city, and, specifically, what their role is and has been within the larger public debate on what the priorities of the City Commission should be with regard to any publicly-financed parks, ball fields, swimming pools or Dog Parks in the future.


I'm not sure whether or not you're familiar with what I have stated previously on this subject or not, but among other things, I'm NOT a fan of the way that the people associated with the HB PAL like to throw their weight around, seemingly able to do whatever they want or get whenever they want in the way of resources, including getting the city's mobile electronic message, boards or information sandwich boards placed on medians along HBB or U.S.-1 or anywhere else whenever they want, but actual important city events I could name, seemingly can NOT use them.


I'd also like to state publicly that I and more than a few people in this city believe it's a clear conflict-of-interest for someone like Barbara Southwick to be on both the PAL Exec Board AND also not just be on the city's Parks & Rec. Advisory Board, but be it's obstinate Chair.


Far too often for comfort, she seems oblivious to the legitimate and reasonable concerns of others in the community, much less, the dozens of longstanding problems at the city's fields, parks and beach that many of my friends and I have previously discussed in private among ourselves, with photos to back up our concerns, esp. the issues of public safety and incompetent and slothful city employees who do NOT perform professionally or with courtesy.


(Just to name a few of many I could cite: the dreadful public safety conditions of Bluesten Park at night because of inadequate or missing public lighting -near the pool and in the parking lots on S.E. 5th Street; the new taxpayer-financed recycling bins being completely underutilized and yet kept directly in the path of the Fire Emergency exit since April of last year; the lights of the walking trail/Paracourse located on the NE corner of the park going from only five of 25-plus working to just 5, and fairly recently, ALL of them being out at night.

It's hard to figure out how so many HB city employees can be OBLIVIOUS FOR SO LONG when these things are self-evident to anyone paying attention...


And speaking of self-evident, don't mention it, but the street lights on Old Dixie Highway adjacent to the park and City Hall have been out for well OVER A YEAR. Somehow, despite all the city employees and vehicles that go by there at night, including the Police Dept., they ALL have managed to completely ignore it and not taken steps to contact FP&L.)


Last July at a City Workshop at City Hall on auditing, Barbara Southwick took the opportunity to go off on a completely unbelievable and mean-spirited personal harangue against several concerned HB citizen taxpayers who actually attended the meeting and contributed their thoughts.


She went on at length, choosing to blame HB citizens for the city's problems instead of the elected officials and city employees who are, in fact, not only responsible, but who are PAID to do their job competently and professionally.

But Barbara Southwick was just warming-up.


Days later, at the first public Parks & Rec. Master Plan meeting, held at the North Beach Community Center, the first time the public had been allowed in the facility since it was given to the city MANY YEARS prior, Southwick AGAIN tried to manipulate the scope and nature of the proceedings by trying to invalidate the legitimate concerns and thoughts of concerned citizens with whom she disagreed with.


That particular day, that included most of the citizens present, some of whom wanted to make sure that more activities for older kids, esp. Middle-School age kids, were brought into the discussion and seriously considered, including, possibly, at Scavo Park.


That PUBLIC city park, of course, is not PRIVATE land nor is it located on a condominium where a Board of Directors could create whatever rules they wished for, provide security at their own cost, or otherwise legally keep other HB citizens out.


It's crystal clear to many in this city from the many Parks & Rec. Master Plan meetings that have been held the past year that many residents living near that public park have come to believe that HB City Hall has given them what amounts to a heckler's veto on any ideas or plans relative to the park's future that are NOT palatable to them personally.


It's a public park in a city that's starved for parks, yet they act like they can prevent other residents of the city from enjoying it or even making suggestions for improving it for the larger community.


(Just to remind you, the city NEVER posted any promotional fliers, erected any sandwich boards on or near the beach or sidewalk for that first Parks Master Plan meeting, nor did they post any inside the North Beach parking garage -near the ticket dispensing machine- or at the South Beach parking lot, all of which should've happened ten days prior. Nothing on the medians of HBB or U.S.-1, either.

That would've been a good time to have the city's mobile electronic message board on the sidewalk near the Water Fountain the previous weekend, so people could see it and make plans to attend, but it didn't happen- Again.)


At one point in the proceedings at the North Beach bldg., when I was asking a question from the back of the room -where I video-recorded the entire meeting- Southwick actually stood-up from her seat as if to answer it, even though my question was obviously directed to the consultant, Randy Hollingsworth.

I did my best to keep her from deconstructing my questions but she STILL insisted on answering, and even managed to get in her unsolicited two cents during other residents questions, too, something that was totally inappropriate and galling.
Why was this allowed to take place, over-and-over?
It was a thinly-veiled attempt to shield her and her PALs from any valid public criticism, of which there is plenty, even if not vocalized there.

A number of people came up to me after the meeting -or contacted me in the days following- and said that they were upset that Southwick seemed free to interrupt whenever she felt the urge, and it only added to her reputation of a bully who consistently tries to squelch open public debate in this city.

I've been told recently that PAL has, apparently, told the city what THEY would like to see on a temporary basis at the former Tower Mobile Home site purchased by the city, adjacent to Bluesten Park, on Old Dixie Highway.
I'm confused, when was THAT public discussion held about what the community might like to see on an interim basis?

Once again, it seems that PAL is wagging the dog, instead of being one voice out of many in this city.

It's hard not to notice in such a small community that certain people seem to have an ability to effectuate what actually happens here in ways that are completely disproportionate to the larger community, and which are often both inexplicable or contrary to the public good.

In that respect, it's hard NOT to notice that while there have been any number of city-sponsored public meetings/forums/workshops that have lacked adequate public outreach/communication the past few years -far too many for me to name here- yet somehow, the Hallandale Beach Tennis Center -which has a direct connection to Barbara Southwick- has been able to keep an information sandwich board advertising tennis lessons on the east-side median of Hallandale Beach Blvd. & 14th Avenue... since LAST YEAR.

People in this city see that day-after-day and it causes them to ask questions about how and why things like that continually happen, even while, for instance, there have been no fliers publicly distributed and posted, no information sandwich boards erected, or mobile electronic message boards strategically positioned, advertising the PUBLIC meetings for the city's newly-installed Charter Review Commission, which is surely as important if not more so than tennis lessons.
Not even on the city-maintained permanent message board on S.E. 3rd Street and U.S.-1 in front of the County library branch.

Yes, the same message board one that for months has mistakenly advertised the second City Commission meeting of the month at 7 p.m., despite the change to 6 p.m. a number of months ago
.

There's no need to respond to this in writing, I'll look for your reply at the meeting, either in-person or via computer if I can't make it.

Keith London's Wrap Up of the City of Hallandale Beach City Commission Agenda for May 16, 2011 and May 18, 2011; Sadly, it's all true!

To quote and paraphrase myself from February:

If you think your City Hall is screwed-up, read Hallandale Beach City Comm. Keith London's review of two recent days at the office -and it's all true!

The following comments are an email that I and many other Hallandale Beach citizen taxpayers and residents received from City Commissioner Keith London about the last two City Commission meeting, most of which I was present for.
From my perspective, they ring 100% true.
Sadly, all-too-true

The second meeting referenced below, of May 18th, started at 6 p.m. and didn't finish until after Midnight.
I left after 9 p.m.

I don't know about where you live, dear reader of the blog, but in this city, with its particular population and problems, it SHOULDN'T take six hours to conduct a public meeting when there is NOT some 'Code Red' issue before the commission involving dozens and dozens of members of the public speaking.
Especially for only four elected officials.

The ridiculous length of these meetings, as well as Mayor Cooper's longstanding inability to let someone speak without instantly giving her take on whatever they say as soon as they are finished, are exactly the sort of things that cause Hallandale Beach citizens and business owners to stay away and NOT participate.
It's for those reasons and so many others that I say with disdain, with the current crew in charge, there is no such thing at Hallandale Beach City Hall as a "time certain" agenda item.

Highlights of this Workshop

· Hallandale has a “Deficit of Open Space”…insufficient parks to support the population.

· City Commission approves $17 to $39 million in expenditures on the Parks Master Plan.

· Commissioner London makes a motion to change the way Hallandale calculates “Public Open Space”. Currently, waterways are included in the calculation despite the fact that most residents do not have access to our waterways. - NO SECOND

· The Commission learned the Bluestein Park water tower has been so badly neglected over the last 10 years (during the Mike Good and Mayor Cooper tenure) it may be more cost effective to have it removed. If this had been properly maintained, this would not have happened.

· Unfortunately, much of the City’s infrastructure has deteriorated thanks to poor regular maintenance.

· A $4 million beach renourishment project will not move forward because the City of Hallandale Beach was not awarded a matching $2 million grant.

o The City has $2 million budgeted for this $4 million project.

o The City consultant is still measuring the sand on the beach to provide a baseline in case we experience a hurricane or other natural disaster.

o The City will continue to look for funding sources.


5. CONSENT AGENDA

· Commissioner London again voted against minutes and will continue to vote against minutes until we return to summary minutes in support of government transparency.

Presentation of Final Parks Conceptual Master Plan Designs
· Commissioner London makes a motion to make the residents’ petition part of the official record and minutes

o Some Hallandale Beach residents took it upon themselves to establish a petition with hundreds of resident signatures to voice their displeasure of a 4-story parking garage proposed to be built on South Beach in Hallandale

· Commissioner London’s Motion Passed 4:0 – ROSS Absent

· Commissioner London made another motion to include correspondence/petitions/information pertaining to agenda items dealing with development in the City (i.e., above petition) in the official back-up materials received by the City

· Commissioner London’s Motion Passed 4:0 – ROSS Absent

· The following individuals spoke regarding the Parks Master Plan in the different areas of the city:

FINAL SUMMARY

· At the end of the day, there are truly no winners or losers as far as the Parks Master plan is concerned

· Issues voted on and any decisions made will not take place any time in the near future due to lack of funding for all projects included in the plan

· This was an exercise of a big picture but not a reality

· The reality is the City of Hallandale Beach does not have the funding to implement any of these projects in the near future

· The financial scope of funding necessary to accomplish the goals of the Parks Master Plan shown ranges between $17 – 39 million

· Currently, the City has $5.5 – 7.5 million to fund this project

· No decisions were made on how to spend the actual funding available

· It should be understood, any decisions discussed and voted on during this meeting are not binding on future City Commissions

· The next Commission meeting discussing the Final Summary Report of the Parks Master Plan is Thursday, July 14, 2011 at 6:00 PM


B. Pursuant to Chapter 23, Section 23-107(5), Exception to Bid Requirements, Hallandale Beach Code of Ordinances, Request Authorization to Enter Into an Agreement with Ballard King and Associates in an Amount Not-To-Exceed $40,500 for the Development of a Parks and Recreation Operations and Management Planning.
· Passed 4:0 - ROSS Absent

7. OTHER

· Commissioner London discussed his idea of increasing the amount of open space throughout the City with little to no additional costs to the current residents

· Commissioner London expressed the need for the City to become more proactive in our Comprehensive Plan requiring developers to either provide land or money to upgrade our parks and open space

· Commissioner London made a motion to amend the Comprehensive Plan to achieve these goals – THERE WAS NO SECOND TO THE MOTION BY ANY OTHER OF THE 3 COMMISSIONERS

· City Manager Antonio agreed and thought the concept was worthy of discussion

o What is the status of the development of the citizens’ budget advisory committee proposed by Commissioner London last year? – ANSWER – City Manager Antonio stated he provided a report and stated he felt this concept was not beneficial for a city the size of Hallandale Beach

o What is the status of the special internal audit? – ANSWER – It is 75% complete

Pursuant to Chapter 23, Section 105, Award of Contracts, of the City of Hallandale Beach Code of Ordinances, Request Authorization to Award Miller Legg and Associates, Inc. a Task Order for Additional Engineering Services for the NE 8th and 10th Signal Modification Analysis in Accordance with RFP #FY2007-2008-004, Continuing Services and Comprehensive Services, for an Amount not to Exceed $12,200. (Staff: Director of Utilities and Engineering)

o Passed 4:0 – ROSS Absent

B. Discussion of Acceptance of Calculation Report by D. Moss and Associates Providing Calculation of Economic Value of Access to Groundwater Located in the City of West Park. (Staff: Director of Utilities & Engineering)

o This item was deferred at the request of City Staff

C. Discussion of Comprehensive Annual Financial Report Presentation to Commission. (Staff: Director of Finance)

TO BE HEARD AT 6:45 P.M.

· A report/information was provided by the City’s new auditor as follows:

o The auditor requested an additional $50,000 to complete the audit

o During the course of the audit, many red flags have come up during the test cycles of the city’s books

o The auditor required over 40 journal entries be fixed

o The auditor is requiring the City to provide an actuary study for their professional management retirement plan – the city has never performed an actuary report on this before

· This auditor performs audits for more than 30 municipalities in South Florida

· Normally, 1,000 hours is budgeted for this type of audit; yet the first year they budget 1,300 hours for the initial audit

· They are currently at 1,800 hours for the City’s current audit – obviously showing a tremendous need for the City’s finances to be scrutinized

· The auditor stated if they are going to continue servicing the City they will have to revisit/revise the contract

· The Commission authorized an additional $20,000 in payment

· Csaba Kulin spoke and asked the Mayor to request from the auditors the type of “red flags” found – MAYOR COOPER NEVER RESPONDED

D. Pursuant to Chapter 23, Section 105, Award of Contracts, of the City of Hallandale Beach Code of Ordinances, Request Authorization to Award RFP # FY 2010-2011-001 Foster Park Community Center Construction Project to Recreational Design & Construction Inc. in an Amount Not-To-Exceed $1,589,600; furthermore, authorize a 10% Contingency for Unforeseen Circumstances. (Staff: Director of Public Works)

TO BE HEARD IN CONJUNCTION WITH COMMUNITY REDEVELOPMENT AGENCY AGENDA ITEM #3.B.

This item pertains to a proposed civic building at Foster Park
There has been little to no discussion of how this building will be utilized – hence what is the true need to spend $2 million on a new building since the Hepburn Center is two blocks away
Because of a conflict of interest due to financial incentives in the project directed to Weed and Seed (Jessica Sanders, Vice Mayor’s wife, is the site coordinator) and Eagles Wings (operated and controlled by the Sanders), Vice-Mayor Sanders had to recuse and remove himself from Commission Chambers during this discussion and was not able to vote on this item
The bidders receive additional ranking points for this project if they utilize local vendors/workers in the area to work on the project to hopefully stimulate the local economy and provide jobs
During the presentations from the two contractors present, the following information was provided:
$25,000 was to be provided to Weed and Seed to Bond and Insure workers for this project who could not obtain bonding independently
$24,000 was to be provided to Eagles Wings to employ part-time workers to train individuals in the concept of affordable housing
There are some red flags evident for payment of these services to both of these organizations for the following reasons:
Weed and Seed is not trained or authorized to issue both insurance and/or bonding
The training in the concept of affordable housing by Eagles Wings has no impact on the construction of a civic building at Foster Road Park
These financial incentives to both of these organizations are questionable at best!!!
Passed 2:1 – LONDON NO – ROSS ABSENT - SANDERS RECUSED AND UNABLE TO VOTE ON THIS ITEM
Final Summary

Commissioner London voted NO on this topic for the following reasons:

As much as it is nice to construct a new building in the NW section of town, we first need to refurbish and take care of the civic buildings already in existence (i.e., Hepburn Center located two blocks away)
There is only so much funding available at the City to fund projects, and there is no money allocated for projects in this facility once constructed
Currently, the Hepburn Center does not have adequate funding to provide the services asked of them
This money could be better utilized to fund needed programming at the Hepburn Center, as well as refurbish its existing structure
The Parks Master Plan consultants explained the City of Hallandale Beach has more than enough buildings and structures throughout the City; what is vitally needed is more services
It is necessary for the City to be fiscally prudent and not just spend money on a new building to win elections!

E. Consideration of an Application by Chaya Aydel Seminary, Inc. for funding in the amount of $200,000 through the Hallandale Beach Community Redevelopment Agency's Business Incentive and Enticement Loan Program. (Staff: CRA Director)

TO BE HEARD IN CONJUNCTION WITH COMMUNITY REDEVELOPMENT AGENCY ITEM #3.C.

· The Chabad of South Broward requested a $200,000 loan from the City’s CRA to upgrade their facilities

· This will provide approximately 20 additional jobs at this facility

· Commissioner London asked some of the following questions:

o Does this meet the constitutional requirement of separation church and state? – ANSWER – City Attorney Jove responded it does if the money is utilized for the building

o Is the City obtaining a first or second mortgage for this loan? – ANSWER – the City will not be 1st or 2nd but more like 3rd or 4th

· Chabad of South Broward will provide quarterly payroll documentation to ensure the creation of 20 jobs

· Passed 4:0 – ROSS Absent

· At 11:00 PM the Commission unanimously voted to continue the meeting until midnight

· At midnight the Commission voted 3:1 – LONDON NO to continue until 1:00 AM

· Commissioner London left the meeting at 12:10 AM–

· This City Commission should be more efficient and able to utilize the time to accomplish the completion of all six City Business agenda items

Comm. Keith London's April 'Public Forum' will be NEXT Tuesday, and Broward Comm. Barbra Sharief will be Guest Speaker

I meant to post this a few days ago after Hallandale Beach Comm. Keith London first mentioned this schedule change to me, but since he has now sent out an email today with more information, I'm going to post that as written:

Everyone,

The Commissioner London “Public Forum” has been moved from this Tuesday, April 19, 2011 to Tuesday, April 26, 2011 from 6 - 8:00 PM in observance of Passover.

Please plan on attending there will have be a special guest speaker, Broward County Commissioner Barbra Sharief – District 8 from 6:00 PM – 7:00 PM. Commissioner Sharief will provide information regarding what she is doing for her constituents in Broward County and will answer any questions.

Commissioner London will be speaking at the LaMer Condominium on Thursday April 21, 2011 at 7:00 PM about the Parks Master Plan everyone is welcome. Important information will be discussed and any questions you may have will be welcomed.

Other Topics to be discussed are:

· The 2011-2012 Budget Work Shop scheduled for Saturday, April 30, 2011 at 10:00 AM
