Subpoenas finally drop on the heads of Hallandale Beach officials, including Mayor Joy Cooper, and now the Joint Legislative Auditing Comm. is showing genuine interest in getting the WHOLE TRUTH from the HB CRA about what happened to all that money. Yes, the scandal in Broward County involving MILLION$ that the South Florida Sun-Sentinel and their Dana Banker & Rosemary Goudreau have been ignoring for months. Future owners of the Sun-Sentinel, please take note!

The Florida Legislature’s joint auditing committee is wading into Hallandale Beach’s questionable spending of local redevelopment funds, demanding that city officials explain the use and handling of those funds.
Legislators who head the committee also are urging the city commission to ask Florida’s Attorney General for a new opinion to clarify how Community Redevelopment Agency (CRA) funds can be spent. City leaders have challenged a previous opinion.

While all you regular readers of the blog know by now that I've written FL state Senator Jeremy Ring about the HB CRA scandal before, perhaps some of those fact-filled emails I also sent to the fair-minded state legislators on the Florida Joint Legislative Auditing Committee and certain members of the FL House and Senate leadership who still genuinely care about public accountability and the public good, emails that I've never mentioned before, have finally worn away their natural skepticism that things here in Hallandale Beach at the CRA could really be as bad as we all knew they were in fact.
Nothing like having the facts on your side in an argument, and we've all collectively had facts by the mountain-lode from the very beginning.

HB City Hall, on the other hand, had it much easier.
There, highly-paid city employees only had their never-ending desire to keep Mayor Cooper and her Rubber Stamp Crew happy, and spending money where she wanted it spent, without having those pesky problems of caring what actually happened to the money or even whether it was spent the way it was supposed to, albeit, for impermissible purposes.
Finally, a few rays of sunshine...

This afternoon, former Hallandale Beach Commissioner Keith London, a friend, sent the following comments out over the transom, and I thought they were worth your attention.

Last week Commissioner Michele Lazarow and I spoke to the Broward County Commission regarding the “Gross Mismanagement” by Hallandale Beach of its CRA.

On Friday I received a copy of the letter from the Florida Legislature Joint Legislative Committee demanding specific action(s) by the city of Hallandale as outlined in the Broward Office of the Inspector General official report title “Gross Mismanagement”.

As a “concerned citizen” I also spoke with the Florida Auditor General’s office and requested they perform a complete audit of Hallandale CRA under Florida Statue Chapter 163. I was pleased to see their office was copied by the Florida Legislature Joint Legislative Committee letter on Friday.

In addition, the State Attorney’s office has issued subpoenas to the city of and at least one elected Hallandale Commission member seeking documentation into the “criminal investigation” of Deborah Brown.

The above information is vastly different than the story Cooper portrays in her writings in the Sun Times last Thursday (the newspaper which receives $50,000 annually from the City and a CRA grant of $25,000) – click here.

The State Attorney’s Office, Florida Legislature Joint Legislative Committee, Florida Auditor General, Broward Office of the Inspector General, and The Broward County Commission will surely enjoy reading the rants of denial in her article while the investigation continues.

Officially, those photos that I sent some of you by email last Tuesday afternoon of Keith London and Mayor Joy Cooper at the Broward County Comm. meeting ran at the Broward Politics blog, so if you were to go to the Sun-Sentinel's website, they don't appear in search results.

Here's the link to the reader comments to the strange S-S photo gallery of Tuesday, the one that incorrectly implied that Mayor Cooper would speak, which if the Sun-Sentinel's Tonya Alanez had simply read the agenda docs, she'd know that was NOT going to happen.
Not that they went back to correct that, after-the-fact, as would happen at most newspapers!

And where's any mention of what was actually said about the HB CRA at that meeting, either in the morning or later in the afternoon on Tuesday?
There is NONE.

If you want more proof of the Sun-Sentinel's obliviousness to this story, consider this.
If you do a search on the S-S website itself, there's nothing on their website about the HB CRA scandal or what Keith London or Comm. Michele Lazarow have said about it, whether last Tuesday or in the past few months, even though it's clearly news.

So, obviously, there's also no high-minded editorials from them about the HB CRA scandals and HB City Hall's longstanding lack of ethics.
LOL!

In fact, what Michele actually says or does or thinks about any issue of any kind at HB City Hall has never caught the attention of the S-S since her election in November.
Nothing about a single issue in 7 months according to their own records!

Yes, despite everything that has happened here over those same seven months.

Your first reaction upon hearing this likely to shake your head and say 
"How in the year 2013 can that be true?"
There's your local news coverage, Sun-Sentinel style.

Some well-informed people around Broward have been suggesting something to me for many months and now I'm officially going to share this bit of groupthink with you, though that was before I started hearing last week that subpoenas were on the way:

They believe that Sun-Sentinel columnist Michael Mayo has thrown in the towel on HB and is no longer going to get exorcised by what  happens here, since he believes that the Broward State Attorney's Office doesn't want to do their job and neither does FL Attorney General Pam Bondi's office, either.

They further believe that Mayo sees writing a column about HB, like he once did fairly frequently for a few years, as a losing proposition, and that he no longer thinks it's worth the time or effort because nobody cares what happens here.
In that respect, he'd just be like News4, NBC6 and 7News, who have been invisible on this story.

Here's your snapshot of newsroom editor Dana Banker's commitment to fair-minded local news coverage as viewed thru the prism of someone who lives in my city and who is well-informed -nothing.

Well, I watched the whole  kungliga brรถllopet, royal wedding, LIVE on Saturday morning here in Hallandale Beach via both SVT Play and TV4 Play, going back-and-forth at the beginning but mostly watching SVT after the "I will's" and  the "Ja's," 

Just like the annual Super Bowl, I pride myself on ignoring the lengthy pre-game coverage because at this point, you either fully know what's going on and everyone's back story or you don't, and I do with the happy couple, so I picked up the coverage right about 10 a.m Miami time and watched with great interest and amusement with my legal pad on one side of my desktop and some cold Dr. Pepper on the other. 

(I don't think I've watched more than five minutes of the annual marathon of pre-Super Bowl TV coverage since the last time the Redskins played, when I lived in Arlington County, VA -January 1992.)

I found it sort of amusing in a counter-intuitive way that in a country as cosmopolitan and outward-looking as Sweden that a TV commentator actually seemed a little out-of-sorts that so much English was being spoken, but then Chris is British and American, and his family and friends could hardly be expected to undergo a crash course in Swedish just to know what was going on and being said at the Royal Chapel.

And in his case, getting married on LIVE television, with millions watching, knowing that EVERYONE is focusing intensely on how he acts or any little mannerism or tic, it's not too much to ask that you get asked such important questions in English.

There were two pop songs that were sung very nicely once Madeleine and Chris were up front together for what what turned out to be quite some time actually compared to many weddings, royal, celebrity or otherwise.

If it were me choosing the music, instead of the latter song, I'd have chosen one which I know would have brought a big knowing smile to nearly everyone's face, and maybe even caused some people to sing sotto voce to themselves in church, since it's an instantly recognizable song that nearly everyone can sing because of the easy phrasing and tempo.

* One last thing and I've gone back-and-forth on even mentioning this but....
There are, sadly enough, thousands if not tens of thousands of people in Sweden and elsewhere in the world whose lives are so miserable and full of bitterness -i.e. they have few friends and low self-esteem - that they have nothing better to do than troll on YouTube writing stupid and inane comments about the various videos regarding this weekend's wedding, insisting that Swedish taxpayers paid for everything associated with it, which is NOT true.
And that it's a conspiracy or it's this or it's that or...

No, Madeleine's father, King Carl XVI Gustaf, is a very, very wealthy man, and while he isn't Queen of England wealthy, he has the means and the desire to pay for whatever needed to be paid for related to his youngest daughter's wedding.
It's really as simple as that.

Madeleine, having the personality that she does and being fourth-in-line to the throne, knows perfectly well how bad it would look for everyone concerned if the taxpayers were being forced to pay for her wedding and the bridal flourishes within it.

If taxpayers paid for it, you would have heard about that already, wouldn't you, no matter where YOU live?
If that were the case, the very competitive Swedish news media would be in a feeding frenzy to get to the bottom of it, leaving no stone unturned or invoice ignored.
And even in the U.S. and Great Britain, whatever information the Swedish media had unearthed would've surely made its way into the American and British dispatches about the wedding in the months leading up to it, wouldn't they?
Of course.
If it was true and there was proof, that would be hard to ignore. 

But it isn't true.
You didn't read about it or hear about it because it's NOT true.
Roger Lundgren, the editor of a Swedish magazine about royalty, told Associated Press news agency the occasion was not as big as Crown Princess Victoria's wedding "because Madeleine is not a successor to the throne".
"Secondly, this is a private wedding - the king is paying for it himself," he added.

But some people, whether sheerly out of ideology or cynicism and bitterness can't accept reality.
They can't accept that their wanting it to be true in order to prove some political point, DOES NOT make it true.
Only supportable facts make it true, not ideology.

IF it were the opposite, that is, as all the oddball know-it-alls keep claiming, she would be properly mortified and no doubt insist the wedding take place in New York -where they already are living and plan to keep living- to prevent her father from being placed in a bad position.
Because her father has the means to pay the freight, the wedding was in Stockholm.
It's no more complicated than that.

I mention all this because I shared this small but fairly well-known fact yesterday with someone online, and this morning, I'm getting dozens of angry emails from people, mostly in Sweden and other parts of Europe, who insist that, contrary to the maxim proposed by the late U.S. Senator Daniel Patrick Moynihan, they are entitled to their own facts.
No, they're entitled to their own opinions, not their own facts.

It just seems very strange and quite sad to me that so many people want to take the time to show how truly uninformed they are to strangers who actually know the facts. 
Trust me, if I don't know something, the last thing in the world I'd want to do would be to contact someone who actually knows what they're talking about just to show how ignorant I was.
But clearly, everyone doesn't feel that way!

Especially people who spend an inordinate amount of time on YouTube watching videos that seem to make them angry politically.

Knowing what Madeleine has been through the past few years, I'm very happy for her that she can FINALLY have the life she's wanted all along, and has FINALLY found the peace of mind she's longed for...

But as these emails I've received make clear, lots of people want her to be just as plain miserable as them.
But she's not -she's very happy and relieved!

The Dept. of Public Works (DPW) location that the City of Hallandale Beach is telling residents to go to in order to pick up sand bags if they need them due to flooding, 630 N.W. 2nd Street, is adjacent to one of the great exercises in make-work that any South Florida government is currently engaged in, in this case, the so-called Historic School House Restoration that is taking years longer to do than it'd have taken to build from scratch.

Almost everyone who knows me reasonably well knows how much I revere history as well as my longtime concern for historical preservation, a fact buttressed by my stack of ten years worth of the National Trust for Historic Preservation's Preservation magazine in banker's boxes in my garage, back when I lived in Arlington County, VA for 15 years, something I've mentioned here previously.

But as for this particular building, well, it's the proverbial exception to the rule.
It's preposterous on its face and nobody I know here has any idea if there's even an actual meaningful deadline for the rehab of this school, or where it will be located for good when it's finished, to say nothing of who'd actually come visit it, given how the city has treated other publicly-owned properties over the years, to say nothing of the deplorable condition of the beach.
(Like the North Beach Building on State Road A1A that the taxpayers of this city own but are NOT allowed to use unless they pay for it, unlike city employees in the past few years who've used it as the site for holiday parties, though most of you reading this already know all this very well.)

In short, this out-of-the-way, nothing little building that is barely thought about is already a White Elephant before it's even finished.

Trust me when I tell you that it looks the same now as it did six months ago and nine months ago, and that I have the photos to prove it.
I also have friends who can confirm this who also share my anger at what this place represents, since it's a place I drive by at least once every ten days to see how much time is going by without anything tangible actually getting done.
Therefore it serves as the perfect example of how things really get done here.
They don't.

That's the mediocre neighborhood where the city's sand bag operation calls home.
That too is an eye-opening experience to behold, and a case study in how simple things have been botched and remain half-assed in Hallandale Beach for so long, that some citizens choose apathy instead of normal civic engagement because it's easier than dealing with the mind-set at City Hall.

It's long been perfectly clear that the sandbag operation is now so unsatisfactory that it no longer meets many residents's basic expectations because it's neither well-organized nor well-managed, and so is actually bypassed by many residents who prefer to buy sand bags at retail shops because it's more predictable and organized.
Yet the city persists in acting like it's actually accomplishing something.

This operation has for years been one of the five most-widely told HB anecdotes by both myself and my friends in explaining to new residents, outsiders and the news media how much this city genuinely seems to be run more for the benefit of the city's employees rather than for the benefit of residents, since nothing else explains the level of absurdity that's apparent to the naked eye.

If you were starting such a program from scratch in your own town, there are any number of things that you would want to ensure were done and in place before a storm in order to satisfy the residents of this city -your customers!
However fascinating and original that list in your head is, though, frankly, it doesn't matter, since those are NOT now the primary considerations of the City of Hallandale Beach, nor have they been in the nine years that I have lived here.

Here in Hallandale Beach, 
a.) The sand is dumped inside a fence and on the side of a two-lane road
b.) Both the immediate area and the sand itself are uncovered, not even by a tarp
c.) The sand is deposited in an unlit area
d.) They use large orange safety cones as funnels.

For many years I've asked a number of common sense questions of the city about how this particular set-up could possibly be anything but a Keystone Kops routine-in-the-rain given all the above parameters.

I've asked why people who live in low-lying areas that are always hit hard -mostly in northeastern HB- are, from what I hear, NOT able to get sandbags in the weeks before hurricane season starts, and even more importantly, why the city adamantly refuses to fix these self-evident problems, or at least relocate the sand prior to approaching storms or once it's clear that clouds bringing downpours are static, like what we had here a week before Christmas in 2009, Dec, 18th and 19th, that left much of NE HB under water.

The city already has the necessary resources it needs to show some common sense and relocate the sand, the bags and the shovels to a better location that is well-lit, has some cover, and that makes it easier to distribute, no matter the weather.
Even a place that can do two of the three tasks is greatly preferable to continuing to have it in a location that has none of them. 

Despite the city patting themselves on the back afterwards, the city was judged by the people I know in that area to have responded very slowly, and actually made things much worse in some cases by needlessly driving their city trucks thru streets like NE 8th and 10th Avenue where the wakes that were created went straight into residents homes.
People were irate!!!

(Because it's HB, once the city finally erected some small warning signs on the north side of Hallandale Beach Blvd., near NE 10th and 12th Avenue, in one case, they actually left some of the signs up for more than four months, which confused drivers, esp. out-of-town visitors coming out of Gulfstream Park's northern entrance at HBB, many of whom go north on NE 10th up to Atlantic Shores Blvd. to avoid the heavy U.S.-1 traffic to the west.)

The whole scene is embarrassing and completely counter-intuitive to helping the largest
number of residents as quickly as possible.
But the city won't budge despite how ridiculous it is and needs a more sane and logical operation.

Just so you know, this is one of the many dozens of problems in the city -and constructive suggestions- I spoke to Assistant HB City Manager Jennifer Frastai about four-and-a-half-years ago that she never followed-up on, and never contacted me about which flowed from our infamous one-hour meeting at City Hall in the City Manager's conference room, mentioned most recently on the blog on April 29th:

*By the way, I noticed Friday night that the street on the west side of HB City Hall that the HB Police Dept. regularly uses was completely impassable, even while U.S.-1 in front of HB City Hall was bumper-to-bumper from HBB south to Ives Dairy Road until about 9:30 p.m., making for a very unsafe scenario for ambulances trying to reach Aventura Hospital on U.S.-1 and N.E. 209th Street.

I know because I live near HB City Hall and ended-up walking along U.S.-1 to the Aventura Target on N.E. 213th Street to get some things because the traffic was so bad.

** Oh, and as usual, as I found out around 8:30 p.m., ALL the street lights on S.E./S.W. 3rd Street near the FEC Railroad tracks were out, AGAIN -and all the ones from Bluesten park north to 3rd Street- meaning during a downpour there, you are literally taking your life into your hands at night!
Even if your car's defrost is on overdrive!

The Obama administration is secretly carrying out a domestic surveillance program under which it is collecting business communications records involving Americans under a hotly debated section of the Patriot Act, according to a highly classified court order disclosed on Wednesday night.
The order, signed by Judge Roger Vinson of the Foreign Intelligence Surveillance Court in April, directs a Verizon Communications subsidiary, Verizon Business Network Services, to turn over 'on an ongoing daily basis' to the National Security Agency all call logs 'between the United States and abroad' or 'wholly within the United States, including local telephone calls.

Within hours of the disclosure that federal authorities routinely collect data on phone calls Americans make, regardless of whether they have any bearing on a counterterrorism investigation, the Obama administration issued the same platitude it has offered every time President Obama has been caught overreaching in the use of his powers: Terrorists are a real menace and you should just trust us to deal with them because we have internal mechanisms (that we are not going to tell you about) to make sure we do not violate your rights.
Those reassurances have never been persuasive — whether on secret warrants to scoop up a news agency’s phone records or secret orders to kill an American suspected of terrorism -especially coming from a president who once promised transparency and accountability.

I'm curious if any Miami or FTL-based federal officials have a similar M.O. to avoid compliance. Not that the local news media will investigate this unless a local federal employee comes forward to say so.
