Below, for your consideration, some carefully chosen words of wisdom, borne of experience, to carefully think about in the coming days before the City of Hallandale Beach city and CRA budget meetings take place next week, Tuesday August 29th and Wednesday the 30th, at Hallandale Beach City Hall, which is open to the public.
At the bottom, following my comments, I have a copy of some well-thought out concerns
from my good friend and fellow Broward County civic activist, Csaba Kulin, someone who has been working tirelessly for years in 1,001 ways for HB to be the well-run city its residents want it to be. 
And deserved all along.

In my opinion, next week, many LONG OVERDUE actions will need to be taken by the HB City Commission to ensure that steps are being taken so that genuine financial accountability will FINALLY be undertaken that protects the city's residents and Small Business owners immediate and long-term future needs
It's hardly surprising that some of those necessary actions will cause some immediate pain and hardship to more than a few people, mostly city employees.

But in my opinion, however painful, these cost-cutting moves need to take place now because despite what Mayor Joy Cooper has been saying to her loyal minions and acolytes around the city and to the news media, such as it is, Hallandale Beach is in very dire financial situation.

Not quite where the City of Hollywood finds itself now financially, but not so far behind that the situation in HB could not be MUCH WORSE if bad and preposterous decisions of the sort that had become normalized at HB City Hall continue.
Preposterous decisions that continually rewarded poor performance and completely-inadequate oversight, and put HB taxpayers behind the financial eight-ball.

In my opinion, that's because rather than making some hard-but-necessary decisions in the past, of making some necessary sacrifices towards the long-term good, the Cooper Rubber Stamp Crew borrowed and borrowed and borrowed. 
And to what end?

Too often, to pay current operating expenses, the worst possible reason if done more than once for a non-emergency.
It has been my experience over the years that there are more than a few residents and city employees in HB who have a completely unrealistic opinion as to what the proper function and purpose of a city government is.
As I expect will be shown next week, finally, the city's core function is NOT to provide a job and a good-paying pension to anyone with a heartbeat, regardless of their ability and actual performance.

This particular city budget will be the first one that will be examined in depth by three people on the Commission -Keith London, Michelle Lazarow and Anabelle Taub- who genuinely want MORE public accountability and oversight over how city funds are spent since I first returned to South Florida in late 2003, after 15 years of living and working in the Washington, D.C area.
That's a very long time for hard-working people and Small Business owners in HB to have to wait for the sort of overdue common sense and hard questions that are normal pretty much everywhere else in cities when it comes to budgets.

More than a few of HB's Small Business owners have moved out of town specifically because of the combination of foolish financial and public policy decision-making being done at HB City Hall, often based on which of the Cooper Rubber Stamp Crew's friends could benefit from city funds.
Many of them are the very same people who were given a look by the Broward Inspector General
Names that I have mentioned on this blog many times over the years, and spoken to many of the same people reading this now, including print and TV reporters..

But in Hallandale Beach, for years under big-spending and thin-skinned Mayor Joy Cooper, the tradition for the City Commission was to essentially tell every Dept. head and every bureaucrat appearing before them at budget time that they were doing a really great job.
Somehow, everyone is in charge yet nobody is responsible!

And then the City Commission would borrow money from their Reserves to give them baubles and gloss that would make this city appear semi-normal, when it was anything but that.
For far too long, collectively, the five-member HB City Commission did NOT take their financial oversight responsibilities seriously at this time of the year, with some members NEVER asking one question, even  when it came to funding the largest Departments in the city. Why?

One of the answers, perhaps the most obvious to someone like me who knows their backgrounds, is that for so very long, none of them were current or former business people who had either owned or operated a very successful business for any reasonable period of time.
They've literally had no business acumen to draw up on.

But it was also true that one of the reasons might be that, simply put, for many of the past City Commission members, being liked by city employees, going along to get along, always seemed to be more important to them than being respected for doing a good job.
Every year, thru their words and actions, the Hallandale Beach City Commission showed that they really didn't know how to handle or mange public money.
Instead, whatever the city's senior staff said was okay by them.

But some of us knew then -and know now- that the city's bureaucracy, particularly its highest-ranking and highest-paid bureaucrats, often weren't telling the WHOLE TRUTH
Weren't always disclosing important facts or potential conflicts, or even filling the City Commission in on what the practical long-term effects of doing something would necessarily be.
You know, the very sorts of things you would think their job would require them to do if they really wanted to keep their job?

In the opinion of myself and many other concerned people in this area of SE Broward, Florida's third-largest county, the bureaucracy has used that inattention to detail by the Commission to allow a succession of poorly-performing City Managers and Assistant City Managers to say and do pretty much whatever they wanted.

As if they were the ones really making policy.
And they were - in conjunction with Mayor Cooper.

How many times have I personally seen the other four City Commissioners finding out at a Commission or CRA meeting or Workshop, about an important decision that had been made at City Hall without their knowledge or required assent/consent because Mayor Cooper and some bureaucrats had decided it needed to happen?
Dozens and dozens of times...

Making the role of the publicly-elected representative sort of an afterthought, right?

For instance, to cite a particularly galling case, that time in 2013 when Gulfstream Park 
Race Track & Casino, the largest employer in the city, and located directly across the street from Hallandale Beach City Hall, started building "temporary" horse barns on the south side of the track and to the southeast of the Village at GP retail complex off U.S.-1/South Federal Highway, without having been issued building permits? 

So because they were used to getting what they wanted from the mayor, whose campaign they had always dutifully contributed to, they just kept doing what they wanted because they knew they could pick up the phone and call the mayor and bypass the normal administrative process, as well as their attempts to punish the city's Building Inspectors for actually doing their job correctly.
So without any information for the other Commissioners to read, Mayor Cooper tried to get them to waive the $52,000 in fines incurred by Gulfstream, owed to both the city and the State of Florida. 

Fortunately, that effort failed. 
That time.

Me? 
I'm the person who actually called investigative reporter Bob Norman at Channel 10 shortly after I was an eyewitness to this craziness and gave him the incredible play-by-play of what had transpired, along with some needed nuance and context.
And what do you know, soon thereafter, this story appeared on TV to make crystal clear to people throughout South Florida what had taken place in Hallandale Beach.

After several lengthy emails to the many Usual Suspects throughout our area and the state -including many of you reading this post today- describing the dysfunctional situation that never got investigated by the broward inspector general, I posted this photo-filled blog post on November 5th, 2013:

On Wednesday night, Hallandale Beach Mayor Joy Cooper has to defend her freelancing, breaking of city's rules in order to help her friends at Gulfstream Park Race Track & Casino with bldg. code fines they EARNED. Again! Her campaign contributors, Gulfstream Park, must really love her "Special Rules for Special People" form of advocacy, but why does she save her energy & love for a multi-million dollar company instead of insisting they follow the law and finally fix up their appearance problems?

I especially like this part of what I  wrote:

...It's clear that Joy Cooper, quite literally, sees herself as indispensable.
But she is the mayor of a small city with a city manger form of government, not the mayor of a large urban city with a strong-mayor form of government, yet despite this difference and the well-understood written rules about what is and is not acceptable, she just keeps doing whatever she wants and dares anyone in a position of authority to stop her.

Cooper continues to show that she wants to make as many important decisions for the city (and everyone else) as possible, without adequate vetting and public disclosure.
As she tried to do on September 25th...

Based on what they have said and done the past nine months in genuinely reforming or dismantling many aspects of the incurious culture and operations at Hallandale Beach City Hall, clearly those days have come to an end under Vice Mayor Keith London and Commissioners Michelle Lazarow and Anabelle Taub.
The possibility of being a normal city and erasing the label of being a perpetual municipal laughingstock in South Florida is at hand.   
Finally!

After everything that I have seen and observed over the years in Hallandale Beach, where people with responsible jobs and impressive titles -and accompanying large salaries- were neither impressive or responsible to HB taxpayers best interests, I believe the best plan to put the city on a more sound financial footing is one that forces "Innovation by Subtraction" down the throats of HB city employees.


Far too many people within the city's bureaucracy have grown complacent and shown that they can not manage effectively or sensibly.
Let's stop pretending they can, and start making some long overdue changes.

My plan as of today, unless some big news comes up that takes my attention elsewhere, is to give LOTS of examples of this during those upcoming meetings, often with relevant photographs or video here at the blog to illustrate my points.

After getting Csaba's email, my initial thought was to write a lengthy email of my own to Mr. Carlton, largely echoing and expanding upon many of Csaba's common sense thoughts and concerns.
But I've decided that I'll wait a bit so that I can be even more specific to Mr. Carlton and others about, how in my opinion, it seems that after a generally positive start, he's been more slow than I'd like to fully grasp the reality this area has had to live with for so many years regarding the city's policies, practices and budget priorities.
(How people with self-evident conflicts of interest had far too much access to and control over public funds, as well as the setting of public policy.)

Namely, who said what, who did what, and who in a position of authority,did nothing at all, when doing nothing only made very bad things even worse.
And what better time to acquaint Mr. Carlton with the facts and reality than when the city's budget is being written, examined and voted upon?
Clearly, there is MUCH he has to learn about what's been going on in HB for years,

Dear City Manager Carlton,
In the second Florida Bulldog article (7/19/2017) about Commissioner Sanders “pattern of misconduct” you were quoted “… It is extremely disappointing that there is no outrage in the community about these programs. No demands for reform have been publicly made to date”.
I disagree with those comments. Our community has been loud and clear on this topic for almost a decade.
We just could not get past Cooper/Julian/Sanders/Lewy to do anything about it.  
Do you want us to demonstrate on the steps of City Hall?
Do you want us to disrupt City Commission Meetings like an unruly mob?
Do you want us to threaten members of the City Commission?
No, that is not us.
We did better than that. We elected Commissioners Lazarow and Taub with a mandate to “drain the swamp” at City Hall.
Along with Vice Mayor London they hired a new City Manager, a new City Attorney and we expect you to clean up the mass left behind by the previous administrations.
We want you to focus the ongoing forensic audit on identifying all fraudulent transactions, recover all ill-gotten funds, and prosecute everyone who broke the law.
We remember the 100 million dollar budget of the past; we remember the 480 employee count. During the last five years it grew to a 135 million budget and 560 employees. How many of these new employees working on the “core functions” of the City?
I know you are busy so I will not go on. I am confident you will do your best and I support you in this effort.
I know it hard to put “genie” back in the “bottle” is six months.
I copied a few friends and encourage them to comment on this topic. They may have some additional good ideas for you to consider.

Watch out Hallandale Beach taxpayers! Stop them before more CRA money goes into another foolish, sweetheart deal. Hallandale Beach CRA wants some people to make a profit while taxpayers & Small Business get to play the Bank and bear all the burdens and risks. Why would that be a good idea?



On Saturday afternoon, one of the nicest days weather-wise we've had in many weeks, I was able to spend a few hours with my friend and fellow civic activist Csaba "Chuck" Kulin driving around and looking at many places/problems in all parts of the city that he or I -or in many cases, most of you- have some very legitimate concerns about as it affects public policy or public money or, in the case I'm writing about today, BOTH!
(I'll get to those other concerns in future posts, with helpful facts and photos as usual to give you the context and nuance you need to make your own decisions.)
One of those concerns is actually going to be the focus of a 6:00 PM public meeting tonight of the Hallandale Beach CRA, Agenda item 10-A, that I strongly urge you to attend and ask some very hard questions about, lest money from the Hallandale Beach CRA once again be used to continue the many frustrating YEARS of unsound public policy and irresponsible financial moves under Mayor Joy Cooper when she and her Rubber Stamp Crew had a firm lock on deciding issues at Hallandale Beach City Hall, as both City Commissioners and Directors of the CRA.
Those days are now over, thank goodness, and a 3-2 pro-reform majority currently holds sway in Hallandale Beach, but there are still many stinky deals that are legacies of those previous bad ideas, and one of them will be discussed tonight.
Do I even need to tell you that the people who want your money will be well-represented to try to take it away from you, no matter how fiscally unsound their ideas will be for you and the larger community.

I leave it to Csaba to further explain the general particulars and remind you that his letter below is merely an overview of what the problem to be dealt with is, so please show up tonight prepared to become better informed as well as let your voice for logical public policy and fiscally-sound financial decisions be heard by people on the dais who have said they are for doing things now the right way in this community: with the maximum amount of accountability, transparency and common sense
Which is to say, qualities which have been all too rare the previous 12-plus years here.
Where the public's best long-term interests are protected and enforced rather than private interests getting first dibs on public monies, no matter how preposterous their scheme is.
We have to prevent a situation in future where HB residents and Small Business owners will be cursing themselves and the fact that on February 13th, 2017, they failed to wake-up to what's involved here -and what this bad deal represents- when this sweetheart deal can be killed if you simply let your elected representatives know that you are against more bad, fiscally unsound deals that benefit a few at the risk of the the whole community.
After all, since the November 2016 election that changed the direction of things in Hallandale Beach and set a course for a different direction, have you heard or seen people at City Hall like Mayor Joy Cooper and Comm. Anthony A. Sanders or their sycophants in the community who backed bad deals like this publicly profess any regret or remorse for championing bad deals that hurt taxpayers and the community as a whole, with precious little to show for millions of spent CRA dollars?
No, you have not, and for the simplest of reasons. 
They DON'T regret their votes for these bad deals and they don't have remorse for wasting millions of dollars.
Their regret is that they can not continue to approve bad deals because they no longer have the will and means to force that upon the community, even when everyone speaks out against it.
Now, things are different. 
But you still need to do YOUR part.

RE: CRA February 13, 2017 Item 10 A Donaldson-West Venture, LLC
Chair Person, Vice Chair, Directors, Executive Directors and Staff,
The CRA received during the previous administration an unsolicited proposal from Donaldson-West Venture, LLC to build 10 townhouse units on Foster Road. The developer is asking for $90,000.00 “CRA Contribution” per unit, a total of $900,000.00. It is broken down to $184,000.00 the value of the three (3) CRA owned lots and $716,000.00 of CRA Gap Grant funding.
It is a typical Hallandale Beach CRA “Private/Public Partnership” project from the past administration. The CRA provides free land, the CRA provides grants to build the building and the CRA helps buyers to buy it. The CRA socialize the costs and privatize the profits. The “public” bears all the costs and the “private” gets all the profits.
I have three areas of concern and I hope I will be able to ask you about them Monday.
My first concern is the value of $184,000.00 placed on the three (3) CRA owned properties, it is unjustifiably low. Using the Broward County Property Appraiser’s value is not realistic. The CRA must hire its own appraiser and base the appraisal on recent transactions in the area, the size of the parcels etc.
The recent CRA purchase of the apartment building, across the street from the new fire station (Foster and N.W. 2nd Ave.), may be a good yardstick. How do the two properties compare as far as price the CRA paid per acreage or square feet? 110 N.W. 5th Street for $1,300,000.00 may be another good example.  
My second area of concern is the lack of information in the backup for the justification for the $716,000.00 CRA Gap Grant funding. How did Donaldson-West Venture arrive at that number?
We need an expert hired by the CRA to tell us if that amount is the right amount and if it is justified.
Is the $716,000.00 dollars the entire cost of construction? 
My third concern is that on top of the $90,000.00 “CRA Contribution” per unit there may be up to $50,000.00 in other subsidies (first time buyer etc.) for up to $140,000.00 per unit cost to the CRA.
Is it a prudent decision to spend so much money on one project benefiting so few people?
Does the CRA have so much money that it can afford to practically give a free apartment to 10 lucky people?
I hope the CRA Board of Directors will wait for an appraisal on the value of the land, get the justification for the Gap Grant funding and see if the CRA has the money now, before the completion of the upcoming audit.

Seems like déjà vu, no? Sobel, Braynon, Gibbons & Jones are no Profiles in Courage!

So now that in 2017 the Hallandale Beach City Commission has a 3-2 pro-reform majority on it, intent on undoing a lot of the serious damage that has been done to the city the past dozen years under Mayor Joy Cooper, you probably won't be too surprised to discover that quite a lot of people in Hallandale Beach, Broward County and South Florida are STILL very interested in finding out where all the millions of Community Redevelopment Agency (CRA) dollars were going for years. 
Not surprisingly, that includes me and many of you readers of this blog.

And not just because it's Hallandale Beach, but the larger issue of municipal CRA performance in Florida and whether cities have successfuly thwarted the original intent of what the state legislature meant to do when they created the enabling legislation.

In fact, the Florida Bulldog's William "Bill" Gjebre has a new fact-filled article on that very subject today that I am only too happy to highly recommend to you, and link to below.

I've even included a few links and tweets re just some of the dozens of things I've written about the HB CRA over the past nearly-ten years this blog has been in existence to give any of you newcomers to the blog some much-needed context and nuance for understanding this newest call for some much-needed financial accountability.

Along with Hallandale Beach Vice Mayor Keith London and a few of my friends who are fellow civic activists, like Csaba "Chuck" Kulin, I've been among the most-outspoken and VOCAL critics of the operation of the city's CRA program, with me particularly liking to engage with and call-out the pathetic reporting efforts of the local South Florida news media that so often ignored the scandal that was, literally, right in front of them.

But most could not be bothered because it was taking place in Hallandale Beach, not Pembroke Pines, Doral, Hialeah, Pinecrest, Palm Bay, Aventura or... 
Yes, that geographical discrimination that local reporters have been guilty of down here for so many years, where some stories are reported upon simply because of where they take place, not the core of the facts and the issues involved. :-(

More specifically, how and why under Mayor Joy Cooper and her Rubber Stamp Crew, and a succession of City Managers, for so many years  the Hallandale Beach CRA was allowed to operate with nothing resembling the sort of basic financial accountability and oversight that you'd expect of an entity that spent millions of dollars -on the public's behalf.
With so very little tangible to show for that money that was supposed to address the problems the CRA is tasked with solving or fixing.

The new majority on the Hallandale Beach City Commission will seek the first-ever forensic audit of all expenditures by its troubled Community Redevelopment Agency for the past five years, including finding out why $7.4 million had to be cut to balance the agency’s budget this fiscal year.

Current Vice Mayor Keith London and Commissioner Michele Lazarow had been frustrated in seeking such an audit by the previous commission majority headed by Mayor Joy Cooper.

Firing City of Hallandale Beach City Attorney Whitfield was a good start, but the fact remains that there are several city employees and Dept. heads who need to go ASAP in order to have the city move forward. There's no point in pretending that's not the case.

Firing City of Hallandale Beach City Attorney Whitfield was a good start, but the fact remains that there are several city employees and Dept. heads who need to go ASAP in order to have the city move forward. 
There's no point in pretending that's not the case.

On Monday I told many off you via a fact-filled email that was sent to concerned citizens 
throughout Hallandale Beach, Broward County and South Florida -and members of the news media- and then later, posted here at Hallandale Beach Blog, that on Tuesday, the first big step towards creating a new, positive and more-inclusive future for Hallandale Beach and its long-suffering residents and Small Business owners at Hallandale Beach City Hall would begin. And so it has....

Well, one down, but there are several more heads at Hallandale Beach City Hall that need to roll, including temperamentally-challenged City Manager Daniel Rosemond.
To be sure, it was a nice way to start, getting rid of City Attorney V. Lynn Whitfield, a 
woman who for years has acted one way publicly, but acted quite another way behind-the-scenes, as I know from first-hand experience.

Besides the dozens and dozens of times I saw Whitfield in action at public meetings over the years, where she often looked the other way at ethical situations involving elected officials and city employees that cried out for her to say or do something publicly, I got a chance to know the reality of her personality.

But before I mention that, consider this 2013 video I recorded with my friend and fellow Hallandale Beach and Broward County civic activist Csaba "Chuck" Kulin, who is a recent member of the city's Planning and Zoning Advisory Board, who has been a watchdog on finances, ethics and the appearance of impropriety in this area of Broward for many years.
The video speaks for itself regarding what seems to have been Whitfield's inexplicable willingness to look the other way on ethics and conflicts of interest in Hallandale Beach when it's right in front of her.

That came when I repeatedly tried to tell her about the City of Hallandale Beach having illegally stolen a Hallandale Beach citizen's property, and then used it later without this person's permision or consent, in what was a profit-making enterprise, for which the citizen whose property was used received NOTHING.

I know the facts better than anyone because I was that citizen whose property was stolen by the city and the city-funded Hallandale Beach Chamber of Commerce.
The facts and context involved being what they were, and which would clearly point to it being an embarrassing episode for the city if made public, I thought it would be best tp go thru the system and for the City Attorney to know all the facts, so she could urge the City Commission to do the right thing.

But City Attorney V. Lynn Whitfield could hardly have cared less about knowning the facts involved when the city she represented had broken the law.

In fact, her own staff was witness to her yelling at me while I was outside of her office in January of 2014, when I stopped by the City Attorney's office one day while doing some errands in an attempt to schedule a meeting with me, a Hallandale Beach citizen, so that she would know what had taken place, since it had happened before she was hired by the city.

City Attorney Whitfield couldn't possibly have known all the germane facts, so, foolishly, I thought a calm and relaxed conversation of maybe 10-15 minutes with her in the near future, with supporting documents that would make clear the city's self-evident liability, would be a positive thing.
Instead, Whitfield kept insisting that I tell her then and show her my proof on her computer. Right then and there!

Well, as stated before, I was running errands that day and had only stopped by HB City Hall because my phone calls were not being returned. 
I am one among many other Hallandale Beach citizens who over the years have had bad and troubling experiences with city employees and elected officials lying about what they would do to address problems.

Given that fact, I was not about to fall for the trap.and do something stupid and allow her to buffalo me into having a meeting before it was appropriate.
More importantly, before I had time to make sure that I had someone with me who could witness anything that was done, said or agreed to.
Experience is the best predictor of behavior, no?

Someone on Whitfield's staff even told me that she had a history of refusing to meet with anyone from Hallandale Beach who had hired a lawyer, which is interesting in that she so often met and spoke with lawyers for people with interests before the city who were not even Hallandale Beach residents -like I was then

So again, firing City Attorney Whitfield was a good start, but the fact remains that there are several City of Hallandale Beach employees and Dept. heads who have a long and well-established history of showing a pronounced antagonism towards sharing facts and public documents with elected officials and citizens when they are supposed to.
There are lots of HB city employees who are clearly opposed to engaging in transparency and treating citizens with respect or civility, to say nothing of ones guilty of goofing around that is legendary in this small oceanside city, where it often seems like every other city employee has a city car of their own to drive around in, with taxpayers paying the tab.

It's long been known that there are certain locations in HB where for several hours a day, you can be sure of seeing a completely different city vehicle drive past nearly ever few minutes.
Question: Where are they all going if the problems in this city never actually get fixed, as is abundantly clear?

No, for years under imperious Hallandale Beach Mayor Joy Cooper's Rubber Stamp Crew of Julian, Sanders and Lewy, Hallandale Beach citizens and Small Business owners all had to glumly accept as "normal" conduct and behavior that was not only completely unsatisfactory, but often proof of the insidious culture of corruption, cronyism and incompetency that has long held sway here.

After all, and this may surprise some of you newcomers to the blog, Hallandale Beach is a city that, under Joy Cooper, once signed a secret deal with somone in the community to act as a paid spy and lobbyist at city meetings and community forums, both to voice enthusiasm for the city's position in public and to monitor who spoke out publicly against the city's position. Really.

I know because I'm the person in South Florida who first broke the news about it happening in 2010, a story that combined creepy elements of cronyism, corruption and breaking ethics and lobbying rules in one fell swoop.
I'm the person who made sure that the sordid story about elected officials betraying the pubic trust got reported publicly in the first place.

That April 9, 2010 post of mine has this nugget that still shines today and gives anyone reading this blog now and in the future a real taste of how bad things have been done at Hallandale Beach City Hall in the past -and continue to be:
Never seem inclined to find out how an entrenched culture of corruption could develop here where HB city employees would think it's normal or appropriate to try to physically prevent citizens like me from attending a publicly-noticed meeting at City Hall for 15 minutes, until they canceled it right before yours truly finally got there -thanks to the assistance of Comm. London- as happened to me just last month?
Did Assistant City Manager Mark Antonio, he of the $150k-plus salary, and a member
of the Evaluation Committee that was meeting that day
 try to explain to me when he saw me there, why the meeting was suddenly canceled once they knew I was trying to get to the meeting? More to the point, did he even attempt to explain why I, the only citizen trying to attend the meeting, was physically prevented by city employees from getting to the meeting? No, he did not. 
Instead, Antonio just scurried back to his office like a petulant child, actually yelling at Comm. London, as he hurried to his bunker of an office, safe from the reasonable questions of a citizen taxpayer.
That my friends, is the low moral and professional caliber of people currently working at Hallandale Beach City Hall -and he's one of the persons in charge. Now multiply that unprofessional attitude dozens of times. It explains an awful lot here, doesn't it?

On Tuesday afternoon, the ship that is the new leadership at HB City Hall finally 
started changing directions.
Obviously, it won't all be smooth sailing in the future, and there will clearly be difficult times when some hard and unpopular decisions will have to be made or even agonized over.
Good thing, then, that there's so much "deadwood" at Hallandale Beach City Hall to be tossed overboard in the coming weeks and months to help lighten the load and help the ship pick up some much-needed speed to be where it ought to be.
